The National Protection/Health Officer reports to the RET Monitoring, Evaluation and Technical Manager in Venezuela.
Main Location
The position is based mainly in the RET National Office in the Metropolitan Area of Caracas, Miranda State, with the possibility of transfers to other headquarters of the Foundation at the national level, as well as to field missions according to the needs and requirements demanded.
Main responsibilities:
Design and planning:
- Supervise and provide technical support to activities related to primary health care, sexual and reproductive health, mental health and psychosocial support, protection, gender violence (GBV approach), inclusion, diversity, women and children and adolescents in the states where RET is implemented. is implementing projects in these sectors.
- Plan the national strategies and activities required in the health and protection sectors in the various RET projects. Monitoring and providing technical support to local health and protection officials of the projects.
- Design and provide the required health and protection awareness and training programs in response to the demand and needs formulated in the RET projects. Propose strategies that guarantee quality in their implementation.
- Design and provide the requirements and technical specifications of the instruments, means, supplies and equipment necessary for the implementation of the planned activities in the health and protection sectors of RET projects.
- Support the project initiation process, planning and monitoring in strict line with their formulation. Carry out or support the requested methodological and information management development.
- Comply with the established planning to fulfill the goals, project objectives and purposes of the organization.
- Support the formulation of new proposals requested in matters of health and protection.
Management, Monitoring and Technical Control:
- Coordinate the management, monitoring and control of health and protection strategies and programs in Venezuela, including community outreach and transversal integration with other programs carried out by RET.
- Supervise, manage and monitor the health and protection activities and indicators of the projects together with the technical and monitoring, evaluation and learning (MEL) team at the national and local level.
- Guarantee the design, implementation and technical monitoring of the actions of the Protection/Health component, in accordance with the objectives and results of the projects, complying with the project management plans: Work Plan and M&E Plan.
- Coordinate with the Logistics area the technical articulation between corrective maintenance works in Health Care centers, and the processes associated with the Protection/Health component, in order to additionally guarantee the application of the community strategy.
- Develop the technical instruments required for the selection of first-level Health Care Centers where the project will be implemented.
- In coordination with the corresponding areas, guide and establish technical specifications for the purchase, management, distribution and delivery of health supplies, in accordance with international and organizational tools, procedures and standards.
- Coordinate with strategic partners the training processes of health personnel from first-level Health Care Centers on emergency obstetric care and Minimum Initial Service Package (MISP) and care of Malaria/Malaria cases.
- Identification of governmental and non-governmental actors dedicated to caring for the project’s focus populations.
- Carry out the planning, implementation and technical management of the Protection/Health component of the project, including the technical direction of the team in the field, the generation of strategic alliances, the management of information and knowledge. Organizing and participating in regular meetings to ensure optimal coordination of work
- Timely report alerts associated with challenges and opportunities in implementation that affect the scope of project indicators and objectives.
- Prepare protocols, action routes and other documents aimed at strengthening the organization’s strategy for the care of women, children and adolescents, survivors of GBV.
- Coordinate and supervise the development of Comprehensive Health Days, as well as the implementation of support and monitoring strategies for pregnant women and newborns.
- Contribute to periodic reports on the political, socioeconomic, immigration, health context, mainly, as well as trends in the area of influence of the projects.
- Keep the analysis of needs in the country in the health sector updated and provide information for management in inter-institutional coordination spaces at the national, regional and global levels.
- Ensure compliance with standards, transparency, organization and consolidation of the means of implementation and verification of projects at the local and national level.
- Supervise the correct implementation of component procedures in accordance with the organization’s instruments, procedures and standards.
Monitoring, Technical Evaluation and Learning:
- Monthly monitor the progress of the sector’s key performance indicators in joint work with the MEL team on implementation.
- Periodically perform key analysis and evaluations of information based on project data, context, among others.
- Prepare periodic execution reports on the established institutional criteria, and guarantee the collection and quality of the component’s verification means.
- Develop and implement the technical instruments required for the selection of communities, schools and health centers where the component will be implemented in coordination with national officials.
- Maintain updated, clear and accessible records of all official documents (health component databases, proposals, reports, minutes, means of verification, etc.)
- Propose local strategies and activities aimed at accountability with Health beneficiary communities.
- Guarantee the timely shipment and with the required quality of MEL instruments, and means of verification, according to the established periodic monitoring procedures and mechanisms.
- Guarantee the quality of information at an analytical, qualitative and quantitative level in the monthly reports and periodic reports for the donor.
- Supervise and evaluate the protection/health teams in the implementation and compliance of the activities planned in the projects.
- Lead at the national level the closing and presentation of the final report with the respective means of verification and the compilation of good practices and lessons learned from the component.
- Promote learning processes and internal and external exchanges, in matters of health and protection, under an intersectoral approach.
- Strengthen the capacities of the national and local team of each project and the beneficiaries, in terms of health and projection, through periodic and continuous training and training.
- Contribute to the management of communications for each project, with technical health and protection information to the different interested parties.
Coordination and representation:
- Coordinate with strategic partners and supervise the implementation of the information management system on the health/protection component.
- Represent the Organization before local authorities, and with UN Agencies, Clusters, international and local NGOs, in inter-institutional coordination spaces, on issues related to its Health component, on the guidelines given by the Monitoring, Evaluation and Management. Technician and Country Director.
Institutional guidelines and standards:
- Develop a positive working relationship with other members of the RET team to contribute to teamwork, good communication and the achievement of objectives.
- Ensure the quality, transparency and accuracy of the information that is collected and reported from the component.
- Work with integrity and in accordance with the fundamental values and principles of RET, ensuring compliance with the provisions of the Code of Conduct, the PSEAH and the rest of the Procedures and Policies Manuals of RET and the donors.
Qualifications and Requirements:
- University Degree in Medicine, preferably with specialization in Public Health.
- Minimum six (6) years of verifiable experience in Venezuela in similar functions working with people in vulnerable situations; population in need of international protection, migrant and at risk due to natural and/or anthropic events, preferably with experience in emergency medicine, nutrition, sexual and reproductive health.
- Demonstrated experience and knowledge in (from work experience):
- Essential: Development, planning, execution and monitoring of projects preferably related to Health response, and with a focus on rights, gender, intergenerational and interculturality.
- Knowledge of the National Health System and international standards for health response in crisis, emergency and disaster situations.
- Knowledge of sexual and reproductive rights, family planning, maternal and child health, health promotion, disease prevention and public health.
- Experience in reporting, data collection and analysis, information management and systematization.
- Demonstrated knowledge in the design of Health training programs including development of educational material and monitoring and evaluation instruments.
- Experience in international cooperation and the functioning of non-governmental organizations, UN agencies and other international organizations, local and regional governments.
- Knowledge of GBV prevention and response is considered an advantage.
- Excellent command of Internet-based collaborative tools (Office365, Dropbox, KoBo Toolbox, Google Drive, We-Transfer, Google Calendar, Hitracks or similar) and Microsoft Office (Word, PowerPoint and especially Excel advanced level).
- Venezuelan nationality or having permission to work in Venezuela (essential).
- Oral and written fluency in Spanish (English will be considered an advantage).
- Immediate availability.
- Results-oriented, with a track record of meeting objectives in a complex environment.
- Availability to travel, as needed.
