Doctors Without Borders, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or exclusion from care.
As part of’a job creation, we are looking for a Head of Medical Activities in Ile-de-France.
Context : MSF’s Mission France provides assistance to migrants in situations of great social, medical and/or psychological vulnerability on French territory and carries out advocacy actions to facilitate their access to the common law. It currently has three projects, in Ile-de-France, Calais and Marseille, focused on the multidisciplinary care (medical, psychological, social and legal) of unaccompanied minors on appeal.
Le MSF project in Ile-de-France is focused on the multidisciplinary care (medical, psychological, social and legal) of unaccompanied minor girls (MNAs) with three strands of’activities :
- A day reception in the 93 for unaccompanied minors MNA
- A’accommodation device, also located in the 93
- A mobile clinic operating in Ile-de-France
Main mission:
Participate in the definition, coordination, planning and monitoring of medical and paramedical activities and programs of the project in accordance with MSF and Ministry of Health protocols.
Coordinate the necessary human and material resources, as well as relationships with partners to ensure the quality of medical care received by the target population.
Responsibilities:
Coordinate and guarantee the management of the activities of the health center (somatic and mental health) :
- Under the supervision of the Project Coordinator and in collaboration with the Medical Coordinator, be responsible for the development of the strategy and then the implementation of the medical activities of the project: annual plan, definition of indicators and medical activities, construction and monitoring of the project budget.
- Participate in the drafting and ensure the implementation of somatic and mental health management protocols, as well as hygiene procedures within the three project activities.
- Ensure that the teams under his responsibility follow the established protocols and standards of’hygiene, in order to guarantee the quality of care and practices.
- Ensure regular contacts and work in collaboration with the health structures, partners and associations identified, in particular for referrals of beneficiaries to ensure quality care.
- Assess the health needs of beneficiaries and, in collaboration with the Project Coordinator, identify appropriate reference structures to meet these needs. Update the mapping of the actors concerned and share it with the teams under his responsibility.
- Identify and work with partners, and the teams of the project under his responsibility, for the design and implementation of’ateliers in connection with somatic health and mental health issues, within the’day reception.
- Coordinate, evaluate and supervise the’activity of the mobile clinic: organization of human, logistical and material resources, management of the’ team of volunteers and employees, collaboration and coordination with the various project managers for the smooth running of the’activity.
- In collaboration with its teams, and with the’ support and validation of the Medical Coordinator, write specific care protocols to the welcomed public.
- Consult with young people where appropriate, for specific situations that require expertise as a midwife.
- Ensure the efficient management of the project pharmacy. Monitor consumption in order to avoid stockouts.
Management of’team:
- Ensure the management of the’ team of the health division (somatic and mental health) : supervision of’a multidisciplinary team, monitoring of schedules, distribution of tasks, management of holidays, support and evaluation of members of the’ team etc.
- Accompany and support the teams under his responsibility for the management of complex cases, when obstacles of access to care arise.
- Plan and supervise, in close collaboration with the HR/FIN Manager of the project, the HR needs, the recruitment, training and’induction processes of the staff under his responsibility.
- Participate in the recruitment of staff under its responsibility.
Reporting :
- S’ensure that the’ health team has completed the information of the cluster in the database.
- Verify and analyze the data entered by the’team under its responsibility.
- Participate in the preparation of the monthly somatic and mental health (SitRep) report and other requested reports.
Multidisciplinary:
- Participate in multidisciplinary team’ meetings with the other poles.
- Discuss with the other poles any specific problem and complex cases identified by the teams in order to ensure a global care, putting the welfare of the beneficiaries at the center of the discussion (including for the guidance of young people for reasons of protection).
- Train the project teams (including the’ team under its responsibility) on specific themes, related to somatic health and mental health, in line with the needs of the target audience and adapt these training courses to the different professions of the project.
Advocacy / Communication:
- Collect information on obstacles to care encountered by beneficiaries of the’ ensemble of the Ile-de-France Project, and possible problems not yet listed.
- Supervise (or if necessary take part in) the work of’ survey for advocacy purposes, through questionnaires to be submitted to beneficiaries, in collaboration with the Mission Advocacy Manager.
- In collaboration with the Advocacy Manager, respond to other possible requests regarding topics of advocacy.
- In collaboration with the Communication Manager and the managers of’other poles, participate in the’ identification of young people and/or other patients who could meet the criteria of press requests.
Profile sought:
Education : Doctor, nurse or midwife degree.
Experience :
- Desirable experience in the field of migration, transculturality, trafficking in human beings, sexual violence, torture etc.
- Experience required of’ at least two years in the field of humanitarian assistance’, within MSF desired or’ other non-governmental organisations.
- Desirable experience in the field of public health, health promotion and health education.
- Knowledge of the French health system, the protection of’ childhood, the law of foreigners, the devices of’ reception and care of unaccompanied minors.
- Experience with’an audience of’adolescents and/or young girls with specific issues related to a complex migratory journey (emergency, trafficking, prostitution, sexual violence etc.).
Languages : Mastery of French compulsory, good knowledge of’english desired.

Status : Fixed term contract of 12 months renewable. Full time 39H/week + RTT
Conditions : 3 472,03 € gross monthly over 13 months. 22 days RTT per year. Complementary health care 100% supported by MSF. Titles restaurants of’a face value of 11€ (60% support by MSF).
Position based in Ile de France.
