UNICEF is committed to supporting the Ministry of Public Health in the implementation and coordination of digital health interventions identified in the implementation plan of the National Digital Health Strategy 2023-2027. Furthermore, as part of the digital transformation initiatives supported by the Mastercard Foundation, UNICEF and the Ministry of Public Health are concretely committed to strengthening community health systems through the integration of sustainable, interoperable and centered digital solutions on community health workers. This process includes the development and extension of georeferenced registers which manage the Master List of Community Agents (LMAC), capacity building via e-learning platforms,as well as the establishment or strengthening of electronic community health information systems (eCHIS).Â
The main mission of the consultant(e) will be to support the Ministry of Public Health and UNICEF in the coordinated implementation of the national digital health strategy 2023–2027, with emphasis on community health and primary health care. The consultant(e) will provide technical assistance for the analysis, planning, monitoring and coordination of digital interventions aimed at strengthening information systems and improving access, quality and efficiency of health services.
Mission objectives:
- Support the analysis of the national digital ecosystem, identifying levers and constraints to guide investment priorities in community health.
- Support the planning, implementation and optimization of the Master List of Community Agents, and the use of the potential offered by Geographic Information Systems in order to improve human resources management and service offerings at the community level.
- Contribute to the implementation of community health performance monitoring and evaluation mechanisms
- Participate in the evaluation, selection and strengthening of electronic community health information systems, consistent with national and international standards.
- Strengthen coordination between stakeholders of the Ministry of Health (DEPSI, DSSB, DPEV, DGFS etc.), UNICEF, GAVI, PIVOT, national NGOs, other technical and financial partners etc., by facilitating synergies and harmonization of support related to digital health.
How can you tell the difference?Â
Tasks and responsibilities of the consultant
- The consultant(e) will first develop a detailed work plan for the entire consultation period, lasting 11 months. He/she will provide technical support to the Ministry of Health (DEPSI, DSSB, DPEV, DGFS, DGR) in close collaboration with the digital health specialist and the UNICEF health team, through the following tasks:
- Carry out a documentary review of existing policies, tools and systems (iHRIS, HMIS, eCHIS, etc.), and conduct consultations with stakeholders (Ministry of Public Health, PTF, etc.) to assess the digital landscape and needs in terms of digital health.
- Provide support to DEPSI/DSSB/DPEV/DSFa to improve the governance structure of digital solutions (policies, standards, procedures) and define the functional and technical requirements of tools adapted to the needs of the health system.
- Develop an integrated roadmap on the digitalization of community health, including a micro-planning approach using GIS at the health center level, and participate in the development of investment plans, definition of monitoring and evaluation indicators, project sheets and indicative budgets.
- Support the development and deployment of solutions such as LMAC, GIS, electronic registers, eCHIS, and other relevant digital tools, including the use of other Global Goods classified tools (DHIS2, CommCare, iHRIS, OpenSRP, etc.) adopted by MSANP.
- Contribute to the digitalization of the community health monitoring-evaluation system, and to the documentation of interventions in order to generate evidence to guide decisions.
- Participate in consultation frameworks and meetings of technical working groups on community health
- Support coordination between ministries, NGOs, technical and financial partners, and promote alignment with initiatives supported by UNICEF
- Provide technical assistance to the Ministry of Public Health for the operationalization of digital solutions at all levels, including at the community level, and for monitoring stakeholder compliance with ministerial and national digital health guidelines.

Minimum requirements:
- Education:
Higher diploma (Master’s degree or equivalent) in Public Health, pediatric health, family epidemiology or sciences related to community health.
- Work Experience:
Minimum 5 years of experience implementing digital health programs, including at least 3 years in the community health context.
Proven experience in strategic planning, SIS strengthening, design and implementation of digital health projects with governments, particularly the Ministry of Health.
- Skills:
In-depth knowledge of systems and tools such as: iHRIS, DHIS2, eCHIS, as well as interoperability frameworks and international standards in digital health (HL7/FHIR, DIIG, data security and privacy etc.).
Experience in using geospatial solutions (GIS) for planning and monitoring health interventions, including in the area of immunization.
Good ability in health data analysis using software such as R, STATA, SPSS
Proven experience in multi-actor coordination, including government, NGOs, technical and financial partners, and United Nations agencies
Experience working with NGOs and international donors (UNICEF, WHO, USAID, GAVI, PIVOT, etc.).
Good knowledge of the Malagasy health system, its organization and operations, including the organization of community structures.
- Language Requirements:
Fluency in French and Malagasy, knowledge of local dialects desired.
