Organizational Context and Scope

Under the general supervision of the IOM Head of Mission in the Central African Republic and the direct supervision of the Migration Health Officer (Migration Health Officer) based in Bangui, the/the incumbent is responsible for providing medical support under the Voluntary Return and Reintegration Assistance (VRRA) program for migrants with known health problems returning to their country of origin, in full compliance with applicable IOM and Migration Health Division (MHD) procedures.

1.Review the applicant’s medical history, including available medical records and current prescriptions and treatments.
2.Liaise with the attending physician or health establishment in order to obtain, if necessary, additional information on the applicant’s state of health.
3.If necessary, carry out a clinical examination to assess the migrant’s ability to make an independent decision, their ability to travel, identify needs after arrival and prepare a medical report.
4.Recommend or refer the applicant for further examinations or stabilization treatment when their fitness for travel or ability to make decisions cannot be confirmed.
5.Assess the feasibility of return from a medical perspective, in close coordination with relevant focal points as well as IOM medical colleagues (if applicable) or AVRRs in the country of return, where relevant.
6.In coordination with AVRR advisors from countries of departure and return, develop a plan to ensure continuity of care for the beneficiary after arrival.
7.Determine the medical arrangements necessary for the trip (for example: medical escort provided by a doctor or nurse, non-medical attendant or family member, wheelchair, additional seats, stretcher, oxygen, diapers, catheters or other required equipment).
8.Coordinate with IOM operations teams the medical requirements related to the applicant’s travel itinerary; review and approve, if necessary, the proposed itinerary in coordination with relevant focal points.
9.If applicable, complete the medical forms required by the airlines (MEDA, MEDIF).
10.Where applicable, participate in the recruitment and training of medical escorts.
11.Liaise with medical escorts; review with them the beneficiary’s medical care plan during the trip; receive and review reports from medical escorts. Ensure that medical escorts are familiar with IOM Standard Operating Procedures (SOPs) for medical escort services and have contact information for IOM operations teams and medical staff in case of questions or difficulties during the trip.
12.Review reports from medical escorts as well as any incidents that occurred during travel or after arrival and, if necessary, implement appropriate corrective measures.
13.Coordinate the preparation of medical escort kits.
14.Collect and maintain relevant statistics; monitor the files of each assisted beneficiary and carry out analyzes for quality control purposes.
15.Perform any other task that may be assigned to him.

Qualifications and Experience Required

TRAINING

  • University degree in medicine awarded by an accredited academic institution with two (2) years of relevant professional experience
  • A valid license to practice medicine in the country is required.

    Accredited universities are those listed in the UNESCO World Higher Education Database.

EXPERIENCE

  • Experience in emergency medicine, as well as proven experience in internal medicine or one of its subspecialties within a multidisciplinary hospital.
  • Experience in conducting medical evaluations, writing medical reports and coordinating patient care.
  • Experience in migration health, humanitarian health programs or return and reintegration assistance is strongly desired, ideally in a context involving travel fitness assessment and continuity planning care.
  • Experience working with international organizations, non-governmental organizations (NGOs) or government health services is an asset.
  • Good knowledge of clinical medicine.
  • Knowledge of patient safety principles and infection prevention and control.

SKILLS

  • Knowledge of in-flight physiology; specialized training in aeronautical medicine is an important asset.
  • Knowledge of medical protocols, patient rights and ethical principles applicable to the delivery of health care.
  • High sense of commitment, efficiency, good organizational skills and strong results orientation.
  • Excellent ability to collaborate with physicians, healthcare facilities, AVRR teams and operations teams in different locations
  • Demonstrated availability and ability to adapt to work flexible hours based on operational needs.

Languages

All IOM staff members, regardless of category, must have a perfect command of one of the official languages of the Organization (English, French or Spanish).

For this position, oral and written command of French is required.

Working knowledge of English, local languages and Arabic is an asset.

The required language(s) proficiency will be specifically assessed as part of the selection process, which may include written and/or oral tests
