USAID/West Africa Expand Family Planning and Sexual and Reproductive Health Activity (ExpandPF) aims to support replication and scale-up of key FP HIPs (i.e., immediate postpartum family planning, post-abortion family planning, adolescent responsive contraceptive services, task sharing, community health workers, and knowledge, beliefs, attitudes, and self-efficacy) in urban and peri-urban centers, with targeted service delivery in Cameroon, Côte d’Ivoire, Mauritania, and Togo.
The Deputy Chief of Party/Senior Scale-up Advisor will be responsible for the technical oversight of the project activities and implementation, and lead on replication and scale-up strategies of high-impact practices across the four implementation countries. This position will work closely with partners, government officials, and other key stakeholders to advocate for the adoption and scale-up of HIPs. The DCOP will also serve as acting COP when needed.
- Leads the replication, scale-up planning and coordination of project activities.
- Provides day-to-day technical and programmatic oversight for design, planning and implementation of activities in support of the project goals and objectives.
- Leads action research to identify best practices and adapt them to project interventions to ensure sustainable results.
- Liaise with technical representatives of consortium partners to ensure a harmonized approach towards project goals.
Program and Operations management
- Facilitates annual work planning in close collaboration with USAID, Partners, Ministries of Health, and Pathfinder’s technical team.
- Supports the COP in project management, advocacy, and strategic planning.
- Supervise the project’s technical staff, covering various technical disciplines such as FP, HSS/integration, policy/advocacy, GYSI, behavior change communication, etc. Provide mentoring and coaching as needed.
- Responsible for development of accurate and timely project reports to USAID, in line with reporting requirements.
- Support the project’s monitoring, evaluation, and learning (MEL) and knowledge management (KM) activities and deliverables.
Manage Partners and Sub Awardees
- Leads the technical and programmatic capacity building for subcontractors and subgrantees.
- Direct the technical team to ensure synchronized work to achieve project goals and objectives, and share/apply lessons learned and best practices across project activities.
Representation and Liaison with Donor and key stakeholders
- Facilitates relationships with designated counterparts within USAID missions, partners, the Ministries of Health, private sector partners and other key stakeholders across all project countries to ensure effective technical assistance and the smooth implementation of activities.
- Presents the project’s progress, achievements and lessons learned through meetings, conferences, and presentations to donors and other key stakeholders.
Education and Work Experience:
- A master’s degree or higher in public health, social sciences, health systems, environmental health, management, or a related advanced degree.
- Strong project management and advocacy skills, excellent strategic thinking, and prior experience working with staff and stakeholders across multiple countries.
- A minimum of 8 years of experience in a mid-to-senior management (project administrative and financial) position for large (approximately $5M per year), complex, multi-year international health sector development projects
- Demonstrated experience in preparing, planning for, and taking innovations and approaches to scale.
- Expertise in research to practice—identifying best practices and adapting them to project realities.
- Previous experience working in West Africa, with intimate understanding of the local health system and gaps and opportunities in FP/RH, preferably in all of the four implementation countries.
- Experience in establishing and sustaining professional relationships with government counterparts and other national, regional, and district-level counterparts.
- Excellent written and oral communication skills.
- Fluency in French (4S/4R minimum) and strong English language skills are encouraged (3S/3R).
Preferred Education and Work Experience:
- In-depth knowledge of USAID project regulations, compliance and reporting
- Demonstrated knowledge and skills in financial planning and management, human resources, and procurement, among other management support areas/functions
- Previous direct supervisory experience of project technical and operational staff

- Leadership: Demonstrated leadership skills in working collaboratively with donors, host country institutions, and international organizations. Experience leading learning workshops and exchanges.

- Management and Supervision: Proven ability to lead, manage, and develop direct reports within a matrix culture. Demonstrated competence in assessing priorities and in managing a variety of activities in a time-sensitive environment, and in meeting deadlines with attention to detail and quality.

- Passion for SRH: Demonstrated commitment to FP, RH services, gender, maternal, child health services, and eradication of harmful traditional practices.

- Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to thrive in a matrix organization, ability to be detailed-oriented, and ability to manage stress effectively in a fast-paced environment.
