MAIN GOAL
Participate in the definition, planning and monitoring of medical activities and programs on the project in accordance with MSF protocols, and coordinate the human and material resources necessary to guarantee the quality of medical care provided by MSF.
MAIN RESPONSIBILITIES AND TASKS
- In collaboration with the project coordinator and the rest of the team, the medical coordinator and partners of the Ministry of Health, define and implement medical activities in accordance with the MSF project plan, standards and protocols, and ensure monitoring these activities. This implies:
- to ensure the collection of medical data, their analysis and their communication to the medical coordination of the capital, in order to guarantee adequate monitoring of the program;
- to participate in the development of project policy, annual plan, project proposal and donor reports, as well as budget review;
- to participate in exploration missions and field assessments, to define medical priorities and therefore the operations to be carried out if necessary; And
- to ensure regular contacts with the Ministry of Health and other local stakeholders in the medical field.
- Monitor activities in different medical disciplines, and provide technical support to medical staff in the field through your own knowledge as well as different rules, in order to support MSF’s medical work in the field. This therefore includes monitoring and monitoring compliance with MSF medical protocols
- Coordinate, supervise and coach members of the medical team to support their performance in order to strengthen the medical component of the project and ensure compliance with MSF protocols and standards as well as Ministry of Health protocols.
- Plan and supervise, in close coordination with the project coordinator, the management of the project’s medical staff (recruitment, training, induction, performance evaluation, development and internal/external communication) in order to guarantee adequate resources (staff and knowledge) and develop their skills.
- Oversee the efficient management of MSF pharmacy and medical equipment in the field, in conjunction with the project’s logistics department and biomedical department, taking into account program guidelines and protocol changes. Monitors consumption and prepares medical orders in order to supply medications, medical equipment, medical devices, including consumables and associated spare parts in order to avoid stock shortages and dispense the required medications in all circumstances.
- Apply the health and safety policy for international and national staff, and put in place all necessary prophylactic and preventive measures as well as emergency response structures and plans, in order to manage any medical evacuation and protect the health of MSF staff.
SPECIFIC RESPONSIBILITIES Á THE MSF SECTION/CONTEXT
- Integrate Zero Separation into the daily activities of the Neonatology and Maternity units of the CMA of Dafra in conjunction with the Service Managers so that all MSF and MoH HR take ownership of the concept and apply it in its entirety.
- Coordinate the different teams involved in the ZS (HP-CE, protection, health personnel, logisticians) to achieve the objectives and activities set out in the activity plan. Relate an objective to zero-separation in the PMS of each manager involved in zero separation.
- Establish a structured interprofessional collaborative relationship between maternity and neonatal services at the project level within the framework of zero separation and ensure good communication and coordination between them.
- Supervise activities and monitor zero separation indicators, adapt and readjust based on patient results and feedback.
- Support the medical team in the organization and implementation of a quality of care service in hospital services (Emergencies, ICU, Pediatrics, Maternity and Neonatology) according to WHO standards
- Work jointly with the CMA activities manager maintaining an atmosphere of good collaboration with MOH staff.
- Work jointly with the CMA Activities Manager by establishing a functional Dafra CMA Executive Multidisciplinary Committee.
- Finalize the practical aspects and complete the injured influx plan at the Dafra CMA in its current configuration.
- Monitor community activities in sectors 15 and 24 as part of the community strategy (Late appeal to the CMA, deceased arrival, cases of sexual violence, awareness message), readjusting it if necessary in collaboration with the HoM/FC. Support the ECHP manager if necessary in collaboration with the HoM.
- Ensure good networking with partners working in the medical field of Bobo Dioulasso.
- Supervise training activities in the project: POCUS, MSFACA, simulation (At least one weekly meeting in collaboration with the Medical Coordinator (Medco)
- Participate in monthly ACP meetings.
- Participate in the transfer of Mission Bobo to Projet Bobo and ensure the transition and consolidation of the latter.
- Participate in operational research activities in collaboration with the Medical Coordinator (Medco) during and after the transition.
SELECTION CRITERIA
- Medical degree required. A specialization or training in tropical medicine, gynecology-obstetrics or pediatrics will be considered an asset.
- Minimum of 5 years of experience in a similar position, including coordination of medical and clinical activities in humanitarian or crisis contexts.
- Essential experience in cooperation and negotiation with health authorities and heads of medical structures of the Ministry of Health in humanitarian crisis contexts. Experience in the Sahel region will be considered an asset.
- Essential command of French (mission language) as well as at least a second language: English, Spanish or Arabic.
- Good command of office and IT tools (Word, Excel, Internet).
- Strong leadership skills, team management, planning, organization and cooperation in multicultural environments.
WORKING CONDITIONS
- Safe position on the ground, based in Bobo Dioulasso, Burkina Faso.
- International contract.
- Salary: IRFFG L12 and according to MSF’s remuneration policy.
- Full-time position.
- Duration of the contract: 6-9 months (with possibility of other assignment in another context in 2027)
