Established in 1951, IOM is a United Nations-related organization and, as the principal United Nations agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM’s mission is to promote humane and orderly migration for the benefit of all. To do this, it offers services and provides advice to governments and migrants.
As part of the implementation of the mission’s public health program in Guinea, and more particularly the financing of health security for the prevention and control of epidemics/pandemics throughout the mobility and vaccination continuum, the International Organization for Migration (IOM) is recruiting a national project manager (public health).
Under the general supervision of the Head of Mission and the direct supervision of the Public Health Coordinator, and in collaboration with relevant units at headquarters and administrative centers, the successful candidate will be responsible for coordinating public health functions within the IOM Guinea.
1.  Assist the Public Health Coordinator in the planning, coordination, implementation and monitoring of activities related to the International Health Regulations (IHR) within the Public Health Department of IOM Guinea, in accordance with policies and practices of IOM as well as donor requirements.
2.  Coordinate and support the process to bring health security capabilities up to standard at border crossing points, in accordance with the recommendations of the International Health Regulations (IHR).
3.  Serve as focal point and lead relations with the National Agency for Health Security (ANSS) and the National Directorate of Epidemiology and Disease Control (DNELM), with the aim of coordinating capacity building at points entry and cross-border collaboration, including through the development of standard operating plans and procedures.
4.  Contribute to the development and adjustment of work plans, project budgets, monitoring and evaluation tools and standard operating procedures.
5. Keep the line manager informed of the progress of the implementation of the health security project at border entry points, identify gaps and suggest measures to improve implementation.
6. Coordinate the collection, verification and analysis of general data and information while updating information management systems and social media platforms on health security project activities, including materials awareness and visibility, summaries, press releases and other relevant documents.
7.  Coordinate the timely preparation and dissemination of health security-related project reports, in accordance with IOM procedures and donor requirements.
8. Â Liaise and coordinate with donors, partners, UN agencies, local authorities, stakeholders and government counterparts.
9.  Participate in conferences, workshops, working groups, interagency coordination meetings and other relevant forums.
10. Participate in the preparation of project proposals and a diverse range of communications products, concept notes and other planning documents.
11. Supervise and provide training and technical advice to project staff working in the field of health safety.
12. Carry out business trips related to the implementation of health security projects, follow-up visits, project evaluations, liaison with counterparts, etc.
13. Support the coordination of public health emergency response activities. Â Â
14. Promote and facilitate synergies between the components of public health projects and other IOM programs.
15. Â Perform other related tasks as needed.
- Bachelor’s degree in public health, medicine, development studies or a related field, from an accredited higher education institution.
- Accredited universities are those listed in the UNESCO Global Higher Education Database (https://whed.net/home.php). Â
- At least two (2) years of relevant experience in the field of health security and in liaison with government health authorities, national/international institutions,Â
- united Nations agencies and non-governmental organizations in the public health and migration sector.
- Good knowledge of the Guinean health system.
- Good level of computer skills.
- Experience working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;
- Previous professional experience within international humanitarian organizations, non-governmental or governmental institutions/organizations in a multicultural environment is an asset.
- Excellent command of English.
- Knowledge of institutions and processes related to migration, labor and trade is a distinct asset.
- Knowledge of public health systems in the national and international context in Guinea and neighboring countries.
- In-depth knowledge of the wide range of migration-related areas addressed by the Organization;
- Knowledge of UN programs and bilateral donors.
- Knowledge of financial rules and regulations.
- Excellent oral and written communication skills.
- Excellent organizational and time management skills.Â
- For all candidates, fluency in French is required (oral and written).
- Having knowledge of English and one of the local languages of Guinea would be an asset.
The official languages of IOM are English, French and Spanish.
