CALL FOR EXPRESSIONS OF INTEREST: Development of e-learning module – care for people who use drugs in CAT access centers At Doctors of the World



1.Context

Médecins du Monde (MdM) is an independent non-governmental organization of active activists who treat, testify and support social change, in France and internationally. For 40 years, we have been working with the most vulnerable people and their communities to remove the obstacles they encounter in accessing health.

Brief presentation of the project

The Risk Reduction (RdR) program for People Using Drugs (PUD), launched in 2015 by Médecins du Monde in Abidjan, improved access to care for PUDs in precarious situations. After a first phase focused on advocacy and Outreach, the second phase (2018) contributed to strengthening community roots, introducing opioid substitution treatments (OST) and opening a Support Center in Abidjan and Addictology Care. The third phase made it possible to expand the provision of care in Yamoussoukro, Bouaké and San Pedro, consolidating the achievements and promoting the empowerment of local partners. In April 2024, a fourth regional phase started in Togo and Benin to disseminate RdR expertise and support the fight against HIV and tuberculosis.

Médecins du Monde wishes to develop an interactive e-learning module intended for professionals working in specialized centers delivering opioid agonist (OAT) treatments. This project emerged at the request of doctors working in several centers in West Africa during meetings of the community of practice group.

On the occasion of the implementation of the regional project for the dissemination of RdR expertise in French-speaking Africa (Togo/Benin), financed by L’Initiative – Expertise France, this ambition is taken into account.

2.Description of the consultancy mission

Objective

Promote adapted learning on CATs for professionals engaged in centers in West Africa. The specific and educational objectives as well as additional information are detailed in the terms of reference.

Budget

The budgets are distributed as follows:

  • Concultant.e 1:

Original design of interactive support (digital comics for the mobile learning device for caregivers in West Africa) => 7,000 euros

  • Consultant.e 2:

Consultancy (Scientific supervision and creation of clinical content for a mobile learning platform in French-speaking CAT) => 7,000 euros

3.Profile sought

The consultants in charge of these projects must be able to present sufficient guarantees of availability throughout the process. They must also have the time necessary to carry out the activities.

Required skills:

Consultant 1:

  • Training in visual communication, graphic design, illustration, multimedia, educational engineering, communication or related field;
  • Proven experience in the design of comics, illustrations or digital narrative content for educational purposes;
  • Experience in designing content for mobile learning, ideally accessible on smartphones and suitable for environments with limited connectivity;
  • Skills in educational and narrative scripting, allowing complex professional situations to be translated into short, accessible and engaging stories;
  • An ability to design interactive and visually attractive materials, integrating illustrations, dialogues, scenarios, quizzes or other elements promoting learning;
  • A good understanding of the principles of health communication and popularization of technical content;
  • An ability to work from scientific and technical content provided by experts in order to transform them into suitable educational materials

Consultant.e 2:

  • Higher education in medicine, pharmacy, public health, addiction, psychiatry or in a relevant medical or scientific field
  • Provide scientific and clinical supervision of module development;
  • Proven professional experience in the management of disorders linked to the use of psychoactive substances, in particular people benefiting from OAT;
  • Expertise in protocols, clinical practices and recommendations relating to OAT, including initiation, monitoring, adaptation of treatment, prevention and management of adverse effects and specific situations;
  • Experience in the design, writing, revision or validation of scientific and clinical content intended for healthcare professionals;
  • An ability to transform scientific knowledge and clinical recommendations into accessible, structured educational content adapted to a mobile learning system;
  • Work in collaboration with educational, digital and graphic teams to guarantee the faithful translation of clinical content into the various mobile learning media;
  • Integrate a non-stigmatizing, rights- and human-centered approach consistent with risk reduction principles.

4.Indicative calendar

  • Deadline to express interest and submit a full proposal: 05/10/2026
  • Desired date for the start of the mission: October 2026
  • Desired date for design, development, testing and adjustments: October to December 2026
  • Final delivery: January 2027 (Beta version, functional online) – February 2027 (mobile application)

5.Application procedures

Documents to submit

Service providers wishing to express interest are invited to provide the following:

  • A letter of interest of maximum three (3) pages indicating: experiences of similar missions, at least two (2) references concerning the execution of similar contracts, dates of availability to conduct consultancy, etc.
  • The up-to-date curriculum vitae (CV) of 3 pages maximum of the members of the proposed team and specifying, where applicable, the consultancy firm to which each member of the team is attached.
  • A Financial Proposal including:
    • The total budget including tax.
    • Budgetary distribution including tax of expenses if necessary.
  • The Declaration on Honor completed and signed, attesting to what is right.

The expression of interest will only be considered complete if it includes these elements.
