Solthis is a global health NGO, created 20 years ago, which works for prevention and access to quality care for all, by sustainably strengthening health systems and services. We work on the health issues of women, mothers and children, and on major pandemics, HIV/AIDS, tuberculosis. Solthis is a development NGO, present in West Africa with 6 country offices and which, in partnership with local stakeholders, deploys projects including operational research, capacity building and advocacy components.

Health Systems Strengthening and Human Resources in Health (RSS & HRH) Representative

Duration of contract : CDI

Status : Executive – 210 day package

Base of assignment : Paris, at the organization’s headquarters with travel to West and Central Africa (20-25%)

CHALLENGES

The RSS and HRS referent will have the mission of steering the strategy and guaranteeing the quality of the interventions developed and implemented on projects linked to their areas of expertise and of contributing to the capitalization and valorization of these interventions. .

SPECIFIC MISSIONS

In order to successfully carry out his mission, the RSS and HRH referent will have the following responsibilities:

Participation in the Association’s strategic discussions and definition of the strategy on strengthening health systems:

  • Ensures scientific, technical and methodological monitoring on the entire RSS theme and particularly on HRH.
  • Develops and manages the association’s strategic orientations on health systems and the implementation of associated operational documents.
  • Participates in the overall strategic thinking of the association.

Supports the implementation of projects/Technical Assistance (TA) on RSS and HRH themes

  • Supports diagnostics on the different blocks of health systems and particularly the analysis of the support needs of HRH as well as in the analysis of health determinants as part of a health promotion approach and structural factors impacting access, supply and quality of health systems and services
  • Supports the implementation of interventions deployed in projects linked to RSS and RHS (non-exhaustive list):

Training and support for the implementation of HRH skills strengthening systems (initial and continuing training)

Advice: organizational advice at the level of institutions and health structures (circuit, distribution of tasks and communication within teams, leadership)

Development of educational tools and materials

Integration of users in the governance of health systems and services and coordination with patient networks

Support for the development and deployment of advocacy strategies

Collection, compilation, analysis and use of data and indicators aimed at documenting interventions, results and their impacts.

  • Supports reporting to ensure the quality of relevant sections of project reports.

Technical advice, proofreading and validation of documents produced by the field relating to the themes of the position (donor reports, internal reports)

Feeds the Solthis resource center on its areas of expertise

  • Train the teams

Development of training for teams

Team support, monitoring and training missions

Recruitment of human resources involved in RSS and HRH projects (definition of needs, writing/review of job profiles, interviews, briefing and continuing training)

Animation of production and valorization of knowledge (linked to monitoring-evaluation)

  • Participates in reflection on the research aspect in his areas of expertise, identifies and formalizes research questions on projects related to M&E.
  • Proposes, writes, organizes and monitors targeted research and capitalization actions in partnership with Solthis teams and national partners.
  • Manages the production and valorization of knowledge through the writing of scientific articles and policy notes in partnership with national teams and partners and participates in events and conferences in his area of ​​expertise.

Participation in project development/ATs

  • Participates in the development of the development strategy and monitoring funding opportunities on the RSS and HRH theme.
  • Participates in meetings and arbitrations related to the analysis of financing opportunities and the identification of priority projects to develop.
  • Participates in the development of projects related to its areas of expertise: proposes areas of intervention and activities; writes, validates or coordinates the technical part of responses to calls for projects or expressions of interest and calls for applications/consultancy.
  • Participates in the preparation/carrying out of exploratory missions for the identification of new projects
  • Participates in the prospecting of new operational and financial partners.

Development of the network of experts and technical partners and external communication

  • Helps represent Solthis to other organizations in its area of ​​expertise.
  • Identifies partnerships, maintains and develops a network of actors/partners in his area of ​​expertise.
  • Participates and co-leads working groups on RSS and HRH.
  • Contributes to the association’s communication and advocacy actions in its field.

REQUIRED PROFILE

Initial training:

You hold a medical or paramedical diploma (midwife, nurse, doctor, pharmacist, etc.) and/or in public health.

Experience :

  • You have experience and skills in training and supporting health personnel (initial training, continuing training, etc.) and providing advice to health institutions and/or structures
  • You can demonstrate at least 5 years of experience in the development, implementation and evaluation of RSS projects in countries with limited resources (experience in West Africa is a plus)
  • You have experience in representation, dialogue and advocacy with health authorities and technical and financial partners

Qualities & Skills:

  • For this position we are looking for the candidate who will have expertise in public health project management (problematic intervention strategies of access and quality, etc.) particularly on the strengthening of health systems including the strengthening of skills health human resources.
  • You will also need to demonstrate teaching and listening skills, have good interpersonal and adaptation skills, be autonomous and be able to work in partnerships and in a network.
  • You have writing and synthesis skills and speak, read and write in French and English (B2)

Others : You master the office pack, remote meeting facilitation tools (Teams, Zoom)

REMUNERATION

Salary : Depending on experience in a similar position – between 3275 and 3751 euros gross monthly

  • Restaurant tickets covered at 60% by Solthis (face value 9.50 euros)
  • Teleworking open up to 2 days/week from the first year
  • 33 days of paid leave per year and approximately 10 RTT
