GENERAL DESCRIPTION OF THE PROGRAM:

GOAL is an Irish international humanitarian organization founded in 1977 and currently operating in 14 countries that works throughout the crisis to build resilience. GOAL supports populations and local actors to help them overcome crises and seek long-term solutions. For GOAL, crises are defined as those in which local systems are unable to respond or continue to function when faced with shocks and tensions.

GOAL works to understand these shocks and tensions; including conflict, climate change, environmental degradation, rapid unplanned urbanization, weak or unstable governance, inequality and forced displacement, all of which interact and threaten the health, safety and well-being of affected populations.

GOAL is implementing a multi-year program to support and strengthen the capacity of local NGOs in Venezuela to provide maternal health services, quality neonatal and infantile (MNCH) and improve MNCH health knowledge, practices and outcomes, including in indigenous, mining and / or mining-affected communities. This position is open only to Venezuelan residents and citizens.

POST OBJECTIVE:

  • The MERL advisor will work closely with the Project Director (PD) and technical leaders to ensure that monitoring and evaluation, collaboration on the project, learning and adaptation, and research strategies are sound and support the results and objectives of the program. In collaboration with GOAL headquarters and LATAM regional team and technical staff, the MERL advisor will monitor the results of the program and will be responsible for the quality and accuracy of the technical results and reports. The MERL Manager will be based in Caracas, Venezuela and will report to the PD, and will collaborate and coordinate closely with MERL technical advisers at the regional and global levels.

RESPONSIBILITIES / KEY FUNCTIONS

  1. Collaborate with MERL’s main advisers in the design and implementation of project monitoring and evaluation activities, including 1) the project’s MERL plan; 2) review and monitoring of project indicators; 3) baseline and continuous monitoring evaluations of the project; 4) monitoring of routine and ad hoc data collection and analysis; 5) synthesis of data and reports of study results; y 6) quality assurance and data auditing (eg routine DQA).
  2. Collaborate with MERL’s top advisers in the design and implementation of project research and evaluation activities, which may include community feedback mechanisms, performance evaluations, formative research and qualitative studies.
  3. Support the use of collaboration, learning and adaptation (CLA) and adaptive management approaches to inform and improve programming and continuous project learning.
  4. Review, compile, and add data and statistics on service delivery for reporting, quality control, and review of trends and areas for improvement.
  5. Conduct quarterly data review meetings with relevant local and central stakeholders for adaptive learning and management.
  6. Work with the project’s Capacity Building team to support documentation and evaluation of capacity improvements for each NGO.
  7. Work with NGO representatives to develop and monitor a comprehensive referral system that allows the project to capture data on initiation, completion, and referral counter-referral.
  8. Ensure that privacy protocols and processes, personally identifiable information and data protection are maintained.
  9. Develop and manage internal data systems to consolidate and present information and monitoring and evaluation indicators.
  10. Monitor the dissemination of information on successful and promising approaches, lessons learned and other project results to local, regional, national, donor and other stakeholders.
  11. Strengthen the capacity of staff and partners for monitoring and evaluation, data collection and management, and research and learning methods
  12. Ensure that research implementation adheres to project policies and standards, GOAL, partners, and donors.
  13. Contribute to work plans, quarterly and annual reports, financial reports, and other reports and products that summarize the project’s results and evidence.
  14. Produce high-quality data visualizations to help with learning and disseminating results.

MINIMUM PROFILE REQUIRED

Vocational training:

  • Master in Public Health, Demography, Sociology, Epidemiology, Biostatistics, Psychology, International Development, or Related Field; o Bachelor’s degree with 5 years of acceptable experience instead of a Master’s degree

Professional experience:

  • 5 years of mid-level to higher experience in MERL related to MNCH / FP / RH / Large-scale nutrition or other health programs (7 years if you don’t have a master’s degree).
  • Experience using cloud-based or online platforms or tools for digital data collection.
  • Solid experience in the use of qualitative and quantitative research, evaluation and / or evaluation methodologies, including focus groups, interviews and household surveys.
  • Experience in the development, implementation and dissemination of a learning agenda for internationally funded projects.
  • Demonstrated experience in establishing target projects.
  • Experience in preparing reports regarding standard and personalized indicators of international health programs.
  • Experience in project monitoring, including setting indicators and monitoring indicators in relation to established objectives, in preference for this experience with internationally funded projects.
  • Experience in basic analysis of qualitative and quantitative data.
  • Experience in the development and implementation of project monitoring systems in developing countries and fragile contexts.
  • Experience in carrying out capacity-building activities related to the MEL for local partners.
  • Experience in evaluating capacity-building efforts.
  • Experience in ensuring data quality and / or conducting data quality assurance (DQA) reviews.
  • Experience in preparing reports for various audiences, including health programs and international donors.

Knowledge and skills

  • Excellent knowledge of data collection protocols for the collection and verification of quality data.
  • Exceptional ability to analyze multiple data sources to identify data trends and provide recommendations on project implementation.
  • Proven knowledge of the Venezuelan health context.
  • Knowledge or experience with approaches to social behavior change to improve health knowledge and practices.
  • Knowledge of international health initiatives and related reporting requirements.
  • Capacidad comprobada para trabajar como un miembro eficaz del equipo, incluida la experiencia de trabajo en colaboración con las oficinas centrales y con las ONG y OSC asociadas locales.
  • Se requieren excelentes habilidades de comunicación oral y escrita en español, también se desean habilidades en el idioma inglés.
  • Posibilidad de trabajar y viajar dentro de Venezuela el 30% del tiempo.
  • Se desea tener conocimiento o experiencia trabajando con comunidades indígenas y/o mineras o afectadas por la minería.
  • Experiencia en la prestación de soporte técnico remoto para MERL.
