Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or even exclusion of care.
The France Mission is looking for a medical referent for the north coastal project
CONTEXT:
MSF’s Mission France provides assistance to migrants in situations of great social, medical and/or psychological vulnerability on French territory and carries out advocacy actions to facilitate their access to common law.
Since December 2017, Mission France has been providing assistance to migrants.
It provides medical, psychological, legal and social care for people excluded from health care and advocates for access to care for vulnerable foreign people, particularly women living in Dunkirk camps.
Mission France currently has three projects:
– In Ile-de-France. The project has been open since December 2017. Oriented from the outset on the medical, psychological, social and legal care of unaccompanied minors in appeal (day care and accommodation), it has undergone significant development by specializing in the public of young girls in appeal for recognition of minority. Added to this is a mobile clinic activity led by a team of volunteers
– In Calais and on the Northern Coast. Open in summer 2023. Day care for unaccompanied minors offering respite and activities; mobile clinics for the general public (adults, families, minors), including mental health activities. Seasonal activities complement the activities with, from spring to autumn, a coastal marauding activity for exiled people who have survived shipwrecks and in winter an activity to shelter the most vulnerable people.
– In Marseille. Medical, psychological, social and legal care for young boys seeking minority recognition (inter-association day care and accommodation), logistical and financial support for squats.
– In Dunkirk. The project aims to meet the growing needs of exiled women, girls and families living in extremely precarious conditions on the Dunkirk coastline. In close partnership with the Refugee Women’s Center, it focuses on medical care in women’s health (gynecology, pregnancy monitoring, sexual and reproductive health), mental health care, a shelter system emergency for single women, strengthening the detection and treatment of sexual violence, as well as a documentation and advocacy component on violence and the absence of essential services in the territory.
The communication and advocacy aspect is central to this mission which operates in a country with the means to welcome with dignity but which voluntarily neglects migrant populations.
MAIN MISSION
RESPONSIBILITIES
- In collaboration with the project coordinator and the rest of the team, the medical coordinator and partners of the Ministry of Health, define and implement medical activities in accordance with the project plan, standards and protocols MSF, and monitor these activities. This implies:
- To ensure the collection of medical data, their analysis and their communication to the medical coordination of the capital, in order to guarantee adequate monitoring of the program;
- To participate in the development of project policy, annual plan, project proposal and donor reports, as well as budget review;
- To participate in exploration missions and field assessments, to define medical priorities and therefore the operations to be carried out if necessary; And
- To ensure regular contact with the Ministry of Health and other local stakeholders in the medical field.
- Monitor activities in different medical disciplines, and provide technical support to medical personnel in the field through your own knowledge as well as different rules, in order to support the medical work of MSF on the ground. This therefore includes monitoring and monitoring compliance with medical protocols MSF.
- Coordinate, supervise and coach members of the medical team to support their performance in order to strengthen the medical component of the project and ensure compliance with protocols and standards MSF as well as protocols from the Ministry of Health.
- Plan and supervise, in close coordination with the project coordinator, the management of the project’s medical staff (recruitment, training, induction, performance evaluation, development and internal/external communication) in order to guarantee adequate resources (staff and knowledge) and develop their skills.
- Supervise the efficient management of pharmacy and medical equipment MSF in the field, in conjunction with the project’s logistics department and biomedical department, taking into account program guidelines and protocol changes. Monitors consumption and prepares medical orders in order to supply medical equipment, medical devices, including consumables and associated spare parts in order to avoid stock shortages and dispense the required medications in all circumstances.
- Apply the health and safety policy for international and national personnel, and put in place all necessary prophylactic and preventive measures as well as emergency response structures and plans, in order to manage any medical evacuation and protect the health of staff MSF.
SPECIFIC RESPONSIBILITIES AT THE FRANCE MISSION
Currently, MSF operates a project in Calais, open since 2023, which provides primary health care, mental health and social support for the public in transit present in Calais and on the coast post-wreck, and a project in Dunkirk for 1 month to provide multidisciplinary care for women in transit in Dunkirk,in partnership with the Refugee Women Center. The MSF strategy on the northern coast needs to be reworked with a multidisciplinary approach specific to migration projects in Europe.
