QUALIFICATIONS

SUBJECT OF THE CONSULTATION 

With a view to increasing the’s local support for epidemiological surveillance and management of’ health information in CAR,’OMS needs to strengthen its team for epidemiological surveillance and management of’ health information.

BACKGROUND  

The Central African Republic is facing multiple epidemics in a context of complex humanitarian crisis. In 2023, the country is facing outbreaks of measles, whooping cough, yellow fever, vaccine-derived polio, COVID-19, human rabies and monkey pox.
The World Health Organization (WHO), within its mandate, supports the Government of CAR in the preparation and response to public health emergencies, including, strengthening of the health system, immunization, control of communicable and non-communicable diseases and health promotion. With a view to increasing the’s local support for epidemiological surveillance and management of’ health information in CAR,’OMS needs to strengthen its team for epidemiological surveillance and management of’ health information. 

 DELIVERABLES

•    The/the incumbent of the position will perform the following tasks :
•    2 To ensure the management of the’information on the response to public health emergencies. 
•    Conceive, manage, analyze the’information and computer databases, and of’informations online. 
•    ENSURE the’analysis, production and dissemination of data/information. These include internal and external situation reports (SitReps),’ information bulletins, rapid needs assessments and public health situation analysis, and, as well as health information for’ overview of humanitarian needs and strategic response plans (PRS). 
•    To contribute to the preparation of project documents intended for the mobilization of resources.  
•    TImplement and improve the procedures for the management of’information on the ground at local and regional levels so that this management is done in the best possible way and is easy for the stakeholders.
•    Ensure communication and exchange of’information with the other clusters of the country office of’OMS.
•    Contribute to epidemiological investigations in the field when necessary, including’ investigation investigations of epidemics, if necessary. 
•    2 Strengthen the capacities of the members of the’team and partners involved in the data management and’information process, and, provide ongoing technical guidance and training in data collection and analysis, quality assurance, performance monitoring, dissemination and management of’information.
•    Depending on the needs, the candidate may be called upon to perform other tasks defined by’OMS.

QUALIFICATIONS, EXPERIENCE, SKILLS AND LANGUAGES 

OMS Skills
•    Ability to work in a multicultural environment ;
•    Communicator and trainer capacity ;
•    Knowledge of the CAR health system ; 
•    Knowledge of computer management techniques ;

Education Qualifications   
Essential: Hold a doctorate degree in medicine and a specialization in public health or epidemiology or any other equivalent degree ;

Desirable:

Experience  
Essential:Justify d’relevant experience of work of’at least 3 years in the field of epidemiological surveillance and management of’health information ;

Desirable:

Skills & knowledge
Essential: Large capacity of design, management,’analysis of’information,’applications and computer databases, and’online tools. 

Desirable:

Languages and level required (basic/intermediate/expert) 

Essential: Ability to speak and communicate in French ; 
Expert knowledge of french
Intermediate knowledge

Desirable:
Good knowledge of’anglais would be an asset.
