The Senior Health Information Systems (SIS) Manager leads the implementation of technical work related to SIS under the STRIDES (Strengthening Infectious disease Detection Systems) project in Côte d’Ivoire. The Senior SIIS Manager will work to strengthen health surveillance and data systems in close collaboration with national and subnational global health security stakeholders, including digitizing surveillance data, improving interoperability and sharing data across sectors, improving health data analysis and visualization, geospatial mapping and improving alert generation.The HIS Manager will work closely with the Project Monitoring, Evaluation and Learning (MEL) Manager to generate health analyzes to support STRIDES MEL reporting. Responsibilities:
Requirements techniques:
- Provide general technical guidance and advice to project staff in the field of health information systems, in accordance with the expected results of STRIDES.
- Supports the technical aspects of STRIDES’ activities in Côte d’Ivoire in the field of health information systems, including strengthening staff and partner capabilities.
- Monitors and maintains protocols, instruments, datasets, manuals, training materials and reports related to the project’s health information systems.
- Work in close collaboration with the STRIDES Côte d’Ivoire teams and STRIDES USA to ensure that project implementation remains technically sound and consistent with internal strategy and standard operating procedures.
- Collaborates closely with government counterparts in the design and implementation of healthcare IT platforms.
- Supports data linkage and integration of partner-supported digital solutions/electronic s monitoring tools.
- Develops or writes technical notes, reports or other necessary documents to facilitate research, best practices, policies and procedures.
- Carry out analyzes of project implementation to identify areas for improvement and propose an appropriate technical strategy and guidelines.
- Assists in the implementation of research studies by providing technical support and overall management to ensure coordination and implementation in the field.
- Provides mentoring and team building level tasks.
- Networks with STRIDES internal and external key personnel;Â liaises with the STRIDES monitoring, evaluation and learning team to evaluate the activities of the activity’s health information system against project indicators.
- Provides technical support for the development and dissemination of tools, documents, reports, articles and interventions for research projects.
- Provides technical advice on best practices in this area to facilitate implementation.
- Can create or provide contributions for the technical part of the project plan linked to the HIS, within the framework of resources and constraints financial data.
- Assistance in the implementation of components of health information systems within the framework of plan of the project.

Project design and implementation:
- Develops strategies and tools for the design and implementation of health information system components.
- Oversees project deliverables and reports to supervisors.
- Lead the technical activities and sub-activities of the project and assist in implementation of components related to health information systems.
- Identifies and reports problems to staff superior technique.
Operations management (finance, human resources, etc.):
- Ensures project activities are consistent with work plans, leveraging technical expertise to guide project implementation.
- Collaborates with project management and finance teams to monitor activity schedule and budgets. Participates in the development of reports and presentations intended for customers.
- Collaborates with the project finance department to track technical project expenses under supervision general.
- Collaborates with the project finance, administration and purchasing teams,
- as required, to ensure timely implementation of project laboratory and diagnostic activities.
Project/program reports:
- Prepares reports and documents summarizing project results and analyzing data sets and conclusions of technical evaluations.
- Write/prepare reports techniques for customers.
- Creates technical content (e.g. reports, presentations, manuscripts).
Quality assurance:
- Develops in-depth knowledge of quality standards through a formalized system that documents processes, procedures and responsibilities for achieving policies and goals quality.
- Coordinates and directs activities to respond to requirements clients/funders and regulators.
Knowledge and skills applied :
- In-depth knowledge of concepts, practices and procedures related to health IT
- Knowledge of health IT systems in Côte d’Ivoire

Experience:
- Typically requires more than 4 years of relevant experience in data collection management and technical support.
- Proven experience leading activities related to health information systems in Côte d’Ivoire, including collaboration with relevant partners and ministries.
- Extensive experience demonstrating sensitivity and understanding of best practices in health information systems.
- Previous professional experience in a non-governmental organization (NGO), government agency or private organization.
- Experience in developing or managing international or national programs (United States)Â is preferable.

The expected hiring salary range for this role is XOF 15,000,000 – 25,000,000 for annual basic salary for national local hire. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
