Context

As part of the continuity of life-saving interventions in areas previously covered by USAID, but which currently do not benefit from any active support under the PEPFAR program, EpiC DRC has been mandated to implement essential HIV services for adults at risk, children and people living with HIV (PLHIV) in three rural health zones in Haut-Katanga (Sakania, Panda and Kapolowe), as well as in lualaba province.

This initiative aims to address critical gaps in access to HIV services and ensure the continuity of essential activities in these high-risk areas.

In order to mitigate the impact of current interruptions in access to care and treatment for a significant number of PLHIV, EpiC DRC plans to implement a set of priority interventions, including:

  • Carrying out HIV screenings in communities and health facilities;
  • Distribution of antiretroviral treatments and strengthening therapeutic compliance;
  • Strengthening laboratory capacities for viral load monitoring;
  • Improving the quality of essential HIV care provided by government health partners;
  • Monitoring and evaluation of interventions to ensure their effectiveness and impact.

With this in mind, EpiC DRC plans to recruit 3 Health Zone Officers to ensure the rapid implementation of these critical interventions, respond to the urgent needs of PLHIV, and maintain momentum towards health equity and resilience of affected communities.

Main Activities

Under the supervision of the Technical Director, the Health zone Officer will have the mission of ensuring the implementation, implementation and monitoring of HIV/AIDS prevention and management interventions in targeted structures with particular emphasis on strengthening the capacities of healthcare providers and continuously improving the quality of services.

SPECIFIC RESPONSIBILITIES AND TASKS:

Specifically them Health zone Officers will carry out the following main responsibilities and tasks:

  • Develop a monthly plan for visits to targeted sites, specifying the activities to be carried out for each site
  • Support the implementation of HIV/AIDS prevention and management interventions by organizing technical assistance visits, adapting standardized operating procedures to the context of the healthcare establishment and developing processes
  • Work in collaboration with the various stakeholders to bring healthcare establishments up to the standards of PEPFAR SIMS 3.0
  • Monitor the interventions implemented in each of the sites under his supervision at least once a week depending on the volume of patients on ARV in the healthcare establishment or the problems identified
  • Organize evaluation and continuous quality improvement activities at least once a quarter for each of the sites under its supervision
  • Monitor the improvement plans developed in each of the beneficiary care structures to ensure the implementation of corrective actions within the required time frame
  • Ensure the completeness of the information collection tools and the quality of the data for each of the activities implemented in the care structure in collaboration with the monitoring and evaluation team.
  • Support the active collection of activity reports for all supported areas, analyze said reports to evaluate the performance of the sites and the quality of the services provided and transmit them within the required deadlines to the monitoring and evaluation team

REQUIRED QUALIFICATIONS AND SKILLS:

  • Hold a Postgraduate Diploma in Medicine, Public Health, Epidemiology, Biostatistics or any other related field;
  • Have more than 4 years of experience in the clinical program in an international organization (preferably in an HIV program supported by PEPFAR);
  • Have excellent writing and verbal skills, interpersonal and presentation skills;
  • Have proven experience using E-tracker for individualized customer tracking
  • Have at least good experience with Microsoft software (Excel, Word), S&E/Statistics software;
  • Have experience using a DHIS2, preferably with its E-tracker module;
  • Have proven experience and knowledge of data analysis, and the development of S&E systems in developing countries;
  • Have proven language skills in French and advanced in English.
