QUALIFICATIONS
Purpose of consultancy
To contribute to the implementation of a helpdesk on monitoring and evaluation of mental health and psychosocial support activities facilitated by the Mental Health and Emergencies (MHE) Unit of the Department of Mental Health, Brain Health and Substance Use (MSD).
Background
The WHO Mental Health unit is implementing a Mental Health and Psychosocial Support (MHPSS) Monitoring and Evaluation (M&E) helpdesk within its role in co-chairing the Inter-Agency Standing Committee (IASC) to assist organizations and country level MHPSS TWGs to strengthen their M&E of MHPSS programming in a wide range of settings and support uptake of the IASC Common M&E Framework for MHPSS in Emergency Settings. Since mid-2021, the helpdesk has successfully fulfilled requests for a wide range of supports by humanitarian actors. However, there is continued need to raise awareness of the helpdesk and respond to requests by providing tailored technical assistance to agencies, MHPSS Technical Working Groups, Clusters and Areas of Responsibility, and others in the field.
Deliverables
- Respond to requests received by the helpdesk and provide practical and technical assistance and guidance to requesting agencies.
Expected by: Ongoing through the 11th month of the contract. - Develop key materials for rollout and dissemination of the IASC M&E Framework according to helpdesk needs, including FAQ sheets and additional guidance and training materials.
Expected by: 11th month of the contract. - Organize and facilitate virtual and in-person M&E Workshops (including preparation phase, workshop administration and follow-up) in collaboration with helpdesk team.

Qualifications, experience, skills and languages
EDUCATIONAL QUALIFICATIONS:
Essential:
- Advanced university degree in mental health (e.g., psychiatrist, clinical psychologist, psychiatric nurse, or clinical social worker).
Desirable:
- Post-graduate education in psychology.
EXPERIENCE:
Essential:
- Over 8 years of progressively responsible professional experience conducting monitoring and evaluation of MHPSS programs in international humanitarian contexts.
- At least 5 years work experience in large humanitarian crises caused by conflict or natural hazards outside of one’s home country.
- Experience organizing and conducting capacity building workshops and providing technical assistance follow up on monitoring and evaluation of MHPSS activities in emergency settings.
- Experience providing technical assistance on monitoring and evaluation of MHPSS activities in emergency settings to agencies, organizations or groups in more than 1 sector of humanitarian action (e.g., health, protection, education, etc.).
Desirable:
- At least 1-year cumulative working experience in providing inter-agency technical assistance to MHPSS coordination groups or structures (e.g., MHPSS Technical Working Groups) on monitoring and evaluation of MHPSS activities.
SKILLS:
- Sound technical knowledge of monitoring and evaluation of mental health and psychosocial support in emergency settings.
- Knowledge of guidelines and approaches to multi-sectoral monitoring and evaluation of MHPSS during preparedness, response, and recovery.
- Excellent writing skills, in particular technical writing skills.
- Excellent communications and interpersonal skills with the ability to build strong relationships with a variety of stakeholders across different cultures and technical sectors.
- Strong project management skills, including organization, scheduling and time management skills.
- Self-discipline with the ability to work with autonomy, flexibility and as part of a team.
LANGUAGES REQUIRED:
Essential:
- Expert knowledge of English.
Desirable:
- Expert knowledge of other UN Language (Arabic, Chinese, French, Russian or Spanish).
LOCATION
Off site: Home-based.

The consultant is expected to travel.

REMUNERATION:
Band level B – USD 7,000 – 9,980 per month.

EXPECTED DURATION OF CONTRACT:
11 months (part-time at 30%). Remuneration will be pro-rated accordingly.
