CONTEXTUAL FRAMEWORK

The Norwegian Refugee Council (NRC) is an International Non-Governmental Organization of Norwegian origin, present in more than 25 countries around the world. It has been working in the Democratic Republic of Congo since 2001. Its programs are focused in the sectors of Education, Rapid Response to Population Movements (RRMP), Protection and Humanitarian Mediation, Shelter, EHA (Shelter/Wash), and Information, Advice, and Legal Assistance (ICLA) for populations forced to move.

The North Kivu area is one of NRC’s offices in Congo DRC. It covers the territories of Little and Great North Kivu. This office responds to the various crises in these areas through its programs in RRMP, Education, Shelter and Washing. The context is very volatile due to ongoing conflicts which have intensified since the end of 2022.

  1. Role and responsibilities

The purpose of the HSS officer position is to support the daily implementation of security.

General responsibilities:

  1. Analyzes the context and its developments, develops a network that can facilitate NRC operations.
  2. Accompanies/supports programmatic teams in their deployments in the field and provide the security support necessary for the mission.
  3. Liaising with local authorities and stakeholders during field deployments and mobilizing its network to facilitate security and access to NRC activities
  4. Ensures adherence of all staff to NRC policies, manuals and guidelines. Works to promote ownership and compliance with these procedures. 
  5. Implements the security functions delegated to him in accordance with the action plan. 
  6. Writes reports as requested by supervisor or management.
  7. Encourages and is a source of proposals to promote the improvement of safety.
  8. Ensures proper archiving of documents and maintenance of all key documents. 
  9. Support the HSS department in staff training and provide support to areas when needed

 Specific responsibilities: 

  • Conducts security and risk assessments, and participates in the production of analysis and/or security incident reports.
  • Evaluates the infrastructures used by all teams, particularly emergency teams, and proposes solutions so that they align with the organization’s norms and standards. 
  • Develop and maintain a network of contacts in intervention areas
  • Sets up the area’s communication tree and ensures that staff are trained on the use of the tool. 
  • Organizes safety briefings for new employees and for day laborers in intervention areas. 
  • Participates in the validation of movements in collaboration with the Area Manager and the HSS Manager.
  • Monitors the security, social and political context of the area.
  • Liaises with sub-offices for security-related aspects

The critical interfaces relevant to this position — ie internal processes and projects that are linked to other functions/departments or people — are:

  • Support: All services (logistics, finance, human resources).
  • Program support: all program teams 
  • Security: HSS Officer other Area, HSS Coordinator and HSS Manager 
  • Access: Humanitarian Access Coordinator

Stakeholders: OCHA, INSO, UNDSS, MONUSCO, FARDC, armed groups, local authorities, political authorities, PNC, ANR, other NGOs, etc.
