How can you tell the difference ?

Under the supervision of the Agadez Office Manager, the Health and Nutrition Officer provides professional technical assistance and support for the design, planning, implementation, monitoring, evaluation and administration of program activities/projects, including data analysis, progress reporting, knowledge networking and capacity building, to support the achievement of the objectives set out in the work plan, in accordance with the objectives and strategy of the Health and Nutrition program.

Main Responsibilities:

The position’s responsibilities range from methodical data collection to effective monitoring and analysis of program implementation, with limited participation in decisions relating to strategy, development, management and project evaluation. This is primarily technical contribution work requiring in-depth technical analysis and functional domain expertise. This work contributes significantly to the achievement of the objectives of the program teams and the section, with a high level of professionalism. The supervisor supervises and supervises the work process, its progress and its results.

– Accountability must be ensured by reviewing the relevance and completeness of financial and procurement documents as well as respecting established allocations.

– Technical expertise is required to analyze general data and information in direct support of situational analysis and its updates.

– This position requires good professional judgment to correctly interpret and apply directives; where appropriate, recommend deviations from the guidelines to program/project managers, as appropriate.

Final Key Results and Tasks:

Within the framework of delegated authorities and the given organizational structure, the incumbent may be assigned primary, shared or contributing responsibilities for all or part of the following core function areas and key end results.

1. Accurate information, data analysis and documentation are made available in a timely manner to contribute to situation analysis, sectoral contributions and reporting.

  • Contributes to the development and periodic updating of situation analysis by compiling health and nutrition data, analyzing and evaluating relevant information and providing technical expertise in a timely and precise. Writes notes, prepares statistical data reports and participates in the preparation of sectoral contributions to program documents, as required.   

2. Technical assistance is provided for the implementation of integrated approaches to health and nutrition through participation and collaboration with internal and external partners.

  • Provides technical assistance for the integration of the Health and Nutrition program with other sectors in collaboration with other UNICEF sectors, including Water, Hygiene and Sanitation, Education, Child Protection, Social Policies, Social and Behavioral Change, Communication.
  • Helps promote cross-sectorality and build partnerships to promote innovation in approaches to address the immediate and underlying determinants of maternal, newborn and child health and nutrition, recognizing that health outcomes and nutrition are not the result of actions carried out in the field of health and nutrition sectors alone.
  • Contributes to the design, planning, monitoring and evaluation of the Health and Nutrition program in the region.
  • Supports improved program implementation with a focus on sustainability of interventions and community participation, building on the human rights framework and a cross-sectoral approach to programming and capacity development community.

3. The work plan and objectives are implemented effectively and planned results are achieved on time, through technical support and coordination.

  • Contributes to the development of the sectoral work plan and technical decisions, as well as to the administration, implementation and monitoring of sectoral program activities.
  • Analyzes data and information, writes progress reports and makes necessary changes to work plans.
  • Monitors the achievement of objectives and targets on time, through effective coordination and collaboration, participating in teamwork with professional and support staff.
  • Contributes to the maintenance of the information system for monitoring data aggregated by sex.
  • Contributes to the planning and organization of training and development activities aimed at strengthening the capacities of government representatives, NGOs and local associations, in the development, implementation and management of the health and nutrition.
  • Participates in the identification of training needs and leads relevant orientation sessions, workshops and training and development activities for government representatives and beneficiaries, in collaboration with specialized institutions.

4. The effectiveness and efficiency of the project are improved through effective monitoring of its implementation.

  • Ensures timely monitoring of implementation, including monitoring UNICEF contributions, local conditions and resources, the flow of material and non-material assistance, and the progress of the program in order to improve its effectiveness and efficiency.
  • Contributes to the identification and selection of health and nutrition supplies and equipment.
  • Ensures the monitoring of fund transfers and their reimbursement, as well as the adequate planning, delivery and use of supplies provided for by the Program.
  • Ensures compliance of activities with action plans.
  • Records information relating to the use of resources and the distribution of supplies.

