The south of Madagascar is an area heavily affected by successive years of severe drought. Following an exploratory mission and a quantitative and qualitative survey on the impact of famine on the state of health of populations in the South, since October 2021, MdM aims to reduce the morbidity and mortality of affected populations. by drought in the districts of Ambovombe and Bekily in the Androy region and the district of Amboasary in the Anosy region. MdM has a base in Ambovombe and a sub-base in Bekily.

The program contributes to responding to primary health needs, including nutrition, and to the prevention and fight against gender-based violence (GBV) as part of the humanitarian crisis in the south of the country. Health services are brought directly to communities through two mobile clinics. MdM also implements capacity building for healthcare providers in health structures (health centers and hospitals), with regular training and supervision and support for the coordination of health districts. Rehabilitation of health centers is carried out in order to improve the quality of care related to GBV. Finally,

JOB DESCRIPTION

Under the supervision of the general coordinator, you manage and coordinate the running of the programs, you represent MdM in the region and are the guarantor of the safety of the teams. You manage a team of around forty people – the size of the team may increase depending on future funded projects.

More specifically, your main responsibilities are as follows:

Coordination and strategy

  • Actively participate in the definition and adaptation of the project strategy, as well as in advocacy in the area on the theme of health
  • Represent MdM to authorities, donors and other technical and/or financial partners on the project, in conjunction with the general coordinator.

Supervision and operational implementation

  • Ensure that the program respects the current project cycle and that it is documented by the necessary technical documents
  • Follow implementation schedules to ensure proper execution of activities within the allotted time
  • Supervise and participate in the various project activities to ensure their proper completion and quality – make recommendations if necessary
  • Ensure monitoring of project indicators through the use of Monitool (internal monitoring tool)
  • Ensure project management tools are updated
  • Monitor donor contractual deadlines and plan reports
  • Write intermediate and final narrative reports and their annexes in connection with coordination in Antananarivo.

Administrative, financial and logistics management

  • Assume budgetary responsibilities for expenses on the lines assigned by the mission
  • In conjunction with the administrative/financial coordinator and the general coordinator, participate in updating the project budget
  • Supervise budget monitoring in collaboration with the administrative and financial coordinator
  • In conjunction with the logistics coordinator, monitor logistical support for the program
  • Ensure compliance with internal procedures within the project.

Management and team management

  • Disseminate and enforce MdM’s internal regulations, code of conduct, safety rules and values
  • Ensure support and skills development for supervisors in management matters
  • Write job profiles, actively participate in the recruitment process and carry out integration briefings
  • Carry out individual team interviews

Communication and visibility

  • Ensure good communication and transversal coordination of the project in the area with local authorities, NGOs and UN agencies, as well as within the team
  • Participate in the design of communication tools and contribute to the writing of publications on the project
  • Be responsible for internal reporting
  • Represent MdM to the media, in conjunction with the general coordinator.

Financing and project development

  • In conjunction with the administrative coordinator, guarantee compliance with donor guidelines during the implementation of the project
  • Develop new project proposals if necessary under the supervision of the general coordinator.

Security management

  • Update base security plan and rules
  • Inform local staff of the regulations, safety rules, in connection with logistics and ensure strict compliance with these regulations
  • Inform the general coordinator of the key elements of the security situation and manage internal and external communications with her in the project areas in the event of security problems
  • Report incidents on time and ensure follow-up of corrective actions.

Gross monthly salary of 3,362 euros

REQUIRED PROFILE

Higher studies in project management and/or medicine or similar qualifications
Solid experience in NGOs in emergency contexts
Management of multiple projects in isolated and difficult to access areas
Sense of organization, prioritization and strategic planning and operational
Listening, team spirit, dynamism, capacity for analysis and taking initiatives
Knowledge of the public health sector: health system, community health, participation in the writing of contingency plans, multi-sector interventions , etc.
Knowledge of community, psycho-social and cultural aspects
Knowledge of BHA/USAID funding is a plus

Great autonomy while knowing how to work in a team

Languages:
