Job Summary
The incumbent, under the supervision of the Associate Director PEPFAR, will be responsible for providing project support to the WRPN/Nigerian Ministry of Defense (NMOD) President’s Emergency Plan for AIDS Relief (PEPFAR) program, contributing to planning the NMOD’s Care and treatment program for children, adolescents and adults living People Living with HIV (PLWH). The incumbent will assist in the development and coordination of assessment activities, and establishing program guidelines, procedures and strategies. This position will provide the necessary medical, public health and management expertise to apply to the management of Department of Defense/Walter Reed Program Nigeria (DOD/WRPN) sponsored clinical care and treatment activities. Externally, S/He will communicate with IHPT Technical counterparts at the Henry M. Jackson Foundation office in Bethesda Maryland, fellow USG Interagency subject Matter Experts (ISME’s), Nigerian Ministry of Defence (NMOD), Key Population (KP) partners, Government of Nigeria (GON) stakeholders and other donor collaborators.

Major Roles and Responsibilities:
- Performs site assessments of HIV/AIDS care and treatment programs conducted by NMOD and key population supported partners. Serves as an expert in HIV/AIDS, TB, and opportunistic infection treatment, social science, and health service research issues, especially as they relate to HIV/AIDS care and treatment programs.
- Conceives and develops evaluation strategies and, in consultation and collaboration with NMOD and key population partner staff, formulates appropriate clinical indicators with M&E team on activities for ongoing and future NMOD HIV/AIDS clinical programs.
- Provides leadership and technical support to PEPFAR Nigeria, NMOD and key population partner staff in designing, implementing, and evaluating a broad range of care and treatment activities to develop plans and improve new treatment, care, and support activities of patients at existing sites.
- Develop specific program goals and objectives and works with senior level staff with
NMOD and PEPFAR Nigeria USG interagency teams, donors, GON and other collaborators
to ensure that such objectives are achieved and/or appropriate remedial activities are instituted.
- Supports the routine use of program data to assess performance gaps and work collaboratively with facility and other program staff to deploy evidence-based strategies to mitigate underperformance.
- Represents HJFMRI Ltd/Gte in HIV/AIDS clinical care and treatment programs and influence other collaborative organizations engaged in HIV/AIDS care and treatment programs to adopt appropriate strategies for their program activities. Provides technical assistance in the design and implementation of relevant policies and guidelines as necessary.
- Prepares regular oral and written reports on the progress of PEPFAR HIV/AIDS clinical care and treatment program activities. Assist with the planning and coordination of national and regional conferences, meetings, and workshops.
- Oversees and supervises all staff and activities pertaining to HIV/AIDS clinical care and treatment. Facilitates clinical virtual and in -person care and treatment staff meetings.
- May perform other duties as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
JOB SPECIFICATIONS:
Education: A bachelor’s degree in Medicine and Surgery (MBBS, MBChB, or MBBCh) from a recognized institution is  required. Possession of an MPH will be an added advantage.
Prior Work Experience: Minimum of 6 years’ relevant experience in HIV/AIDS clinical care and treatment. The incumbent must have experience in the designing and implementation of practical training courses for various target audiences. Additionally, he/she should know how to implement, monitor and evaluate HIV/AIDS care and treatment programs, use M&E data, and report progress to key stakeholders.
Knowledge: Incumbent must possess knowledge of HIV/AIDS clinical care and treatment. Additionally, the incumbent must possess the knowledge of techniques, principles, and methods of data analysis related to epidemiology. She/He must have the ability to consult and collaborate effectively with all levels of stakeholders both external and internal.
Skills and Abilities: The incumbent will be expected to exercise considerable ingenuity in applying guidelines to unique and different settings as the work is highly complex. As a care and treatment representative, She/He will be expected to exercise considerable innovation to influence facility- based staff and other collaborative organizations engaged in HIV/AIDS programs to adopt appropriate strategies for their program activities. The incumbent must have extensive knowledge in HIV testing services, pharmacology of Antiretroviral therapies for HIV/AIDS, management of ARV related adverse events, practices, and procedures; and other support services to optimize the health of PLWH receiving care and treatment at NOMD sites.
Language Proficiency: Level IV English (fluency in both written and oral) is required.
