Aim of the mission:
As part of an emergency response intervention (USAID / BHA funding), with food security and nutrition, cash & voucher based transfer activities, implemented in the North West Peripheral Department, the Project Manager is called upon to:
- Ensure supervision, coordination and implementation of the activities planned by the project [targeting of beneficiaries by exhaustive survey, community validation of lists, 3 distribution cycles, post distribution monitoring; identification of malnourished children, care, follow-up, monitoring and monitoring of daily activities; support for the MSPP care system, negotiation of humanitarian access at community level]
- Ensure the general management of the project in synergy with other AVSI interventions in the area and in the same sector, specifically with regard to activities located in the geographical area of ​​intervention.
Main tasks and responsibilities
In detail, the position provides for the following responsibilities:
- Coordinate and supervise the implementation of the project, ensuring the correct implementation of activities from a technical point of view, compliance with the timetable, achievement of expected results, monitoring of activity and result indicators;
- Manage, consolidate and improve relationships with local and national sector institutions involved in the project, in coordination with the Program Coordinator / senior sector expert / mission head
- train and supervise the national staff involved in the project, in coordination with the Program Coordinator / senior sector expert / head of mission
- Evaluation and monitoring of project results, with particular focus on results and impact;
- Produce any report requested by the lessor and by AVSI’s internal procedures;
- Manage the financial resources of the project, according to AVSI and the lessor procedures, in strict coordination with the Operations Manager: produce an expenditure forecast, submit it to the Operations Manager; manage financial resources and procurement actions included on a monthly basis; analyze monthly budget monitoring and take any corrective action that may be necessary for the best management of available and planned resources.
- Support the preparation of financial reports
Under the supervision of the Humanitarian Coordinator, collaborate in developing institutional relationships with government, local authorities, donors and international institutions in the sector of intervention.
To achieve these objectives, close coordination is required with the Base Chief and the Humanitarian Coordinator.
The position is 100% based in Port-de-Paix, with an 80% field assignment.
Essential Requirements
- higher university level of study;
- at least 3 years of experience in Development Cooperation or Humanitarian Aid;
- training or work experience in the field of food safety and/or cash transfer
- experience in an emergency and/or crisis context,
- high capacity for adaptation, strict compliance with safety standards and ability to work in conditions of stress, security limitations and a volatile context.
Language:Â good knowledge and understanding of written and spoken French required
Required skills and experiences
- prior experience with USAID/BHA donor
- prior experience in Haiti
- experience in similar contexts – humanitarian, demonstrating a high capacity for adaptation.
