About the Country/Multi-Country Office
The Multi-Country Office for Central Africa (CAMCO), based in Yaoundé, Cameroon, oversees operations in 11 Central African countries. CAMCO is responsible for the development, delivery, management and implementation of a portfolio of projects and programs spread across 11 countries — Angola, Burundi, Cameroon, Central African Republic (CAR), Democratic Republic of Congo (DRC), Equatorial Guinea, Gabon, Republic of Congo and Rwanda — and includes 2 Small Island Developing States (SIDS) — Cape Verde, Sao Tome and Principe. This MCO manages a $600 million active project portfolio, with a strong focus on infrastructure, fund management, HR and procurement services. Over the years, it has established strong partnerships with international stakeholders,UN entities (including UN missions) and national governments in the region. The office provides technical assistance and capacity building in key development sectors such as rehabilitation and infrastructure construction in health, education, public works and governance. Job Specific Context
The United Nations Office for Project Services (UNOPS) is a United Nations operational entity that supports its partners in the implementation of peace, humanitarian and development projects. UNOPS provides project management, infrastructure and procurement services with a focus on efficiency, sustainability, quality, transparency and accountability.
Located in Kinshasa, DRC, the Projects Office covers four countries, under the multi-country office for Central Africa (CAMCO). Over the years, the office has developed strong working relationships with international partners, UN agencies, including UN missions, as well as Central African governments. It provides technical support and capacity building in strategic areas of development, including rehabilitation and infrastructure development in the health, education, public works, governance and public administration sectors; purchasing, project management and sector advisory services; peace and security; preservation and protection of the environment, among others.
Overview of the position
UNOPS CAMCO requires a veterinary retainer(e)expert(e) to support projects relating to animal health, livestock development, veterinary services, veterinary drugs and vaccines, animal disease prevention, biosecurity, laboratories and interventions linked to the “One Health” approach.
Veterinary components require specialized technical expertise to ensure that products, services and activities are safe, effective, compliant and adapted to the local livestock and animal health context. This expertise is particularly important for vaccines, veterinary medicines, cold chain systems, vaccination campaigns, disease surveillance and strengthening public veterinary services.
Role Purpose
Objectives associated with the position
Under the supervision of Country Manager CAMCO1’expert(e) veterinary retainer will provide remote technical support, upon request, to UNOPS CAMCO teams. He/she will advise on veterinary business design, implementation, purchasing requirements, technical evaluation, quality assurance and risk management.
The retainer will be able to intervene on livestock health, veterinary medicines, vaccines, epidemiological surveillance, laboratory services, biosecurity, animal production systems and “One Health” initiatives.

1. Provide technical advice on animal health and veterinary services
The retainer will advise project teams on animal health interventions, livestock systems, veterinary service delivery, disease prevention, surveillance, biosecurity and implementation risks.
2. Prepare and revise technical specifications and veterinary terms of reference
The retailer will prepare or revise technical specifications and terms of reference for veterinary medicinal products, vaccines, cold chain equipment, laboratory equipment, livestock equipment, animal health campaigns, veterinary training, monitoring activities and studies techniques.
3. Support purchasing, technical evaluation and project development
The retailer will support the technical evaluation of veterinary products and services, review of supplier documents, technical conformity analysis and procurement clarifications. He/she may also contribute to project design, donor proposals and technical reports related to animal health and livestock.

Education Requirements
Mandatory
Bachelor’s degree (or equivalent), in veterinary medicine, animal health, animal production, veterinary public health, epidemiology, animal disease control with at least 7 years of relevant professional experience or
Master’s degree (or equivalent) in any of the above fields, with at least 5 years of professional experience in a related field is required may be accepted in lieu of the master’s degree.
Desired
A veterinary doctor’s degree or equivalent qualification is strongly desired.
Experience Requirements
Mandatory
At least 7 years of relevant professional experience (with a Bachelor) or 5 years (with a Master) in animal health, veterinary services, livestock development, disease surveillance, vaccination campaigns, medicines veterinarians, laboratory services or One Health programs.
5 years of experience preparing documents for purchasing processes is required
Desired
Experience in public veterinary systems and donor-funded projects is strongly desired.
5 years of experience in projects financed by international donors, multilateral banks or United Nations organizations is strongly desired.
5 years of experience working in Central Africa, the Democratic Republic of Congo or in fragile and logistically complex contexts is an important asset.
Technical skills
- Good knowledge of animal health, livestock systems, veterinary services and animal production.
- Mastery of technical specifications for veterinary drugs, vaccines, laboratory equipment, cold chain, breeding equipment and veterinary services.
- Knowledge of vaccination campaigns, epidemiological surveillance, biosecurity, animal disease control and the “One Health” approach.
- Ability to analyze risks linked to animal diseases, veterinary public health, the quality of veterinary products and field implementation.
- Ability to review technical files, compliance documents, certificates, vaccination protocols, laboratory reports and provider deliverables.
- Experience in supporting donor-funded livestock, animal health or veterinary services projects.
- Ability to contribute to concept notes, proposals, terms of reference, evaluation criteria and technical reports.
