To support the effective grant making and set up of the Global Fund Grant Cycle 8 (GC8) in Liberia, Plan International Canada is seeking a Senior Advisor – Health Systems and Grant Transformation – to provide high-level strategic, technical, and operational leadership.
The assignment aims to operationalize the GC8 grant as an integrated, health systems–strengthening investment, aligning disease-specific programs (HIV, tuberculosis, malaria) with cross-cutting systems (RSSH, community systems, supply chain, laboratory, and digital health), while advancing sustainability, national ownership, and transition readiness.
The senior advisor will support the Chief of Party and his team, at Plan International Liberia, in finalizing the design and setting up the GC8 programming in Liberia, in collaboration with the Ministry of Health and national stakeholders.
The senior advisor will also play a key role in enhancing integration across the 4 components of the GC8 programming (RSSH, HIV, Tuberculosis and Malaria) and with primary health care.
Finally, the senior advisor will be supporting the Ministry of Health and national stakeholders to progressively assume leadership, management, and stewardship of Global Fund–supported investments, in line with Global Fund transition and sustainability principles

- Technical Proposal — outlining understanding of the assignment, risks and proposed mitigation measures, proposed methodology (maximum 3 pages)
- Financial Proposal — daily rate, inclusive of all fees, taxes, and expenses
- Relevant Experience — CV + maximum 3 pages summary of comparable assignments, indicating specific years when assignment completed/ type of organizations supported/ tasks performed and deliverables/ outcomes of the technical assistance
- References – provide 2 references of clients for which applicant has performed a similar mandate in the past 10 years (name, organization, role, whatsapp number, email).
- Samples of Previous Work (optional) — examples of previously developed capacity development plans for ministry of health or related institutions/ program management tool or process developed for a multi-million dollars grant set up/ approach used to effectively mobilize teams to deliver in tight deadline, etc
- Date of availability to start work from Monrovia, Liberia
