As part of the implementation of its activities, the Norwegian Council for Refugees in Central Africa is looking for a Health, for its support team based in Bouar, Safety and Security Officer.
Roles and Responsibilities
The/the incumbent of the post is responsible for the daily implementation of safety in the’ intervention area under Bouar. Thus, he/she will be charged with :
- Ensure adherence to NRC policies, manuals and guidelines; and ;
- Implement the security functions delegated to it in accordance with the action plan ;
- Write reports on the progress of support activities at the request of the supervisor or management ;
- Ensure proper archiving of documents ;
- Encourage and be a force for proposal to promote the improvement of the security function ;
- Be the focal point for all NRC security related information on Bangui and refer directly to the HSS Manager ;
- Maintain the security of the Office, warehouses and residences by carrying out physical security inspections of the premises, where appropriate proposing maintenance work ;Â
- Assess existing local security conditions every day, identify security trends and provide advice to the HSS Manager on potential security issues ;
- Ensure that communication equipment is sufficient, functional, loaded and there are Thuraya and Mobiles credits and their use is responsible ;
- Notify the HSS Manager of any incident immediately informed ;
- Ensure that safety equipment at installations complies in number and quality with compliance with safety rules and ensure its operation and proper management ;
- Assess threats and investigations to the security of the area, NRC premises and facilities ;
- Always be informed of the movements of the teams on the ground in collaboration with the radio operator and the Logistics Assistant ;
- Update the list of employee home addresses and designate the focal points by district ;Â
- Propose to the HSS Manager conservative measures in case of unstable situationÂ
- Continuously maintain lines of communication and exchanges; of security information with security personnel, United Nations agencies, and, the ICRC and NGOs to ensure optimal security coordination ;
- Investigate any safety-related incidents or accidents in collaboration with the movement logistics officer, and, and participate in the drafting of the incident report within 48 hours of the incident ;Â
- Provide safe briefings to new NRC employees, assess their knowledge of safety issues and conduct training if necessary ;Â
- Post-incident follow-up of decisions taken and developments.Â
Professional skills required
The above diplomas, experiences, knowledge and skills are expected from the candidates :Â
- Professional experience as a security officer in a humanitarian context, primarily for NGOs or UN agencies but also for private companies.
- Previous work experience in complex and unstable contexts.Â
- Good knowledge of the political and contextual situation of the country.Â
- Ability to understand gender issues in a community.Â
- Computer: MS Office required (Word, Excel).Â
- Experience in logistics management.Â
- Ability to work within’a multicultural organization and whose members come from diverse cultures and’horizons
- Proven results on the responsibilities of the position.
- Speak and write French easily
- English an asset.
Employment conditions :
