     Background 

Health information management is an essential pillar for evidence-based decision-making, effective coordination of interventions and accountability in the health sector. In Mali, despite the availability of multiple data sources covering epidemiological surveillance, vaccination, health services and emergencies, the information landscape remains fragmented. This fragmentation results in varying levels of standardization, interoperability and data quality, limiting the ability to produce an integrated, up-to-date and actionable analysis of the health situation. As part of its technical support mandate to the Ministry of Health and Social Development (MSDS), the World Health Organization (WHO) is called upon to strengthen integration,governance and strategic use of health data. This issue is all the more critical in a context marked by humanitarian challenges, operational constraints and increased pressure on health systems, requiring reliable and consolidated information to guide planning, emergency response, advocacy and resource mobilization. 

     Deliverable

• Deliverable 1: Documented and validated mapping of health data sources, systems and flows including identification of gaps and duplicates.  Expected by: End of Month 1  
• Deliverable 2: Validated integrated target architecture and data model (conceptual and logical model, interoperability standards, governance). Expected by: End of Month 2  
• Deliverable 3: Functional prototype of integrated health database (structure, tables, import mechanisms). Expected by: End of Month 3  
• Deliverable 4: Gradual integration of partner reporting requirements (vaccination, emergencies, equity, disaggregation). Expected by: End of Month 4  
• Deliverable 5: Implementation of priority analytical dashboards (monitoring, vaccination, emergencies). Expected by: End of Month 5 
• Deliverable 6: Technical documentation and transfer of skills to WHO and national teams. Expected by: Month 5 November 2021 
• Deliverable 7: Consolidated and optimized version of the integrated database. Expected by: End of Month 6  
• Deliverable 8: Strategic sustainability note and 12-month roadmap. Expected by: End of Month 6  

     Qualifications, experience, skills and languages 

      Educational Qualifications

Essential: Master’s degree or equivalent in information systems, IT, public health, biostatistics 
or related field 
Desirable: Additional training in data architecture, interoperability frameworks or health 
digital

      Experience

Essential: 
• Minimum 5 –10 years of experience in systems design and implementation 
health information  
• Experience with epidemiological surveillance systems and health data  
• Experience in humanitarian contexts or countries with limited resources

Desirable: 
• Experience with OMS systems (DHIS2, integrated monitoring, GAVI reporting, etc.)  
• Experience in multi-source data integration and interoperability

     Skills/Knowledge

• Data architecture and modeling (conceptual and logical)  
• Interoperability of health systems  
• Data governance and quality  
• Data analytics and visualization (Power BI, etc.)  
• High analytical and writing skills  
• Ability to work in multi-actor environments 

Languages and level required (Basic/Intermediate/Expert)

• French: Expert  
• English: Intermediate to Expert (asset) 

      Rental  

On site: Bamako, Mali 

     Remuneration and budget (travel costs excluded)

Currency: USD 7,000 (monthly, P3; USD 42,000 for six months.

• Please note that WHO’s contracts are conditional on members of the workforce confirming that they are vaccinated as required by WHO before undertaking a WHO assignment, except where a medical condition does not allow such vaccination, as certified by the WHO Staff Health and Wellbeing Services (SHW). The successful candidate will be asked to provide relevant evidence related to this condition. A copy of the updated vaccination card must be shared with WHO medical service in the medical clearance process. Please note that certain countries require proof of specific vaccinations for entry or exit.