5. Progress in project implementation is monitored in order to adjust and improve interventions and the sustainability of the program. Data disaggregated by sex and gender are provided in relation to contributions from the Health and Nutrition program.

  • Participates in field visits to UNICEF program intervention sites for monitoring local activities and conditions, and monitors program implementation with implementing partners, local authorities and other partners.
  • Contributes to identifying the actions necessary to adjust, accelerate, improve and sustain the program.
  • Provides support to government and other partners in the planning and management of the Health and Nutrition Program.
  • Reports to the Head of Office and the Head of Health and Nutrition Section on the results of program monitoring and review meetings with government partners and all other relevant partners.
  •  Writes necessary modifications to program work plans.

6. Transparency is ensured for supply assistance and non-supply assistance, as well as for the disbursement of Health and Nutrition program funds.

  • By coordinating material and non-material assistance activities with Operations/Supply staff, ensures accountability of UNICEF, government partners and other implementing partners. Liaises with local authorities to ensure timely submission of financial requests and reports.
  • Oversees disbursements, ensuring that activities are consistent with established action plans and program budget allocations; and trains government implementing partners on UNICEF policies and procedures, both in terms of provision and non-provision.
  • Writes financial status reports to management as needed.

7. Effective partnerships and working relationships are maintained for advocacy, technical coordination, information sharing and knowledge management.

  • Exchange of information and knowledge with other programs to contribute to the achievement of the overall objectives of the country programme.
  • Contributes to the establishment of effective monitoring systems, databases/knowledge management and reporting systems to ensure the availability of up-to-date and accurate program information and data.
  • Also participates in the development of communication supports and strategies to support advocacy and community participation in health and nutrition, and to expand partnership with all stakeholders at regional, municipal, community and household levels, as well as with technical and financial partners, including the private sector, to accelerate the achievement of the Sustainable Development Goals (SDGs) related to health and nutrition.
  • Maintains close contacts with its external partners, notably those of the United Nations and national partners, in order to improve the collection and dissemination of relevant data and the exchange of information on the development and implementation of programs and projects.
  • Shares knowledge, information, experience and lessons learned.

8. Health and Nutrition program information is kept up to date and reports are prepared and shared with relevant stakeholders, as necessary, to support the Health and Nutrition program through the effective implementation of the integrated monitoring system.

  • In consultation with its monitoring and evaluation colleagues, it carries out accurate and timely monitoring and data collection, and supports an integrated monitoring system, in consultation with all relevant stakeholders. 
  • Supports partners to ensure that monitoring systems are properly designed and that the collection and analysis of data from field visits is coordinated and standardized across programs to inform program performance monitoring.
  • Analyzes monitoring data and provides recommendations or adjustments, if necessary, to ensure program objectives are achieved.
  • Contributes to the timely preparation of semi-annual and annual sector reports, in accordance with established guidelines and procedures.
  • Participates in the writing and preparation of program reports for management, the board of directors, funders, budget reviews, program analyzes and annual reports, as required.

9. The level of emergency preparedness is maintained and, in the event of an emergency, emergency response is ensured.

  • Contributes to the implementation of the health and nutrition emergency preparedness plan. In the event of an emergency, participates in monitoring and evaluating the nature and extent of the situation in the assigned area. Provides support to the country office as needed. In line with the Core Commitments for Children (CCCs) in humanitarian action, strengthens partnerships with humanitarian health and nutrition actors within regional humanitarian coordination mechanisms 

10. Other assigned tasks and responsibilities are accomplished efficiently.

Education

University degree in public health and nutrition, child development, water sanitation, public administration, social policy, social development, community development or other relevant disciplines.

Professional experience

Two years of professional experience in planning, programming, implementation, monitoring and evaluation of health programs. Professional experience in program management or as a technical expert in the field of child survival and health care. Have knowledge/experience in emergencies and experience working in the field.

Mastery of the language 

Fluency in written and spoken French; a good knowledge of the English language as well as a local language is an asset.
