Migration Health programme: IOM’s Migration Health programme in the Southern African region address the health needs of individual migrants as well as the public health needs of transit and host communities by assisting governmental and non-governmental partners in the development and implementation of relevant policies and programmes. IOM Regional Office is seeking to employ a National Migration Health Policy Officer to provide support to the implementation of the SRHR and HIV Knows No Borders (KNB) Phase. The program seeks to improve sexual and reproductive health and HIV (SRH-HIV) outcomes and quality of life among young vulnerable people (YVP) aged 10 to 29 years, migrants and sex workers living in migration-impacted communities in Southern African region covering six countries, namely: Eswatini, Lesotho, Malawi, Mozambique, South Africa and Zambia. The programme will be implemented by the IOM in partnership with Save the Children, ministries of health and local governments, and local NGOs in the respective countries.

The programme coordinates with other relevant SRHR and HIV programmes in the region. The programme is aligned with relevant global and regional policy and regulatory frameworks, including the Sustainable Development Goals (SGDs) 3 (ensure healthy lives are promote wellbeing for all ) and 5 (gender equity), national SRHR/HIV strategies and youth policies, the Strategy for SRHR in the SADC Region 2019-2030, IOM’s Regional Strategy for Southern Africa 2019-2023, the 2019 Migration Dialogues for Southern Africa (MIDSA) recommendations. Capacity building, sensitization and embedding the programme in existing regional, national and sub-national (health) structures will be central to promoting local ownership and sustainability of the programme’s results.

Under the overall supervision of the Regional Director for Southern Africa and direct administrative supervision of the Regional Migration Health Programme Coordinator as well as in coordination with the Regional Thematic Specialists (MH, Labor, Social protection) and the Regional Policy Liaison officer, the incumbent will lead on the implementation and M&E of the communication and advocacy strategy for the SRHR-HIV Knows No Borders (KNB) as it relates to changing social norms and policy reforms and implementation as wel as integration of HIV-SRHR and migration into regional, national and sub-national policies and plans. This position is based in Pretoria and involves travels to the project countries.

Responsibilities and Accountabilities

  1. Provide technical support to the programme target countries and implementing partners in the identification of policy gaps and effective implementation of policy actions as they relate to mainstreaming of migration, gender equity and SRHR-HIV rights of migrants, young people and other key populatios in migration-impacted communities.
  2. Lead on the adaptation, revision and implementation of KNB programme communication and advocacy for better alignment with legal and policy frameworks and increased awareness on migrants’ HIV-SRH rights, , including documentation of project lessons, success stories and advocacy outcomes.
  3. Participate in the planning, reviewing and implementation of the KNB programme annual operational plans, including participation in resource mobilisation activities.
  4. Support the M&E unit in tracking the implementation progress and reporting on advocacy results for the IOM’s programme of work on SRHR and HIV for the Eastern and Southern African region at the country level.
  5. Liaise closely with IOM country coordinators and partners working on the same project in the implementation of the advocacy and communication strategy, including documentation of project lessons, success stories and advocacy outcomes.
  6. Working closely with the Implementing partners, review the community dialogue guidelines and advocacy materials, including providing support to country teams in the design of muti-media campaigns on SRHR and HIV.
  7. Support IOM’s engagement with key regional stakeholders in promoting the health of migrants, including through the development of joint-statements, proposals planning exercises and interventions, including UN partners and mechanisms such as the regional joint team for HIV, UN Network on Migration and others,
  8. Participate in meetings at the regional, national, and sub-national levels and partners and other relevant technical consultations, including cross-border coordination forums, to advocate for HIV-SRH rights of migrants, young people and other key populations.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience

EDUCATION

  • Master’s degree or equivalent in public health, medicine, migration health, social sciences or related field with two years of professional experience OR
  • University Degree in the aforementioned field of study with four years of professional experience.

EXPERIENCE

  • Experience leading and managing regional and country health/social/advocacy programs on SRHR and HIV, preferably in Government institutions, with a UN agency, or NGO in the region.
  • Knowledge of international human rights system, social justice organizations and international development sector, including the United Nations and its specialized agencies, and international agreements relevant to sexual and reproductive health and rights, HIV and migration.
  • Experience in engaging and facilitating multi-stakeholders’ workshops and policy dialogues
  • Demonstrated experience engaging in multi-sectoral collaborations and coalition work;
  • Excellent communication (written/oral/presentation) and interpersonal skills.

  • Ability to work independently and as a team member.
  • Demonstrated ability to meet deadlines and work under pressure.

Languages

REQUIRED

For all applicants, fluency in English is required (oral and written).
