THE CONTEXT AND PURPOSE OF THE POSITION:
The World Food Programme (WFP) is the largest humanitarian agency fighting hunger in the world. WFP works for a world where every man, woman and child has constant access to enough food to lead a healthy and active life.
The office of the World Food Programme (WFP) in Haiti is looking for a Officer (iere) National (e) in the Program to support the Miragoane Field Office in the implementation of’emergency, resilience, school canteen and cross-cutting activities.
The socio-economic situation in Haiti remains of great concern, with devastating consequences for household food security. In fact, the soaring prices of food and fuel, the loss of livelihoods, the, the depletion of subsistence assets and the reduction in food production have led to widespread food insecurity throughout the country.
According to the latest food security classification exercise, 4.43 million people are food insecure and unable to meet their food needs.
RESPONSIBILITIES/OBLIGATIONS :
Under the direct supervision of the head of the field office and the technical supervision of the head of Programme at the country office, l’Officer (iere) National (e) in the Program assumes the following responsibilities :
- Provide overall coordination of the Program Unit at the Miragoane Office and provide advice to support staff, serving as a point of guidance and assisting them with analysis and questions.
- Supervise the Program staff based at the Miragoane Office under the general supervision of the Head of the Field Office.
- Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and identify potential risks to project delivery.
- Develop and coordinate data collection and monitoring systems, ensuring that high quality standards are maintained.
- Prepare and consolidate monthly distribution plans and food delivery notes to ensure timely preparation and delivery of food aid to recipients.
- Support capacity building of WFP staff, partners and the national Government to prepare for and respond to food aid needs, including, for example, by providing contributions to training materials.
- Conducting visits to project sites for the purpose of supervision or monitoring.
- Contribute to the development of a wide variety of projects, plans and processes, ensuring alignment with broader program policies and directions.
- Provide project management support for specific and defined programmes and projects of considerable size and complexity, ensuring a coordinated approach with broader programmes that is in line with WFP standards and procedures.
- Research and analyze a range of policy and operational issues to inform policy, program and activity development.
- Contribute to the preparation of accurate and timely reports on programmes and activities that enable informed decision-making and consistency of information presented to stakeholders.
- Support the identification, development and management of potential partnerships for collaborative work leading to improved food aid programmes.
DELIVERABLES AT THE END OF THE CONTRACT :
- Programme operations in the Miragoane Field Office are integrated and coordinated to ensure the timely provision of food assistance to WFP beneficiaries in the area covered.
- The staff of the Miragoane Office Program Unit are provided with an adequate level of supervision and their overall performance is improved.
- Timely analysis and summary reports with clear recommendations on how to proceed to the Chief of the Miragoane Office and the Country Office Programme Manager.
- Effective and timely contribution to quality reporting for management, donors, Government and other entities.
- WFP staff and its partners are properly trained and are aware of policy recommendations and Operational Procedures Standards, including in their daily work.
- Strengthening working relationships with WFP partners on the ground, including the Government and NGOs.

Extensive knowledge of specialized fields
Is able to interpret simple data in the fields of
speciality of WFP to contribute to the design, implementation and monitoring of technical programmes.
Emergency programs
Is capable of contributing to the development, implementation and
readjustment of effective emergency programmes.
Strategic collaboration with governments
Understands and applies the basic principles of collaboration with government interlocutors at national and local level.
QUALIFICATIONS AND EXPERIENCE REQUIRED :
Training :
University degree of the Master level in one of the following disciplines : Social Sciences, Health, Nutrition, Agriculture, Development Economics or in any other discipline related to International Development. Or first university degree in these fields with additional years of related professional experience and/or training/courses in relevant fields.
Experience :
At least five (5) years of professional experience, at increasingly high levels of responsibility, in the implementation of Technical Programs (Nutrition, Health, Food Assistance, etc.). In addition, to have contributed to the design of operations and to strategic discussions and decisions. Have experience of’ at least three (3) years in the implementation of’-related activities food assistance (lives or cash transfers).
Field experience in the various departments covered (South, South East, Nippes) is desirable.

- Knowledge of the policies of the United Nations system and the functions of gender-responsive agencies.

- Team spirit and excellent interpersonal relationships.
- Experience using the Office 365 package and SAP applications.
Languages :
• perfect knowledge (read, written, spoken) of French,’anglais and creole
