General context of the project

Mali has been facing a security crisis since 2012 with significant humanitarian needs. This security crisis has worsened in a context marked by the resumption of clashes between the Malian army and various non-state armed groups, linked to the government’s resumption of total control of the territory, particularly in the Central and Northern regions.

As of May 31, 2024, 330,713 internally displaced persons

distributed among 87,623 households, were recorded (DTM, May 2024). The Central (especially Mopti) and Northern regions are the most affected by armed clashes and inter- and intra-community violence, which constantly lead to population movements and exhaust the survival mechanisms of communities (OCHA, HNO 2023).

The country also hosts 94,217 refugees, including 54,588 Burkinabés.

Due to multifaceted insecurity, 7.1 million people in Mali will be in need of assistance, including 23% women and 54% children. Of these people, 4.1 million will be targeted by the humanitarian response (HRP, 2024).

INTERSOS has been present in Mali since 2012, and has implemented several protection and social reintegration projects funded by UNHCR and UNICEF, notably in the Mopti region (Bandiagara, Bankass, Djenné, Koro, Mopti) during the period 2012-2014, in response to the consequences of the internal armed conflict and the significant increase in the number of internally displaced persons affected. INTERSOS has a regional office in Dakar and is active in response to the Sahelian crisis in Burkina Faso and Niger and works in different sectors: protection, nutrition, emergency education, food security and WASH. Since 2022, INTERSOS has focused its intervention strategy in Mali on localization. Indeed, in partnership with three national organizations (FEDE, AMSS, Delta Survie), INTERSOS leads the implementation of several specific integrated projects of Protection, Food Security, WASH, Health and Nutrition, in the districts of Mopti, Bandiagara and Bankass with funding from AICS and SV. Also with the financial support of DG ECHO, the mission implements a project to support civil society organizations active in humanitarian work on the management of security risks in the central Sahel (Mali, Burkina Faso).

General objective of the position

In close collaboration with the Head of Mission, the Programme Coordinator and the Headquarters Medical Unit, define and implement the medical strategy of the mission. Be responsible for planning and coordinating all medical activities and resources of the mission, in accordance with INTERSOS charter, policies and ethical principles, taking into account international and national protocols, in order to ensure the provision of quality medical care to patients and their communities as well as to improve the health and humanitarian living conditions of the target population.

Main responsibilities and tasks

Responsible for defining, implementing and updating the medical content of the INTERSOS country medical strategy by translating the identified health needs into a medical strategic vision and the project objectives, priorities and resources needed to cover the medical and humanitarian needs of the population at risk.

Overall responsibility for the relevance and quality of medical interventions carried out within INTERSOS projects and be required to identify and work to remove barriers to improved patient safety, effective medical care and improved patient-centred activities.

Ensure continuous monitoring of medical and humanitarian needs in the Mission country in new areas of intervention or in areas where INTERSOS is already present through exploratory missions, monitor and review project proposals, determine the resources needed in order to define health and nutrition priorities and potential new programmes to cover the medical and humanitarian needs of the population at risk

Coordinate with the Medical Unit the validation of project proposals that it designs to be submitted to international donors and private foundations.

Responsible for supervising and monitoring the medical technical aspects, humanitarian needs and in coordination with the Logistics and Supply Coordinator, the material aspects of the programs through regular field visits, analyzing difficulties during implementation and reporting deviations as they arise, in order to proactively provide the necessary solutions and achieve operational results.

In close collaboration with the HR department, participate in the planning, definition and sizing of the mission’s health personnel and supervise the associated processes (recruitment, validation of medical personnel, training/integration, evaluation, detection of potential, development and internal/external communication). Directly supervise and support medical teams in the implementation of medical activities, ensuring compliance with internal protocols as well as those of the local ministry and the health department.

Responsible for defining and sizing other resources (pharmacy and medical equipment management in collaboration with logistics) and timelines, procedures and protocols. Ensure the preparation of all medical orders in collaboration with the logistics and supply department and the submission of all medical purchase requests. Be responsible for the proper management of the pharmacy in the mission and supervise the use of the inventory management system (IMS) by medical staff, including projects. Provide reports on the progress of the mission from a medical perspective, as required.

Represent INTERSOS with local medical authorities and ensure constant presence and active participation in health and nutrition coordination forums (cluster meetings, other technical coordination meetings) and maintain regular contact with other mission counterparts (NGOs, local organizations, donors, authorities) in order to broaden the analysis of the medical-humanitarian situation, strengthen the impact of the medical intervention and support advocacy actions.

Required profile

Education

  • Postgraduate degree in medicine or other paramedical studies. Specialization in tropical medicine or diploma in public health desirable

Professional experience

  • Minimum 3 years of relevant professional experience as a medical referent in the humanitarian sector, particularly in humanitarian contexts

Professional requirements

  • Essential computer skills (Word, Excel and Internet)
  • Demonstrate experience with compliance and reporting to various funders

LANGUAGES
