OFFICE/UNIT/PROJECT DESCRIPTION
On 19 August 2016, the Secretary-General of the United Nations, Ban Ki Moon, unveiled a New United Nations Approach to address the effects of Cholera in Haiti (A/71/620). The new approach is focused on two aspects. The first part that includes : a) the strand 1Awhich aims to redouble efforts to reduce and, eventually, to, stop Cholera transmission and improve access to care and treatment – this includes the establishment of rapid response teams, including, immediate treatment of people with Cholera, measures to prevent the spread of Cholera and capacity building for epidemiology and laboratory testing; and b ) strand 1B, which is to address long-term issues such as water and sanitation systems in Haiti so that all Haitians can have access safe drinking water and sanitation by 2030. The second flap has a device for’material and financial assistance for the Haitians most directly affected by the Cholera.Â
In order to generate and manage the resources necessary for the implementation of the New Approach, the Secretary-General, in collaboration with the agencies, shall, united Nations funds and programmes, has launched a multi-stakeholder trust fund for the fight against Cholera in Haiti (MPTF). The MPTF is co-chaired by the Resident and Humanitarian Coordinator (RSASG)/CR/CH) and the Director of the Sustainable Development Unit of the Executive Office of the Secretary General.Â
The end of 2020 saw the end of the mandate of the Special Envoy for Haiti after three (3) and a half years. This office also served as the Secretariat for this fund. To ensure priority for sustainable development in Haiti, including the eradication of Cholera and support to the hardest-hit communities, the, the overall leadership of the efforts of the’ONU will be provided by the Secretary-General, and by the Deputy Secretary-General and President of UNSDG who will provide strategic direction to lead the achievement. In Haiti, key members of the United Nations country team, including UNICEF, UNDP, UNOPS and WHO/OPS, will continue to implement direct programming at the operational level, and will be headed by the Deputy Special Representative.e of the Secretary General (RSASG)/CR/CH) through the Secretariat now based in the Office of the Resident Coordinator, in Haiti.Â
FIELDS OF APPLICATION OF WORK
The Specialist Cholera will support the RSASG/CR/CH in the realization of the new UN strategy against Cholera to reduce its effects and implement the 2030 Agenda for the good of the people of Haiti. It will provide support to the RSASG/CR/CH for activities related to the new strategy and provide strategic advice. It, as the Secretariat of the Fund, will provide administrative support to the Co-chairs of the Advisory Committee. Specifically, it will have to perform the following tasks :
- Support the Office of the Resident Coordinator (RCO) in the coordination of projects and activities related to the response to Cholera in Haiti, Coordinate and supervise the various interventions of the United Nations agencies involved in the response to Cholera in Haiti
- Supervise UNDP and UNOPS interventions in the different phases of the project Community assistance in response to Cholera in Haiti
- Coordinate the United Nations communication strategy for Cholera at the local and national levels and liaise between the BCR, and, the relevant entities of the United Nations country team (UNCT) and headquarters to ensure effective coordination and collaboration
- Support according to instructions, fundraising efforts for the Multipartner Trust Fund (MPTF) against Cholera in Haiti and helping to organize meetings of the MPTF Advisory Committee to disburse funds to partners working on the New Strategy in Haiti
- As the Secretariat of the Fund, it will support the fundraising efforts of the Co-Chairs; organize calls for proposals (if applicable); and; monitor and report programmatic and operational performance of the MPTF to the Advisory Committee
- Support the members of the United Nations country team participating in the new SG strategy against Cholera, in order to develop awareness and communication plans and materials that can target both the Haitian population and communities, but also support the international communication strategy
- Provide strategic advice and operational support to UNDP/UNOPS on programming components 1 and 2 through regular field visits
- Support the RSASG/CR/CH and relevant UN entities in informal consultations with victim groups and representatives of civil society in Haiti, including human rights defenders and academics, to gather opinions and experiences to advance Haiti and the New Strategy. Participate according to the guidelines in the general requirements of the BCR
INSTITUTIONAL ARRANGEMENT
Specialist Cholera will work under the direct supervision of the Resident Coordinator.e. He will work closely with the MPTFO in New York. In addition to working closely with United Nations entities, Specialist Cholera will also liaise closely with all relevant partners and stakeholders in the public sectors, private and non-governmental.
