National Project Officer Immunization (Public Health) At International Organization for Migration (IOM)



Job Description
Context

Established in 1951, IOM is a United Nations-related organization and, as the principal United Nations agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM’s mission is to promote humane and orderly migration for the benefit of all. To do this, it offers services and provides advice to governments and migrants.

As part of the technical coordination, planning, monitoring and evaluation of vaccination activities and public health programs implemented by IOM in Guinea in support of the ENP (Extended Vaccination Program) and other technical entities of the Ministry of Health and Public Hygiene, IOM is seeking to recruit a National Project Manager (coordination).

Under the general supervision of the Head of Mission and the direct supervision of the Public Health Coordinator/National Project Manager, and in collaboration with relevant units at headquarters and administrative centers, the successful candidate will be responsible for coordinating health activities public of IOM in Guinea. 

1.    Assist the Public Health Coordinator in the planning, coordination, implementation, monitoring and evaluation of IOM interventions within the framework of immunization activities and public health programs in Guinea, in accordance with policies and IOM practices as well as donor requirements.

Serve as focal point and liaise with the ENP and IOM partners

2.    Support the Public Health Coordinator and the EPI in the overall coordination of immunization activities, including routine immunization, campaigns, introduction of new vaccines and targeted interventions for mobile and high-risk populations.

3.    Participate in the development and adjustment of work plans, project budgets, monitoring and evaluation tools and standard operating procedures.

4. Keep the supervisor informed of the progress of the implementation of activities in collaboration with the ENP and in terms of health safety, identifying gaps and proposing measures to improve implementation.

5. Regularly monitor IOM health program activities, particularly those related to vaccination at points of entry, in collaboration with supervisory staff responsible for vaccination activities at these points.

6. Document and communicate best practices and success stories from the implementation of IOM health program activities.

7. Coordinate the timely preparation and dissemination of ENP-related project reports, in accordance with IOM procedures and donor requirements.

8. Liaise and coordinate with donors, partners, UN agencies, local authorities and stakeholders, as well as government counterparts.

9. Participate in conferences, workshops, working groups, interinstitutional coordination meetings and other relevant forums.

10. Contribute to the preparation of project proposals and a wide range of communications products, concept notes and other planning documents.

11. Supervise and provide training and technical advice to project staff involved in vaccination activities.

12. Conduct business travel related to project implementation, follow-up visits, project evaluations, peer liaison, etc.

13. Support the coordination of activities in response to any public health emergency.

14. Promote and facilitate synergies between the components of public health projects and other IOM programs.

15. Perform any other tasks assigned by management.

Education
  • Hold a graduate degree in public health, medicine, epidemiology, vaccinology, health project management or any other related field from an academic institution recognized by.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
  • Documented professional experience 
  • Minimum 2 years of relevant experience related to the position.
  • Knowledge of the Guinean health system, in particular the Expanded Program on Immunization (EPI) and/or projects financed by Gavi.
  • Knowledge of vaccination is an asset.
  • Experience within a United Nations agency or international organization is an advantage. Personal commitment, efficiency, flexibility, results orientation. 
  • Ability to work effectively and harmoniously within a team of colleagues from varied cultures and professional backgrounds, and respect for diversity and gender equality. 
  • Team spirit, but ability to work independently.
  • Computer skills, particularly Microsoft Office.
  • Knowledge of institutions and processes related to migration, labor and trade is a definite advantage.
Skills
  • Knowledge of public health systems in the national and international context in Guinea and neighboring countries.
  • In-depth knowledge of the wide range of migration-related areas covered by the Organization and
  • Knowledge of UN programs and bilateral donors.
  • Knowledge of financial rules and regulations.
  • Excellent oral and written communication skills;
  • Excellent organizational and time management skills;
Languages
  • All candidates must be fluent in French and English (oral and written).
  • Fluency in national languages is an asset.
  • The official languages of IOM are English, French and Spanish.
  • Fluency in the required languages will be assessed specifically during the selection process, which may include written and/or oral assessments.