To support this work to overhaul the strategy, it is proposed to phase the position in 2 stages:
Initially, the specific responsibilities of the position will be as follows:
- Formalize a map of health services and needs on the ground for people in exile transiting the northern coast of France
- Establish a strategy for responding to health needs, in collaboration with project coordinators from Calais and Dunkirk
- Based on this strategy, propose changes to adequate resources (HR/End/Log)
Based on this strategy, propose the list of protocols in line with the MSF guidelines to support quality deployment of activities.
At the end of this first phase, the specific responsibilities of the position will be as follows:
Strategy and coordination
- Ensure regular monitoring and reassessment of the new project strategy, in the light of changes in context and evolving needs on the ground.
- Participate in the coordination of MSF operations with its local associative partners, alongside project coordinators.
Implementation and monitoring of medical-operational operations on the Northern Coast
- Ensure the planning, implementation and monitoring of MSF services on the Northern Coast, including adapted primary health care, mental health care and protective care.
- Oversee the planning, implementation and monitoring of the operational team and associated budgets, ensuring relevance, quality and cost control.
- Promote multidisciplinary management of complex medical, psychosocial and protective cases, including prioritization of needs and identification of boundaries of care.
- Ensure patient consent for the sharing of information in their interest, while respecting data protection and confidentiality standards.
- Support teams in the management of sensitive cases, in coordination with the project coordinator, the medical manager, the mental health manager and the protection manager.
- Establish specific pathways for victims of sexual violence and safe abortion care, including clear standard operating procedures (SOPs).
- In collaboration with medical, mental health and protection managers, ensure the creation, where applicable, and application of MSF protocols and standards
- Ensure that planned activities take into account safeguarding requirements, enable the safe care of those assisted and that beneficiaries and staff can report any type of abuse to the project coordinator.
Team supervision and human resources management
- Supervise middle managers of North Coast projects – organization to be defined according to the set operational strategy
- Ensure clarity of roles and responsibilities of team members under his supervision; regular supervision and feedback; performance management and assessments of team members under his supervision
- Identify training needs and support staff development in the integration of medical protection.
- Promote a collaborative and respectful work environment, by quickly handling conflicts.
- Support the recruitment, integration and training of new staff members in coordination with HR.
Monitoring, data and reporting
- In collaboration with the Program and MEAL coordinator and project coordinators, define activity indicators and ensure regular monitoring.
- Analyze monthly, quarterly and annual activity data to identify trends and propose corrective actions.
- Contribute to status reports, statistical reports and narrative reports, reporting critical issues to the project coordinator.
- Support the establishment of a multidisciplinary database by guaranteeing access rules and appropriate confidentiality.
Advocacy and communication
- Monitor trends and changes in the humanitarian context among MSF patients.
- Identify and share points likely to be the subject of a communication/advocacy action with the project coordinator and technical coordinators.
- Represent MSF alongside project coordinators during institutional meetings and advocacy actions with authorities and public health services.
- Speak in the media, in coordination with the advocacy & communications manager of Mission France.
Administration, finance and logistics
- Participate in planning the activity budget and control expenses.
- Ensure that requests for funds are made in a timely manner and that resources are used wisely.
- Coordinate with logistics, supply and IT services to guarantee the proper functioning of premises and support systems
Context, security and risk management
- Collaborate with the project coordinator to ensure the security of the deployment of activities Participate in security analysis, mitigation measures and emergency planning.

- 2 years experience related to the diploma and previous experience working with MSF in the field (essential).

Status and conditions:
Status: the duration of the contract will be determined in agreement with the successful candidate. Full-time position 39 hours/week. Position based in Dunkirk AND Calais.
Conditions:
- 3,598.40€ gross monthly over 13 months.
- 22 days of RTT per year. Supplementary health insurance 100% covered by Médecins Sans Frontières.
- Restaurant vouchers with a face value of 11.00€ (60% covered by MSF).
- 50% coverage of the public transport subscription (weekly, monthly or annual) or Kms of cycling.
Due to administrative constraints linked to the duration of the contract, candidates must already have a work authorization in France (citizen of the European Union) or a residence permit allowing them to work on French soil.
