BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

In 2021, WFP Indonesia launched its Country Strategic Plan (CSP) 2021-2025, which is fully aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 and the Government’s Medium-Term Development Plan (RPJMN) 2020-2024. Through this its CSP WFP engages in policy dialogue and provides technical assistance in partnership with and support of the Government of Indonesia. WFP Indonesia supports the Government to achieve its mid-term and long-term SDG targets with a focus on Food Security and Nutrition Analysis, Social Protection, Disaster Preparedness and Climate Change Adaptation, and addressing malnutrition through healthy diets, and food systems transformation.

The Advisor for Affordable Health Diets (from here on referred as the Consultant) is expected to provide strategic-level support and technical expertise to support the WFP Indonesia programme team towards its efforts to achieve the Strategic Outcome 3, namely “By 2025 populations at risk of multiple forms of malnutrition benefit from increased national capacity to design and implement programmes that enhance access to and promote positive behaviours on healthy diets and prevent stunting and other nutritional deficiencies”

The WFP nutrition programme portfolio includes, a) the scale up of rice fortification (funded by DSM), b) improved nutrition for school age children (funded by CARGILL) and c) social behaviour change and communication for improving healthy diets (funded through Emerging Donor Matching Fund).

The consultant is required to work collaboratively across WFP programme units, and in close collaboration with the Monitoring, Evaluation and Knowledge Management unit, and leads for strategy and partnership.

 

 

Accountabilities and Responsibilities

The Consultant is expected to establish and maintain partnerships, strategically guide technical assistance, provide technical expertise to inform the development of the 2026 – 2030 Country Strategic Plan, and significantly contribute to mobilizing resources to achieve WFP Indonesia CSP 2021 – 2023, specifically SO3. In addition, the Consultant will function as the interim Head of Nutrition as required.

 

  1. Provide technical support, strategic guidance, and consistent coaching and mentoring to the Nutrition programme team in form of reviewing programme implementation plans, and strategies for programme implementation.
  2. Provide technical guidance to support SO3 programme teams to align with Global guidance for Country Capacity Strengthening.
  3. Lead the development of Rice Fortification Strategy, Road Map and resource mobilization inclusive of strengthening partnerships with UNICEF, World Bank, and other relevant international organizations.
  4. Provide technical inputs and guidance to SO3 School Nutrition team to align with ASEAN and other global guidance relevant to improved nutrition for school aged children.
  5. In cooperation with the Head of SO1/SO2 and the Head of Nutrition and Head of School Nutrition, identify entry points for further policy engagement, and technical assistance towards supporting the GOI to achieve is food system transformation strategy, aligned with opportunities for enhancing Rome Based Agency Cooperation.
  6. Review all SO3 donor reports, including editing content to ensure alignment with donor reporting requirements.
  7. Provide technical inputs and strategic guidance in drafting of TORs, strategies, implementation plans, to support continuation of and initiation of SBCC for healthy diets under SO3.
  8. Provide technical assistance to WFP programme teams to ensure TA provided to government and stakeholders for improving nutrition for school aged children, rice fortification and SBCC for healthy diet is of high quality, aligned with global best practices, and contributes to achieving WFP Indonesia CSP objectives.
  9. In collaboration with the Head of SO1 and with SO3 programme team, identify opportunities for the improved utilization and integration of nutrition data (including COTD/FNG) into

In cooperation with the Head of Nutrition and Head of School Nutrition, and in alignment with the Strategy and Partnership Unit, contribute to the analysis of a range of policy and operational issues as part of WFP’s engagement with the Government related to the achievement of SO3, to inform WFP strategic approach and policy engagement.
  11. Significantly contribute to the drafting of the TOR for CSP Evaluation, with a focus on SO3.
  12. Provide technical inputs and guidance towards the process for the development of the next Country Strategic Plan.

EDUCATION:

Advanced University degree in Nutrition, Public Health, Environmental Science, Social Sciences or Food Technology.

 

EXPERIENCE:

  • At least five years post graduate relevant professional experience with master’s degree
  • Experience with social behaviour change and communication programming.
  • Experience working cross sectors (e.g. health, nutrition, agriculture)
  • Demonstrated experience in engaging and influencing policy dialogue, including the use of data and evidence.

 

KNOWLEDGE & SKILLS REQUIRED:

  • Understanding of Indonesia nutrition, education, social protection and agriculture sectors including relevant polices, and regulations at national and sub-national level.
  • Ability to conceptualize and draft programme concept notes and proposals.
  • Understanding of the triple burden of malnutrition and programmatic modalities for addressing its causes

 

Languages: Fluency (level C) in English required. Ability to communicate in Bahasa considered a strength.
