WHO ARE WE ?

Médecins du Monde Belgium (MdM-BE) is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and around the world. We want universal health coverage where everyone has access to care, without barriers.

In Belgium and around the world, our projects are intended for all people who do not have or no longer have access to health care. In particular, they are structured around five areas: people on the margins of society, children in vulnerable situations, women, migrant or displaced people and victims of crises or conflicts.

To carry out our mission, we rely on three pillars:

CONTEXT

MdM-BE has been operating in Tunisia since 2013 and aims to provide access to inclusive and quality health care to all people present on Tunisian soil, regardless of their administrative status or their economic and social situation; with individuals aware of their rights, communities strengthened and institutions with sound governance and functioning accountability mechanisms.

The mission includes 2 projects whose main themes are: SDSR-GBV, Health and Migration with transversal empowerment and mental health.

  • Sehaty II : aims to improve access to quality first-line healthcare through technical and financial support from civil society and the establishment of multi-stakeholder dialogues in 13 regions of the country.
  • PGV (Highly Vulnerable Persons) : Aims to strengthen access to the right to health for Tunisian returnees and migrants in Tunisia through medico-psycho-social assistance, a referral system, the strengthening capacity building and advocacy.

The project operationalizes a Medibus in Tunis, a CASO (Reception and orientation center offering a holistic PEC) in Tunis (Goulette district), two reception and referral centers in Sfax and Zarsis.

In addition, MdM-BE also wishes to develop the One Health approach in the country and regularly responds to calls for projects on its key themes.

THE ESSENTIAL

Under the supervision of the Deputy General Coordinator, you are responsible for managing projects within the framework of the Persons in High Vulnerability (PGV) program of the MdM-BE mission in Tunisia. In particular, you are responsible for all aspects of projects (budget management, security, operations and teams) and external representation with local authorities, technical and financial partners to ensure implementation. of the organization’s operational strategy at the assignment program level.

The function provides direct hierarchical supervision of a team of 4-5 people.

TASKS AND RESPONSIBILITIES

As Project Manager: coordinate all project activities through efficient use of resources and in compliance with internal/donor procedures in order to guarantee the optimal progress of activities in line with MdM-BE’s operational strategy.

Examples of tasks :

Program coordination and development:

  • Ensure the implementation of the project and their follow-up in its various aspects: logistics, administration and activities.
  • Supervise and coordinate the general operation of the project bases and all departments/services including the medibus and the reception center(s) funded under the project.
  • Continuous assessment of needs and adapting projects to needs in collaboration with Program and Medical Coordination.
  • Actively participate with the country coordination team in the various project cycle processes, reflection on the evolution of the mission (Country Institutional Strategy), preparation of budgets & annual action plans.
  • Active search for new funding.
  • Propose and implement new projects, partnerships, operating methods, advocacy actions, exploratory missions as well as adjustments or reorientations, made necessary by the analysis of the results and/or contextual.
  • Development of funding proposals, budgets, interim and final reports, ongoing projects and/or extensions, new projects in collaboration with the other functions concerned.

Administrative, HR, Finance and Logistics Management:

  • Ensure the implementation and compliance with MdM-BE’s administrative, financial and logistical systems and procedures.
  • Anticipate and ensure compliance with donor requirements.
  • Ensure regular budget monitoring and ensure compliance with internal and donor procedures related to expenditure.
  • Establish and monitor project activity schedules on a monthly basis and whenever there are changes.
  • Support external/internal audit missions.
  • Guarantee filing and archiving of documentation, and the security of data produced by projects.
  • Ensure regular reporting and share it with Program Coordination.
  • Briefings-debriefings (including security aspects) of staff members (national and international) and visitors.

Communication interne :

  • Point of contact with the Coordination.
  • Ensure internal communication with project teams.

Representation :

  • Ensure relations with the various project implementation partners, donors, and/or other organizations concerned.
  • Represent MdM-BE with local authorities and ensure regular communication with General Coordination and program coordination.
  • Focal point for security issues, communication and advocacy activities related to the projects.

Security :

  • Security watch, taking the necessary measures to guarantee the security of people and property of the projects and reporting to the General Coordination and the logistics coordination.
  • Ensure knowledge and application of security rules by all project teams.
  • Management of any security incident affecting MdM-BE personnel and assets, in collaboration with General Coordination and logistics coordination.

As Team Leader : coordinate the work and tasks of the various members of the medical team In order to guarantee an optimal working environment according to the means and priorities of the mission.

Examples of tasks

  • Ensure compliance with administrative procedures by team members.
  • Identify human resource needs, oversee recruitment, create/revise job descriptions, and facilitate the introduction of new team members.
  • Team management (supervision, development of annual action plans, setting individual objectives, carrying out evaluations, organizing back-ups, in collaboration with the HR department taking disciplinary measures).

YOUR PROFILE

ESSENTIAL

Education / Training and Experience

  • Master’s degree in political science, development, migration or public health.
  • Minimum 3 years of experience in project management

Skills and qualities required

  • Proven expertise in sexual and reproductive health and rights and gender-based violence.
  • Proven expertise in inclusion (gender and disability).
  • Demonstrated expertise in mental health.
  • Mastery of the Office package.
  • Mastering French.
  • Mastery of health advocacy.
  • Effective and efficient communication with others.

ASSETS

  • Proficiency in Arabic.
  • Knowledge of the cascading funding mechanism.
