Objective of the’activity/mission
Elaboration of the new NHP Community Health 2024-2026 as well as the development of the’investment framework for community health to support the financing of the deployment and scaling up of health care community in Niger.
Expected results of the consultation:
- A report of’assessment and’situational/State analysis of the implementation of the national strategic plan of community health and community health in Niger is available ;
- A new national strategic plan for community health in Niger adopted is available ;
- A sustainable’investment framework to support funding for primary and community health care in Niger is available ;
To carry out this work, a national consultant will be recruited and made available to the Community Health Directorate for a period of time one hundred and twenty (120) working days.

Deliverables :
The following deliverables are expected :
1- A work plan and a process timeline with a detailed methodology specifying the tools ;
2- An analysis of the results /effects of the implementation of the NHSCP 2019-2023
3- The new National Strategic Plan for Community Health 2024-2026
4- The’ FrameworkInvestment in community health developed is available
5- A final report of the process with power points presentations on the different steps and documents developed.
Conditions of consultation :
- The payments will be as follows:
Deliverables 1 and 2 payment Correspondents 1 (25%) : 8 April 2024
Deliverables 3, 4 and 5 payment Correspondents 2 (60%) : 19 June 2024
Deliverables 6 and 7 payment Correspondents 3 (15%) : 30 June 2024
- Duration of the consultation
The consultation is scheduled for a period of 120 Working day and will take place over a period of 4 months from the 1e March 2024.
- Supervision
The/consultant (e) will work under the direct supervision of the Chief of’Maternal, Neonatal and Child Health Unit of’UNICEF, in close collaboration the Ministry of Public Health of Population and Social Affairs through the Directorate of Community Health.
- ’ation place
The/consultant (e) will be based in Niamey, at the level of the Directorate of Community Health. He/she will be subject to the staff management rules of the Niamey office and will work with the Chief of’Maternal Health Unit, UNICEF office neonatal and infant for all technical aspects. In the event of a mission outside the’intervention zone, Unicef will cover the means of travel and daily subsistence allowances (DSA) on the basis of the rates applicable in the areas of intervention concerned.
e) Working conditions
The/the Consultant (e ) will use his own computer and will not have access to the’internet UNICEF. Any time the field raids will be organized according to the rules in force and applicable to the personnel committed by’UNICEF. He/she will be subject to strict compliance with the rules of security measures applied to United Nations personnel.
f) Special provisions related to consultation.
The application package must include: (1) An up-to-date CV ; (2) A cover letter ; (3) A Technical Offer ; (4) A Financial Offer ; and ; (5) Form P11 (Personal History) ; (6) Proof of’a similar work notably in the field of community health ;
- The CV must be updated, dated and signed with a copy of the highest degree.
- The cover letter: applicants must indicate in their cover letter, their ability and availability to use the terms of reference.
- The technical offer: it will relate to the way in which the consultant ( e ) understood the terms of reference and plans to conduct the consultation. The technical offers will briefly highlight the approaches and methods proposed as well as an indicative calendar of deliverables.
- The financial offer: the compensation proposal in CFA must include daily fees, communication costs and other information if necessary.
- Form P11 ( Staff History ) is to be downloaded to http://www.unicef.org/about/employ/index_apply.html or to the United Nations website, and must be duly completed.
- The proof of’similar work concerns the evidence of two studies or two similar work focused on strategic planning, with a particular focus on community health.
UNICEF reserves the right to carry out the necessary checks.
Qualifications and experience required
- Academic diploma : Higher university degree in public health, health economics, management or management of health and care services, social sciences or a related discipline. A degree in community health would be an asset
- Skills and technical knowledge
- Proven expertise in strengthening community health systems in the context of strategic and operational planning, including the analysis of the bottlenecks of’stranglement and lead a’ approach of analysis of problems by highlighting the link approach of causes to effects and orienting this approach towards the theory of change, the, the effects of corrective strategies on universal health coverage and the impact on health.
- Proven experience in leadership, management and coordination of public health programs.
- Proven knowledge of community health.
- Proven expertise in cost estimation, design of financing scenarios, budgeting and in the development of investment files.
- Proven experience of’analysis and’examination of the status of programmes, planning and budgeting in the health sector ;
- Ability to develop and lead strategic planning workshops in public health, the «costing», the’adaptation of modeling tools and the development of investment files.
- Experience and expertise in advocacy, policy and strategic dialogue, and,
- Knowledge of the Niger context is an asset.
- Professional experience
At least 10 years of experience in the’ process of developing a national strategic health plan including at least 8 years in community health.
- Experience in the’ supervision of’teams countries in the development of national strategic plan of health,
- Experience in managing community health or maternal, neonatal and child health programs including strategic planning and national implementation of the health system, and,
- Experience in developing countries with a similar profile,
- Proven experience working and liaising with the Ministry of Health and’ other key stakeholders engaged in community health, including,
- Knowledge of key donor interests and funding opportunities would be an advantage
- Skills
- Strong skills in’analysis, negotiation and oral and written communication,
- Effective presenter to present concise and impactful presentations of interventions
- Good interpersonal and communication skills
- Ability to work in a multicultural environment
- Mastery of planning and budgeting tools
- The/consultant (e) must have his own laptop with the appropriate software for the collection and the’analysis of the data.
- Languages : Mastery of French (mandatory) and good knowledge of’anglais
Evaluation
- Any incomplete application will not be reviewed
- Qualification and experience required ;
- L’technical offer will be scored on 70 points
- The’financial offer will be rated on 30 points.
Only files that have obtained 50 points for the technical evaluation’ will be examined for the financial offer. The most relevant/realistic and lowest financial proposal will get the maximum points (100%). At equal technical offer, the most realistic and lowest financial’offer gets the maximum of the rating.

Persons engaged under a consultant contract or an individual contract will not be considered “staff members” within the meaning of the Staff Regulations and Rules of the United Nations and UNICEF policies and procedures, and will not be able to benefit from the benefits provided for therein (such as leave entitlements and medical insurance coverage). Their terms of service will be governed by their contract and the terms and conditions of the service contracts of consultants and individual contractors. Consultants and individual contractors are responsible for determining their tax obligations and paying any taxes and/or duties, in accordance with local laws or other applicable laws.
The selected candidate is solely responsible for the validity of the visa (if applicable) and the health insurance necessary for the performance of the tasks provided for in the contract, and, this is for the entire duration of the contract. Selected candidates are subject to confirmation of a full vaccination against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO) approved vaccine, including, who must be satisfied before taking office. It does not apply to consultants who will work remotely and are not expected to work or visit UNICEF premises, places of programme delivery or directly interact with the communities with which UNICEF works, nor travel to perform functions for UNICEF for the duration of their consultant contract.
