About the CHAI

 

Founded in 2002 by President William J. Clinton, sir, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening health systems around the world and expanding access to care and treatment for women and men HIV/AIDS, malaria and other diseases. CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources on the ground in order to save lives, through better organisation of the markets for medicines and other medical consumables and more effective local management. CHAI does not run programs independent of national systems and does not establish parallel health systems. Instead, CHAI is responding to the invitation of governments to support them on their priorities.We focus on large-scale impact and have obtained price reduction agreements for various processing in more than 70 countries, including, including reducing the costs of viral load laboratory tests by up to 50% in South Africa. CHAI teams are working with more than 30 governments to address major barriers to effective health care.

The Government of Burkina Faso is committed to accelerating progress towards universal health coverage and adopting reform programmes. This includes the launch of a government-funded free care program, which aims to completely eliminate the fees for the use of services for pregnant women and children under 5 years of age, as well as for family planning services, so that the people do not have to pay more than they can afford. In addition, the government has developed an ambitious community health strategy to improve health promotion and prevention. CHAI provides technical expertise to the Ministry of Health at all levels of the health system, from central to peripheral,in order to strengthen the health system and strengthen health financing and improve the way resources are prioritized, coordinated, managed and monitored.

 

 

Role & responsibilities

 

CHAI is looking for one/an analyst, with experience in’entreprise and/or health funding as well as’a management experience and financial analysis capabilities advanced to provide quality technical support to the Ministry of Health. The/the project manager(e) will be based(e) in Ouagadougou and will support various health financing efforts. The scope of work can include, but is not limited to, the development of sound analyses that will inform the allocation and use of resources, the’operationalization of the strategy « 1 plan, 1 budget, 1 report », implementation of key activities, and, including a pilot project at district and health facility level to strengthen financial management practices and improve the availability of essential services.The challenges facing the government evolve over time and, as a result, the work will be diverse, and this role requires a strong capacity for adaptation and creative thinking.

Role & Responsibilities

 

CHAI is looking for an analyst, with experience in corporate finance and/or/or health financing as well as management experience and advanced financial analysis skills to provide quality technical support to the Ministry of Health. The analyst will be based in Ouagadougou and will support various health financing efforts. The scope of work may include, but is not limited to, developing robust analyses that will inform resource allocation and utilization, operating the “1 plan, 1 budget, 1 report” strategy, and, and implementing key activities, including a pilot project at the district and health facility level to strengthen financial management practices and improve the availability of essential services. The challenges facing the government are evolving over time and, as a result, the work will be diverse,and this role requires a strong ability to adapt and think creatively.

Responsibilities

Specific activities may include the following elements :

 

  • Provide support to the government in the implementation of detailed financial analyses to’ inform priority reforms. These analyses may include those listed below :’efficiency analyses that will inform’ interventions to improve financial management at the central and peripheral level and for different pillars of the health system
  • A critical analysis of the distribution of financial resources for the’ whole health system as well as the expenses incurred.
  • Other quantitative analyses to assess opportunities to improve the efficiency, effectiveness and sustainability of health financing in Burkina Faso.
  • Play a key role in the’operationalization of the strategy « 1 plan, 1 budget, 1 report », in particular : Support the planning and implementation of annual plans at central and decentralized level, in conjunction with the budgeting cycle of the Ministry of Finance
  • Support the development of’efficient governance for monitoring evaluation of departmental strategic plans and annual plans
  • With the support of the rest of the’ team, act as a strategic advisor to interlocutors of the government and the ministry of health, by providing support to the key strategies and reforms in the area of health financing.
  • Capability of government partners in data analysis, including costing, scenario modeling and budgeting
  • Participate in the drafting of presentations and reports for internal and external stakeholders regarding the work of strengthening the health system in Burkina Faso.
  • Work closely with the rest of the CHAI health funding team to ensure the implementation of key projects that aim to support the implementation of priorities governmentals.
  • Other potential tasks assigned by the supervisor.

 


 

Specific activities may include the following:

 

  • Support the government in carrying out in-depth financial analyses to inform priority reforms. These analyses may include those listed below:
  • Efficiency analyses to inform interventions to improve financial management at central and peripheral levels, and for different pills of the health system.
  • A critical analysis of the distribution of financial resources for the health system as a whole, and of the expenditure incurred.
    Other quantitative analyses to assess opportunities for improving the efficiency, effectiveness and sustainability of health financing in Burkina Faso.
  • Play a key role in the operationalization of the “1 plan, 1 budget, 1 report” strategy, including:
  • Support the planning and implementation of annual plans at central and decentralized levels, in liaison with the Ministry of
  • Finance’s budgeting cycle.
  • Support the development of efficient governance for monitoring and evaluating the Ministry’s strategic and annual plans.
  • With the support of the rest of the team, act as a strategic advisor to government and Ministry of Health interlocutors, providing support for key health financing strategies and reforms.
  • Capacitate government partners in data analysis, including costing, scenario modelling and budgeting.

Qualifications

  • A Master with at least 1 year of experience in a demanding environment, ideally in’corporate finance, commerce, management consulting, finance, etc, bank investments or the position of public sector adviser in a similar field ;
  • Graduate degree in business, finance, engineering or other relevant disciplines.
    Familiarity with global health issues and the concepts of health systems strengthening would be an advantage ;
  • D’ excellent organizational and management skills, especially with regard to time management and project management. Ability to manage multiple tasks simultaneously and set priorities and manage projects under pressure ;
  • Exceptional skills in the analysis, research and presentation of qualitative and quantitative data ;
  • Past experiences in Sub-Saharan Africa would be a great asset ;
  • Excellent communication and presentation skills, with the ability to write clearly and concisely, including for technical documents such as national plans and guidelines ;
  • Good command of MS Excel, PowerPoint and Word
  • Ability to think strategically, manage ambiguity and work in a multicultural environment with independence and a sustained pace of work ;
  • Ability to quickly learn about new topics and absorb and synthesize a wide range of information ;
  • Strong ability to build consensus among diverse multi-stakeholder groups and ability to work in a multicultural environment ;
  • A strong work ethic, humility, integrity ;
  • A strong command of French and an intermediate level of’anglais at least.

 


Qualifications

  • Master’s degree with at least 1 year experience in a requesting environment, ideally in corporate finance, commerce, management consulting, finance, investment banking or public sector advisory position in a similar field.
  • Advanced degree in business, finance, engineering or other relevant disciplines.
  • Familiarity with global health issues and health systems strengthening concepts would be an advantage.
  • Excellent organizational and management skills, including time management and project management. Ability to manage multiple tasks simultaneously and to prioritize and manage projects under pressure.
  • Exceptional skills in analysis, research and presentation of qualitative and quantitative data.
  • Previous experience in Sub-Saharan Africa would be a great asset.
  • Excellent communication and presentation skills, with the ability to write clearly and concisely, including for technical documents such as national plans and guidelines.
