MDM has been present in Madagascar since 1986 on long-term, recovery and emergency programs. The mission currently has a national office and four operational bases: Antananarivo, Tamatave, Mananjary and Ambovombe.
Programs to strengthen the quality of sexual and reproductive health care are being implemented for adolescents and young people as well as for sex workers in the Analamanga, Alaotra Mangoro and Atsinanana regions. A historic pediatric surgery program is being deployed in the capital and an exploratory mission is underway to identify other possible intervention locations.
MDM also implements two emergency response programs:
- A program around the problems of drought and malnutrition in the districts of Ambovombe, Bekily and Amboasary (South of Madagascar),
- An emergency programme following successive cyclones in the districts of Mananjary and Nosy Varika.
In these two areas, MdM is developing an integrated health care offer (primary health care, including SRH, including family planning (FP) services, management of acute malnutrition, treatment of sexually transmitted infections (STIs), referral to the next level of the health pyramid, care for GBV survivors) through mobile clinics. MdM also provides support to basic health centers and hospitals in these districts/regions.
MdM supports the entire health pyramid in most of its intervention programs and advocates a holistic approach to access to care, integrating access to SRH services and the prevention and management of gender-based violence. An advocacy strategy is developed around the issues of access to sexual and reproductive health rights, free emergency care, and taking into account issues surrounding GBV.
Job Description
Reporting to the general coordinator, your mission is to design, coordinate, adapt and evaluate the strategy of the programs developed in all of MdM’s intervention areas in Madagascar.
In this sense, you also ensure the implementation of the programmatic strategy and support the projects planned for 2025/2026; while leading and supervising the program teams by strengthening the cohesion and motivation of the teams.
Your main responsibilities are as follows:
Coordination of the implementation of the strategy and activities
- Actively participate in defining the mission strategy and be responsible for its implementation, through direct supervision of the projects for which you are responsible, ensuring that the orientations are consistent with MdM’s positioning
- Ensure, in conjunction with the general coordinator and the relevant departments at headquarters, an active search for funding to enable the implementation of the country strategy
- Support the planning, organization, coordination and monitoring of all program activities
- Supervise the harmonization and capitalization of tools and good practices
- Explore the possibility of new themes and areas of intervention for the mission
- Design projects and write project proposals to donors, define project indicators and participate in the development of reference budgets
- Ensure, in conjunction with the medical coordinator, the implementation and proper functioning of the data monitoring system on all projects
- Ensuring the quality of projects
- Support the definition and implementation of advocacy strategies
- Support the implementation of evaluations/studies/surveys: participate in the steering committee, in writing the terms of reference, review of reports, etc.
- Carry out continuous monitoring of the humanitarian situation in conjunction with the project teams.
Representation and coordination
- Represent the organization with institutional and associative partners during meetings and workshops
- Consolidate and develop associative and institutional partnerships
- Support the partnership strategy defined in agreement with the general coordinator, the medical coordinator and the program and site coordinators
Reporting and communication
- Ensure the review of periodic activity reports, respecting deadlines as well as that of other internal monitoring tools
- Participate in coordinating the writing of project proposals and reports for MdM and donors
- Support the mission in managing media relations
- Review the operational monitoring of activities and align it with the budgetary monitoring of which he/she provides an analysis in conjunction with the program coordinators
- Ensure the feedback of information to the general coordinator
- Actively participate in internal MdM meetings
- Liaise with headquarters counterparts to ensure adequate flow of information between the field and headquarters
Team management
- Recruit, support, build capacity and evaluate program team members
- Define the objectives of the program team members, monitor them and implement the necessary corrective actions
- Lead team dynamics, encourage exchanges, communication and coordinate interventions
- Provide technical support to program teams according to identified needs
Profile sought
- Higher education in project management or public health
- Minimum 3 years of health project management experience in an international organization at a coordination level with knowledge of planning, M&E/MEAL and advocacy mechanisms
- Experience in developing and writing projects with a good knowledge of donors in the field of development cooperation and emergencies
- Experience in developing partnerships with CSOs and local authorities
- Background in public health is a real added value: community health, SDSR, nutrition, VGB, etc.
- Technical support, training and coaching skills
- Coordination skills with multiple partners in multicultural and interdisciplinary environments
- Current proficiency in the Office Pack
- Perfect command of French and English

Conditions of employment
- Position to be filled from December 1, 2024
- 12-month fixed-term contract
- Departure alone
- Gross monthly salary of 3570 euros
- Status: executive
- Position based in Antananarivo with regular travel within the country
- Equivalent to 13th month paid in 2 installments – from 6 months of actual work seniority
- Expatriation bonus of 10% of gross salary per month
- Coverage of transport (home – mission), visas, vaccinations on departure
