As part of the sustainability of its humanitarian activities in Cameroon, the Norwegian Refugee Council is recruiting for its HSS department a (01) Health Safety & Security Officer based in Yaounde.
- General responsibilities
- Ensure adherence to the security management plan and SOPs of the NRC Cameroon.
- Implement delegated HSS tasks in accordance with the action plan
- Prepare and develop progress reports as required by management.
- Ensure proper classification of documentsÂ
- Provide HSS support to projects targeting the poorest beneficiaries, and explore and evaluate new and better ways to support program teams.
- Promote and share ideas for technical improvement
    2. Specific responsibilities
 Safety and security planning
- Provide technical support to the regional office on all policies, procedures, guidelines and planning for staff safety, operational security and program continuity.
- Work with the HSS manager to develop, consolidate and implement operational procedures and contingency plans; and;
- Provide input to the assessment and review hibernation and evacuation plans in the NRC office and residences in Yaounde and elsewhere upon request and ensure that practical preparations are in place and known to all the staff involved ;
- Undertake ongoing assessments of the equipment and protocols by which this equipment is used to ensure that minimum safety requirements are met.
- Building acceptance to empower and expand humanitarian programming.
- Develop ongoing relationships with local authorities as needed and with other key community actors/leaders.
- Ensure that the NRC, its mission and work in the region are known and accepted.
- Work to encourage stakeholders to work with the NRC to ensure that staff and programs are safe and allowed to continue their humanitarian activities.
- Provide safety information and advice during assessments to consider new NRC programs in new geographic areas.
- In coordination with the HSS official, liaise with relevant security actors, for example, the NGO security focal point, other NGO security coordinators, etc, the UNDSS contacts of the region, the stakeholders of the local community, the governors, etc.
NRC Safety Standards and Procedures
- Ensure that minimum operational safety standards and procedures are implemented in the field office and promptly report deficiencies to the supervisor – updated list of shelters, etc.
- Monitor daily all official NRC movements in Cameroon within and between field sites and Yaounde and make all necessary recordings.
- Conduct rapid SRA assessments and write reports in all operational areas of the NRC as a delegate
- Ensure compliance with the MOSS/MOISS of all NRC operations and infrastructures in Cameroon
- Maintain emergency communication tree up to date by AO and CO
- Monitor the context and security situation in Cameroon and report any changes to the HSS official
- Write the various reports and submit them to the HSS manager
- Under the direct supervision of the HSS manager, initiate, plan and direct HEIST and FFA training for all staff in Cameroon ( provided that the incumbent is a trainer certified by the NRC HO ) training unit. Otherwise, assist the certified trainer to conduct all of the training mentioned above.
- Prepare and organize ( briefing ) information sessions on the HSS for newly recruited staff as well as reminder information sessions on the SRA and the context
Security guards supervision
- Ensure that NRC guards have the training and understanding to perform their duties in a professional manner.Â
- Ensure that guards effectively and professionally control all movements inside and outside the NRC compound.
- Report any problem, unauthorized absence or disciplinary problem concerning the guards to his hierarchy without delay.
Duty to Report
- Prompt reporting to immediate supervisors and the NRC security department on security situations affecting NRC personnel and operations.
- Promptly report to immediate supervisors and the NRC security department any security incidents involving NRC personnel (national or international), NRC premises or NRC assets.
- Perform any other related reporting tasks in accordance with the requests of immediate superiors and the NRC security department.
Generic professional skills:
- A minimum of 2 years of experience working in non-profit or NGOs within international humanitarian aid programmes with demonstrated capabilities in planning, planning, and, the organization and execution of security operations in the field.
- Understand humanitarian principles, code of conduct and specific sub-sectoral work related to NGO field and operational contexts.
- Advanced knowledge in communications technology, including satellite communications, cellular telephony, and so on.
- Ability to gain an accurate understanding of different policies, operational positions and local, regional, national and international interactions, providing clear, dynamic information and analysis of security situations and policies given and in progress when they occur.
- Former NGO security management, an asset.
- French written and verbal essential. A good knowledge of English is an asset.
