Plan International is one of the world’s largest advocacy organizations with extensive experience in policies and programs for the protection of women and girls. Plan International has been operating in Guinea-Bissau since 1995, defending the rights of the child, especially with regard to access to health, education and protection. Plan International Guinea-Bissau has its Country Strategic Plan, which covers the 5-year period 2018-2022. This strategic plan takes into account Education, Health, hygiene & sanitation, Emergency Protection and Management programs, and, and focusing on gender-transforming issues across all programs and projects. According to its mission and values, Plan International does not tolerate any form of gender discrimination and abuse of the rights of the child.
Plan international responded to a request for submission to worldwide applications launched by the European Union and was selected for implementation of a “ projectPromote universal sexual and reproductive health rights of vulnerable adolescents in Africa” in 6 countries namely Guinea-Bissau, Guinea-Conacry, Benin, Burkina Faso, Togo and Seraleoa.
In Guinea-Bissau, the project will be implemented in partnership with the People-to-People Development Association (ADPP GB) and will work in coordination on the ground to develop activities on the ground in the regions of Gabu, Bafata, Oio, Cacheu, Quinara and Tombali.
Project duration
The project will develop activities related to sexual and reproductive health and rights (SRHR) of young people and adolescents and the promotion of gender equality in a period of 36 months starting in the july 1st 2022.
Function objective
The Head of Monitoring and Evaluation (M&A) will be responsible for the design, coordination and implementation of the monitoring and evaluation, research and learning structure of the Project.
He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence collected including gender element. It will provide technical assistance to implementation partners, particularly in relation to follow-up, reporting and governance issues.
He/she shall follow, evaluate and report on key programmatic aspects of the Project in accordance with Plan international policies, procedures and guidelines. He/she/it will ensure consistency of objectives and indicators of success and will lead the development and timely delivery of relevant reports on results to ensure project indicators and the Parent Strategy plan international.
Function dimension
The Head of follow-up and evaluation will support the Coordinator of the project in the operationalization of the monitoring and evaluation system, in the analysis of data and reports to ensure that all objectives including those of the genus are met in collaboration with the implementing partners and authorities of the two countries in particular of the regions of
The Responsible must:
Develop and implement a monitoring and evaluation system to ensure the accurate and timely collection, analysis and publication of data and information in the project intervention areas in Guinea-Bissau. It should also:
- Contribute to the design and implementation of a project monitoring and evaluation system in collaboration with the Project Coordinator.
- develop planning, monitoring and evaluation tools, work dossier and other related documents;
- Collaborate with the MER (Monitoring, Evaluation and Research) unit of and Plan International Guinea-Bissau to develop a project database to monitor project results;
- Update project performance and impact indicators based on baseline analysis results and the project follow-up and evaluation plan, and develop tools to assist in making decision-making of indicators;
- Ensure with partners the collection and compilation of data and information related to the implementation of project activities;
- Assist in the preparation of the quarterly work plan /semester /yearly of the project in accordance with the established procedures;
- Contribute to developing a detailed project action plan;
- Prepare a monthly record of impacts and performance indicators of the project for the area of its responsibility according to the distinction area of Plan international;
- Assist the Project coordinator in the production of the biannual and annual technical report, assist in the preparation of the monthly project report and any other relevant report of these assignments;
- Participate in facilitating the capitalization of lessons learned, good practices, significant changes and the exchange of experiences between the parties involved in the project;
- Ensure compliance with project indicators and enable decision-making on project progress and development;
- Contribute to the preparation of baseline benchmarks and project evaluations;
- Perform any other tasks assigned by the project coordinator and MER unit;
- Carry out monthly and quarterly supervisory visits together with implementing partners across the project area including capturing lessons learned;
- Conduct quarterly supervisory visits in collaboration with the MER team in the respective project areas;
- Support the Project Coordinator in updating milestones and delivering project progress log reports in SAP
accountability
The Head of Monitoring and Evaluation will work closely with the Project Coordinator, the ADPP team, to, the Specialist and Gender and Child Protection of Plan Guinea-Bissau and will report to the Project Coordinator.
At the operational level, it will also report to the Plan international Program unit of the respective project intervention zones.
The Head of Monitoring and Evaluation will also provide quality data and information to the MER unit to contribute to the achievement of Country Strategy Indicators.

- Internal key: contact Medium with Parent Director, PIIAM, PSM, RMM, MERL Manager
- Internal key: high Contact: with Project Coordinator, Plan Zone Coordinator and MER PIIA
- External Key: contact Medium with representatives of the Government institutions linked to the theme of the project and other national institutions with the same purpose; local authorities of the region and communities of the project area
Knowledge, skills, behaviors, and experience necessary to achieve the goals of the Function:
- Good research skills in SSR and Genre.
- Ability to relate to people at all levels internally and externally.
- Follow-up and assessment skills focusing on Sexual and Reproductive Health, and gender in diverse/multidisciplinary teams.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
- Degree or higher education in Social Sciences, Development Studies, Psychology, Public Health, Statistics, Public Policy or related areas;
- Minimum of 3 years of relevant professional experience in follow-up and evaluation & genero of relevant projects and related fields;
- Experience in monitoring and evaluating development projects that promote gender equality;
- Experience in field data collection;
- Experience in reporting;
- Experience in conducting research and knowledge of research methods, participatory action and learning;
- Experience in organising lessons learned sessions;
- Data processing through SPSS and SAP systems;
Position-specific skills required to put knowledge into practice.
- Ability to work under pressure;
- Excellent written and oral communication skills, representation and influence;
- Fluent in Portuguese and a good knowledge of french or english will be an advantage;
- Excellent critical analysis ability.
- Ability to relate to people at all levels, internally and externally;

Working environment
Travel requirements
This position has typically office and land environment, and it requires about 40% travel within the intervention regions of this project and eventually international travel.
Level of contact with children
Contact with children has a medium level.
Type of Contract:
Renewable 12-month contract.
