The Clinton Health Access Initiative, Inc. (CHAI) is a World Health Organization that is committed to saving lives and reducing the burden of disease in low and middle income countries, and is committed to helping save lives. CHAI was founded in 2002 in response to the HIV/AIDS’ epidemic, with the objective of significantly reducing the price of life-saving medicines and of’ increasing access to these medicines in countries where the disease is most prevalent. Over the next two decades, CHAI expanded its field of’action. Today, in addition to HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis and’ hepatitis. Our work S’ has also extended to cancer, diabetes,’hypertension and other non-communicable diseases. We are working to accelerate the deployment of vital vaccines, reduce maternal and infant mortality, combat chronic malnutrition and increase’ access to assistive technologies.We invest in horizontal approaches to strengthen health systems through human resource programs for health, digital health and health financing. Program overview

With a median age of 19, Senegal makes family planning and maternal, child and adolescent health a priority. As a result of the PNDSS, maternal mortality increased from 392 to 153 deaths per 100,000 live births (2010-2017), and infant mortality from 56 to 40 per 1,000 live births (2017-2023).

 

The rate of modern contraception increased from 12% in 2010-11 to 25.6% in 2023, with a target of 46% by 2028. CHAI supports the Ministry of Health in these advances, including through WVLO, its social accountability project, to achieve this goal.

 

With the support of the Gates Foundation (BMGF), CHAI is implementing Women Voice and Local Ownership (WVLO), a gender-based project aimed at strengthening the voice of women and the responsiveness of the health system in family planning.

 

Launched in October 2023 in Senegal, WVLO is implemented by the DSME, with the support of CHAI and local partners.It aims to improve access to reproductive health services by promoting community dialogue and’s adaptation of services to the needs of women.

 

The project is carried out in three phases:

  • Phase 1: Creation and co-design to ensure the adhesion and ownership of the different stakeholders from the beginning
  • Phase 2 : Test of the approaches to implementation and scaling up’ ; and impact assessment
  • Phase 3: Consolidate the evidence and perpetuate the achievements.

 

CHAI Senegal is recruiting 2 Project Coordinators(trees) for the health districts of Mbour and Ziguinchor, Senegal. Each position will be under the supervision of the Program Officer, Sexual and Reproductive Health.

  • Post to Ziguinchor – The candidate must be based in Ziguinchor.
  • Post in Mbour/Thies – The candidate must be based in Thies or Mbour with priority given to applications from Mbour.

Responsibilities

Project management

  • Support the implementation and monitoring of WVLO activities ;
  • Support the’ development of the annual project work plan and follow up on its implementation ;
  • Provide technical support to the’community organisation for the execution of its mandate and work closely with the’ district management team ;
  • To work in synergy and ensure clear communication with partners and communities, including beneficiaries ;
  • Collect and analyze data from the activities of the project to guide decision making ;
  • Set up and ensure the follow-up of coordination mechanisms with the district management team’, the community organisation, the post managers, the CDS, the community agents ; and the other key stakeholders at district level ;
  • Produce periodic’ reports and prepare technical and financial documents ;
  • Facilitate the feedback of’information between key stakeholders at the national, regional and district levels ;

Coordination of operational aspects

  • Provide administrative support for the implementation of activities ;
  • Manage’s all logistical aspects related to meetings, missions and other activities ;
  • Support the organisation of WVLO meetings at district level and share meeting minutes with relevant stakeholders ;
  • Ensure the efficient and rational management of resources and support the establishment of control systems ;

Knowledge monitoring and management

  • Inform the WVLO project manager about problems/risks in implementation to guide decision making ;
  • Document and report regularly on the’ status of’ progress of the project to ensure a good capitalization of the achievements and draw lessons learned to improve the implementation of the project ;
  • Participate in meetings of interest (e.g., quarterly coordination meetings of the district, quarterly coordination meetings at the medical region level, meetings around the post, etc.) to gain knowledge and share lessons learned on WVLO
  • Carry out any other responsibilities assigned by the program officer.

Qualifications

  • A bachelor’s degree in business administration, social sciences, project management or related field of study. A Master will be an additional asset;
  • A minimum of 5 years of professional experience on health programs and/or community health ;
  • Mastery of wolof and French compulsory, with an ability to communicate in English at an intermediate level, at the’ written as at the’oral ;
  • Deep understanding of community health. Proven communication skills will be an asset;
  • Proficiency in Microsoft tools: PowerPoint, Excel, Word, etc. ;
  • Ability to organize and coordinate meetings and workshops, and to meet tight deadlines ;
  • Strong analytical, quantitative and problem-solving skills, with an ability to leverage data to guide decision-making ;
  • Ability to write quality technical documents, including data-based reports, and present them in narrative and graphical form;
  • Ability to synthesize a wide range of information ;
  • Ability to work in a fast-paced environment and in the’ emergency with maximum efficiency and impact ;
  • Diplomatic and relational skills: ability to communicate effectively and establish lasting relationships with people from diverse professional and cultural backgrounds ;
  • Ability to navigate complex government processes and influence decision-making in a professional and collaborative manner.
