
Qualifications
OBJECTIVES OF TECHNICAL ASSISTANCE
· Conduct a situational analysis of the service offering, task delegation and integration of HIV, HEP/STI, TB and malaria services within primary health care, in 2 health districts with low performance for HIV, tuberculosis, Hepatitis/STI and malaria program tracer indicators in the city of Yaoundé.
· Propose an operational plan for the decentralization and integration of HIV, HEP/STI, TB and malaria services in the selected health districts.
SUMMARIES OF ASSIGNED TASKS
Under the general coordination of the WHO Representative in Cameroon, and the technical supervision of the acting manager of the HIV-Hepatitis/STI-TB program of the country office, the consultant will carry out the following activities:
· Develop and have the supervisor validate a work plan for the TA over the indicated period;
· Develop data/information collection tools in collaboration with the technical teams of MoH/GTC-CNLS, PNLT, PNLP, DSF and DLMEP, DOSTS.
· Go to the field to meet key stakeholders (strategic, intermediary and operational) for data/information collection;
· Analyze the data collected;
· Develop a situational analysis report on the service offer, the delegation of tasks and decentralization in the provision of HIV-Hepatitis/STI-TB and malaria services and the integration of these services at the operational level within the framework of primary health care;
· Develop an action plan for the strengthening of the delegation of tasks, the decentralization of HIV-Hepatitis/STI-TB and malaria services and the integration of these services at the operational level within the framework of primary health care;
· Prepare final reports by health district in connection with the two objectives of technical assistance; participate in the workshop presenting the task delegation guide to present the results of his/her work
· Carry out any other tasks related to the consultation according to the needs of the Supervisor.
DELIVERABLES
· A report on the situational analysis of the HIV-TB-HEP/STI and malaria service offering, the delegation of tasks and the integration of HIV-HEP/STI and malaria services available.
· A plan to strengthen the delegation of tasks of decentralization and integration of the HIV-TB-HEP/STI and malaria service offering available.
REQUIRED QUALIFICATIONS
Education
Essential: Have a Doctorate in Medicine and a Master’s degree in Public Health /
Desirable: Master’s degree in Project/Program Management or equivalent. Training in epidemiology will be an asset
EXPERIENCES
Essential: At least 05 years of experience required in the field of coordination/management of public health projects, with emphasis on planning and monitoring and evaluation of interventions to promote the supply and access to health services for the fight against communicable diseases HIV, tuberculosis, hepatitis/STIs and malaria
Desirable: Experience in the areas of documentation of projects and programs related to infectious diseases.
COMPETENCES
· Demonstrated professional knowledge, skills and abilities in public health aspects of infectious disease control/HIV, TB, HEP/STI, malaria;
· Managerial skills for the development, implementation, monitoring and analysis of public health programs for infectious diseases in a highly demanding work environment;
· Strong knowledge and skills in database management, survey design and implementation, design or use of monitoring and evaluation systems, and public health information management;
· Strong oral and written skills, including the preparation of reports, oral presentations and technical advice and advocacy documents.

Prior knowledge and skills in HIV or TB or Hep/STI or malaria is an added advantage
