JobSummary:
The Program Director, Health Programs Group(HPG), overseesaportfolioofprojectsfunded by the U.S. Government and other donorsinaspecificcountry/region.The projects span a range of technical focus areas, including HIV, global health security and outbreak response, maternalandchild health, and malaria.:Reporting to theSeniorDirector,Program Portfolio,HPG, the Program Directorserves as the primary representativefortheir assignedportfolio.The Program Director works collaboratively withHPG leadership,global projectleadership,GlobalOperations andServices’(GOS)SeniorDirectors, Regional Hubs and enterprise services staff to ensure that projects within their portfolioare able toimplement in an efficient and compliant manner in alignment with approvedcontracting mechanisms,workplans and budgets.Theydirectlysupervise a team ofproject staff (Associate Directors, Project Managers and/or Project Directors/Chiefs of Party)responsible for direct implementation of the projectsand country activitieswithin their portfolio. Through a matrixed approach, they willwork closely withglobalproject leadership teamswith projectsin the portfolioto ensure that country teams areable to implement successfully. The Program Director works to ensure country-level coordination between projects to provide a holistic approach to project implementation to limitproject and organizationalrisks, streamline processes and decision making,guaranteeeffective communication betweenHPGleadership and the countries,and ensure that project needs are met in a compliant manner. They work closely with Finance staff to ensure projectsremainwithin budget and are in sound fiscal health. They ensure strong collaboration with donors(asappropriate),partners, andlocal stakeholdersthrough the project lifecycle.May serve as a management backstop for select assigned projects.TheProgram Director builds the skills and capabilities of their direct reports within their assigned portfolio.
Accountabilities:
- Providesleadershipforthe assigned portfolioto ensure compliance with FHI 360 policies and procedures, donor requirements, and other regulations.
- Serves as a key interface between HPG leadership, global project leadership, country project staff, GOS and enterprise services teams to ensure that projects are receiving the required operations support (e.g., procurement, contract management, security, legal, human resources)and communicationsto ensure program excellence.
- Ensuresoversightandqualityassuranceforthe assigned portfolio.Coordinatesamatrixedmanagement approach to capacity building, support, and oversight ofprogram,technical and/oroperationsstaff.
- Managesandcontinuallystrengthenscapacityofstaff,employingamatrixedmanagement approach to achieve strategic goalsto ensure project excellence.
- Providesmanagement backstopping to an assigned portfolio, including the full project lifecycle from project startup through closeout. Responsibilities include but are not limited to work plan development, budget development, country staff planning, project monitoring, budget monitoring,deliverablesdevelopment, and closeout.
- Servesasapointofcontactforpartners,subcontractors,orvendors; counterparts/collaborators and stakeholders; and donors.
- Contributes tobusiness development tomaintainand/or grow theportfolioof countries in their remit, as necessary.
- Accountable for the successful implementation ofprojects within the assigned portfolio, ensuring financial and programmatic targets are consistentlymetand client expectations are exceeded.
- Manages potential resource conflicts across theirportfolioand escalates issues toglobal projectleadership,HPG leadership, GOS hub leads and associated enterprise services teams to resolve issuesandlimit project implications.
- Under the guidance of the Senior Director, Program Portfolio, fostersinnovationanddrivesadoptionofleadingpracticesandprovidesproject management and/or subject matterexpertise.
- Establishesandmaintainsstandardswithinandacrossprojectsincompliancewith organizational and client policies,processesand regulations.
- Managesandpromotesunderstandingofdependenciesassociatedwithresourcesand projectswithin the portfolio to ensure that project teams are receiving the support neededto succeed.
- Conductsroutinereviewsonprojectstatus,actions,decisions,risksandissues, anddeliverablesforassignedprograms.
- Provides metrics and analytics to supportglobal projectleadershipandHPG leadership withexecutive decisionmaking.
- Supportsperformancemanagementandprofessionaldevelopmentofdirectreports, including ongoing feedback, coaching, and career support.
- Performs other duties asassigned.

Education:**
- Master’s Degree orits InternationalEquivalent in Communication and Social Marketing,EconomicDevelopment,Education,Health,Nutrition, Research, Technology and Youth ora RelatedFields.
- Project Management (PM) Certificationpreferred.
Experience:**
- Typicallyrequires10+yearsofrelevantexperiencewithprojectmanagementprinciplesand practices(including8+yearsofdepartment-levelleadership,strongbusinessacumenand/or line management experience).
- Experience managing United States Government (USG)-fundedassistanceand acquisitionprojects; focus on HIV,globalhealthsecurity,TB,maternal newborn childhealthand/ornutrition projects strongly preferred.
- Proficientwithapplicablerules,regulations,andpoliciesassociatedwithinternational development and non-governmental organizations (NGOs).
- Demonstratedexperienceinsectorspecificormulti-sectorprojectmanagementandimplementation.
- Demonstrated strategic planning, staffdevelopmentand capacity buildingexperience.
- Demonstratedexperienceinleadingandmanagingcomplexprojectsthatarestrategicin nature and national/international in scope.
- English language fluencyrequired; fluency in a second language (e.g., Spanish, French, Portuguese, Russian, Arabic, etc.) preferred.
- Experienceoperatingin challengingenvironments.

The expected US Based hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines. Final compensation will be determined in accordance with applicable law and FHI 360 policy.
Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
US Based Hiring Salary Range: USD $130,000 – $160,000 annually
International hiring ranges will differ based on location
