- Support the planning, budgeting, implementation and monitoring of the Global Fund- supported HIV programme, translate UNDP priorities into local interventions, and oversee programme implementation with the implementing partners.
- Ensure effective application of results-based management tools and track achievement of strategic results.
- Work closely with the M&E Analyst to ensure the effective use of data in programme implementation, across the data lifecycle; and support effective monitoring, evaluation and learning on programme impact.
- Provide inputs to trends analysis for future informed and anticipatory programming.
- Prepare high quality inputs for programme brief and reporting, including donor (ie: Progress Update and Disbursement Requests – PUDR, concept notes, additional reports as required), and corporate reports (ie: ROAR, Annual Reports).
- Support UNDP on documents preparation for CPD and United Nations Sustainable Development Cooperation Framework cycle, considering Global Fund- supported HIV projects/ interventions.
- Support preparation for audits and the implementation of management responses.
- Support the rollout of new initiatives and programmes including through presentation of the projects to PAC, finalize contribution agreements, and determine required revisions.
- Support development of partnerships with the national disease programmes, Ministry of Health, UN Agencies, financial and technical partners and other implementing partners as well as with international and local stakeholders to ensure transparent and effective implementation of the Global Fund programmes.
- Support co-ordination between the Global Fund programmes and other HIV and health initiatives in the country to ensure and promote continuity, partnership building and avoid duplication of programmatic activities.
- Contribute to maintain effective partnership with government and regional institutions, implementing partners and UNDP colleagues to exchange critical and technical information and resolve programme/ project implementation issues to ensure results are achieved as planned.
- Support the national strategic planning processes for the Global Fund Programme based on evidence gained during implementation of the Programme.
- Contribute to the harmonization and integration of the Global Fund Programme into the national strategic documents on disease programmes.
- Provide technical advice to the Ministry of Health, other government ministries, national disease programmes, and implementing partners and support work on Programme adjustments as necessary.
- Lead the design and delivery of programme training and/ or capacity building ti national partners, together with implementing partners involved in the implementation of the grant.
- Work closely with the M&E Analyst to identify policy-driven issues; and identify and compile best practices and lessons learned directly linked to Global Fund programme goals.
- Develop information and communication materials relating to the Programme (briefs, press-releases, presentations etc).
- Support development of strategies aimed at assisting government and national entities to address health problems and needs and to implement and gradually assume the PR functions.
- Provide sound contributions to knowledge networks, communities of practice, and digital knowledge platforms.

Technical Competencies

- Advanced university degree (Master’s degree or equivalent) in Development/Development Studies, Economics, Statistics, Business Administration/Management, Public Administration, Political Sciences, Social Policy/Sciences, International Relations, or related field is required; or
- A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Up to 2 years (with master’s degree) or minimum 2 years (with bachelor’s degree) of relevant experience in providing management advisory services and hands-on experience in design, monitoring and evaluation of health and development portfolios and projects.
- Work experience in implementing HIV/ AIDS programmes/ projects is an asset.
Knowledge and experience with UN, UNDP or international organizations is an asset. - Knowledge of the Global Fund is an asset.
- Experience in the usage of Office software package, and handling of web based management systems is desirable.
- Fluency in Spanish and English is required.
