Purpose of the Consultancy
This consultancy of work is to support the Health Enabling Societies (HES) unit in finalizing a set of health equity profiles for selected countries in the Western Pacific Region; in planning for and implementing a regional health equity monitoring capacity-building workshop for the Pacific Island countries; and in ad-hoc data collection and analysis efforts.
Background
In 2019, the WHO Office for the Western Pacific Region put forth a vision for the Western Pacific Region that effectively responds to current and future regional health challenges through collectively acting today in addressing the challenges of tomorrow. This vision, which puts health equity and the social determinants of health (SDH) at the very centre, recognizes that we can only become the healthiest and safest region if the health and safety needs of all persons are granted equal attention in designing and implementing current and future health programming. At the end of 2019, this vision was converted into a five year “For the Future Strategy”.
In order to operationalize effectively and equitably the regional For the Future Strategy, it is essential that we start generating qualitative and quantitative evidence to better understand who is being left behind and why. This information can guide the implementation of evidence-informed, equity minded solutions aligned with the principles of proportionate universalism, that respond to the varying needs of people living in vulnerable situations, while working towards universally beneficial solutions.
Good health data is key for identifying and prioritizing populations in most need of resources and target them with pro-equity, intersectoral health interventions and programs. Due, in part, to a lack of capacity at the national and subnational level, key data in the WPR region remain largely unanalysed and unmonitored, a missed opportunity to reach the unreached.
To support Member States to overcome these challenges, the HES unit at WPRO will over the next few years be investing into efforts that serve to equip Member States with capacity, as well as to empower them to institutionalize health equity monitoring into their national surveillance efforts. To prepare for this work, HES is seeking the services of a contractor that can help in the finalization of health equity profiles; in the planning for and implementation of a regional capacity building workshop for the Pacific Island Countries; and in ad-hoc data collection and analysis efforts.
