In the DRC, the rate of complete vaccination coverage is still low. The last vaccination coverage survey in 2021 showed a complete basic vaccination coverage rate of 42% (1.8 million), with 45% of’children immunized (1.7 million) and 13% of’children not receiving any vaccine (0.5 million), which means that’en 2021, 1 in 8 children had received no vaccine, while 1 in 2 children had not received all their vaccines; under-immunized children are 3.3 times more likely than unvaccinated children. One (1) in 5 children received no dose of DTP (zero dose definition of Gavi) and 1 in 5 children did not receive all 3 doses of DTP. Eleven provinces have 2/3 of the zero-dose children in the most central and rural areas of the country.

How can you make a difference for UNICEF in the DRC? 

Under the supervision of Tshikapa’s’ Manager Programme UNICEF Antenna, the’Administrator Health-immunization will be responsible for the professional technical contribution to the design, planning, implementation, monitoring, evaluation and implementation of the activities of the vaccination programme/project (VIP), including data analysis, programme support, implementation, etc the development of progress reports and commitment to improving immunization coverage, as well as improving teamwork and capacity building, to support the achievement of the goals set out in the work plan, in accordance with the goals, objectives and strategies of the national program.

It will have among other things the following spots:

  • Ensure the availability of accurate, complete and up-to-date information necessary for the design, implementation, management, monitoring and effective evaluation of vaccination programmes and projects ;
  • Develop sound budgets for the immunization program for review by the supervisor, ensuring accuracy and relevance of data.
  • Prepare up-to-date reports on the status of projects ;
  • Gather and provide up-to-date data and information on the national immunization programme and the financial/administrative situation for monitoring and analysis
  • Analyze the status of the program and recommend any necessary adjustments;
  • Improve the effectiveness of the project through monitoring of the implementation, including monitoring of UNICEF inputs, local conditions and resources, supply flows and the status of the immunization project ; and
  • Conduct field visits to health zones and health areas for monitoring and supervising program activities with the aim of improving immunization coverage.
  • Supervise partners and those in charge of the implementation of routine activities of the ENP and campaigns including vaccination against polio at provincial and peripheral level (health area).
  • Prepare reports on the results of field visits and progress made in the’ vaccine coverage improvement process ;
  • Analyze the data and information collected and prepare progress reports ; prepare recovery plans on the basis of the work plans of the vaccination projects and the identification of the necessary supplies and equipment.
  • Draft sections of donor documents, annual reports and other project documents relating to the ENP, ensuring that they are accurate and consistent with established rules, regulations and action plans; and
  • Control the flow of aid in the form of supplies and non-food products to local authorities.
  • Record supplies and vaccination inputs and provide a quarterly update of cold chain equipment, distribution and use ;
  • Ensure the adequacy of financial, administrative and procurement documents ;
  • Verify that immunization program expenditures are consistent with allocated resources and that data are consistent with program information and database .
  • Follow-up of funding requests and provide feedback to partners as needed to improve and strengthen’ capacities ;
  • Support a training and capacity development programme of partners to improve the capacity of field office staff in the development, implementation and management of the immunization programme.
  • Carry out relevant guidance, workshop, team facilitation and learning/staff development activities : ensure that vaccination teams are properly trained on the different aspects of the ENP ; use appropriate training guidelines ; participate in training supervision of vaccinators, cold chain managers, health zone teams and health areas ; participate in training activities and micro-planning workshops ; participate in the training of community actors and community health workers . Participate in and contribute to communication and awareness-raising activities in favour of routine vaccination and campaigns to raise public awareness and obtain commitments from leaders.

Minimum requirements:

  • Education: University degree in any of the following disciplines: Social sciences, medicine, health, public health, family health, child development, nursing, or a field related to international development assistance in immunization, child survival and health care.
    Experience/familiarity with emergency situations.
  • Experience: Two years of relevant work experience. Experience working with the United Nations or another international development organisation (for IPs). Field work experience (for NO). Experience in knowledge management. Training and experience in the field of social assistance or in the field of vaccination/health care.
  • Language requirements: Mastery of French is required. 

Desirables : 

  • Knowledge of another official language of the United Nations or a local language is an asset. 
  • Relevant experience within an agency or organisation of the United Nations system is considered an asset.
