GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed, or political affiliation.
CONTEXT AND GENERAL OBJECTIVES
Following OCBA’s Strategic Orientations, the HR Department has evolved towards a new set up more adapted to support field initiatives through a more transversal way of working organized in three different areas:
- On boarding & deployment, oriented to provide a fruitful and informed experience for all MSF staff starting or being deployed by the Organization.
- Learning & development, focused on providing equal L&D opportunities to all MSF staff working in the organization and ensuring a diverse, balanced, and well-equipped staffing of OCBA missions.
- Staff Care, aiming to provide strategic and coherent guidance in the domain of staff wellbeing, safety, and health to provide “holistic attention and support to our people while they are working”.
OCBA is currently seeking for the new Head of OCBA Staff Care Unit (Head of OCBA Staff Health, Safety and Support) to join our HR team and assuming crucial responsibilities such as:
- Continue assessing and upgrading the setup and dynamics of OCBA’s Staff health and Psychosocial support reinforcing both preventive and supportive strategies for OCBA and MSF Spain teams.
- Oversee all activities of the teams which objective is to support the physical and mental health of people working with MSF regardless of the position and location.
- Manage the Staff Care team and support collaboration and development of all members.
- Liaise with all key actors to guarantee that the Unit’s strategies and activities are implemented throughout OCBA’s portfolio, both in the field, headquarter and among F2F teams.
- Liaise with the intersectional Staff Health Units platform to ensure alignment on key staff health policies and topics.
- Contribute to the discussions on Duty of Care in OCBA and lead/coordinate DoC topics related to staff health as part of the HR Department.
SPECIFIC TASKS
- Responsible to develop, communicate and adapt MSF OCBA strategies as far as staff wellbeing and health are concerned.
- Responsible to oversee strategies and actions aimed at identifying, preventing, and mitigating labor-related risks for MSF staff in support of Staff Health and Labor Risk Prevention Referent.
- Under the supervision of the HR Director, establishes a course of action, defines objectives and budget as well as evaluates outcomes with regards to the unit’s overall mission.
- Continue ensuring coherence between Psycho-Social support and Health Staff vision, strategies, and activities. Specifically, guarantees a strong information flow while maintaining the correct boundaries of confidentiality.
- Manages the unit’s staff; this includes recruiting, orienting, accompanying, guiding, and training unit’s members; develops personal growth opportunities together with units’ staff.
- Reviews and adapts OCBA global staff health policies and – with the support of the team and in coordination with the other key actors – recommends key investments and strategies for the unit on an annual and multiannual basis. Specifically, develops frames considering the global workforce approach and under the assumptions of the OCBA Strategic Orientations.
- Maintains quality service by enforcing service standards; analyzes and resolve service problems, recommends system improvements by means of a holistic approach.
- Oversees the 24/7 provision of physical and mental health/psychosocial support to field emergencies and ensure timely medical evacuation in case of critical need.
- Assumes support in CI management if/when required.
- Liaises with all key interlocutors to guarantee that staff health and wellbeing is at the center of the organization’s concern.
- Ensures coherence of staff health policy within missions, as defined by MedCos and TESACOs.
- Coordinates with Deputy HR Director and Deputy Medical Director to guarantee alignment and communication flow as far as Field programmes are concerned for what pertains implementations or revisions of global policies related with staff health.
- Keeps the link with MSF hubs and entities facilitating their role in providing global services for MSF staff (notwithstanding the OC).
- Represents OCBA in intersectional platform meetings and pursues intersectional collaboration and mutualization, including at regional level (Latin America, East/West Africa, Middle East…).
- Represents MSF with external relevant health authorities (both national and international).
SELECTION CRITERIA
- Experience as Medical Doctor or Paramedical.
- Field experience is essential; field experience with MSF in MedCo positions is an added value.
- Direct experience in team management.
- Demonstrated experience dealing with other dpt / stakeholders / intersectional platform meetings as well with strategies and policies.
- Labor Risk Prevention related expertise.
- Proven experience as head of department is an added value Digital skills (Word, Excel, Power BI, SAP…) are important.
- Strong communication and negotiation competences.
- Fluency in written and spoken English is essential; fluency in written and spoken Spanish and French is a strong asset.
CONDITIONS
- Position based in any MSF OCBA Hub (Barcelona, MSF-Spain office delegations, Amman, Bogota, Dakar or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).
- Duration: Minimum commitment of 3 years

- Annual gross salary: HQ-5 level (divided into 12 monthly payments) + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
