Since July 2009, ALIMA has been working in collaboration with the Nigerien medical NGO BEFEN (Well-Being of Women and Children in Niger) to manage a program to treat malnutrition and malaria in the district of Mirriah (800 000 inhabitants) – in the Zinder region to the east of Niger.

It was in 2012 that ALIMA/BEFEN expanded their activities in the Dakoro District, in the northern part of the Maradi region, with the aim of contributing to the reduction of mortality and morbidity among children under 5 years. This project includes a component of pediatric care and management of severe acute malnutrition, on an outpatient basis (CRENAS), and in hospitalization (CRENI) as well as a mobile clinic for maternal and primary health care in the areas sanitary desert in the north of the district. This support for the Dakoro DS has seen an expansion in the number of CRENAS supported over the years, and in 2013, ALIMA/BEFEN began the PB-mothers strategy in the 2 DS (Dakoro and Mirriah), where 10,000 women have been trained.

In 2014, the project cared for 25,400 children suffering from Severe Acute Malnutrition, including 500 cases suffering from complications and hospitalized in CRENI and 37,300 cases of malaria.

In 2017, ALIMA/BEFEN moved to scaling up the PB-mothers strategy in the Maradi health region.

In 2020, there was the start of the CRENI-school of Dakoro, as part of strengthening the capacities of MOH health personnel in the management of severe acute malnutrition with complications.

As part of a logic of gradual disengagement in the framework of financing nutritional activities in the stabilized areas of which the Dakoro DS is part, our activities were reduced in 2021, as a result of the drop in humanitarian funding, by our main donor ECHO, we disengaged from the CRENAS, and our activity remained focused on the CRENI of HD Dakoro.

As part of the search for development financing, ALIMA – BEFEN was able to obtain the fund for the resumption of nutritional activities in this health district of Dakoro, thus for 2023, ALIMA/BEFEN will support 20 CSI (CRENAS), out of the 30 existing , and the CRENI/Pediatrics of HD of Dakoro.

On the security front, the situation in the Maradi region remains volatile in the border strip with Nigeria, to the south, more precisely in the departments of Guidan Roumdji and Madarounfa. These two departments face cross-border crime, with nighttime incursions, followed by theft of livestock and other property, kidnappings (with demands for ransom), and even assassinations. From January to September 2021, these 2 departments in the Maradi region recorded 196 incidents (87% of which were criminal in nature). In the fourth quarter, there was a drop in incidents, following deployment

an important security presence along the border strip with Nigeria by the FDS with patrols and joint operations with Nigerian forces.

In other parts of the region, Dakoro, Aguié, the situation remains relatively calm. However, occasional cases of low-level crime are recorded.

Since August 2018, ALIMA and its local partner BEFEN have been carrying out a medico-nutritional care project to provide access to health care for host, remote and displaced populations affected by the conflict on the border with Mali and Burkina Faso , in the Tillabery region

FUNCTIONAL AND HIERARCHICAL LINKS

  • He/She reports to the Country Representative based in coordination in NIAMEY.
  • He/She collaborates directly with the consortium project coordinator based in the capital in Niamey
  • He/She supervises the project management team (for example the Medical Referent, the attending physician, the Administration Manager, the Logistics supervisor and the Nursing Manager) as well as the national teams in collaboration with its technical representatives at the project level.
  • He/She collaborates with partners and coordination based in the capital (medical, logistics, financial and human resources). .

MAIN MISSION

Under the supervision of the Head of Mission, you are responsible for the implementation of the country operational strategy in your area of ​​intervention, in line with the three-year strategic plan and ALIMA’s mandate.

More specifically, you are responsible for the implementation of the project and contributing to the results set for the project according to the evolution of the humanitarian situation and needs in the area of ​​intervention and on the basis of the medical-operational objectives prefixed in collaboration with the coordination, in compliance with humanitarian principles and ALIMA’s mandate.

EXPERIENCES ET COMPETENCES

Experiences

  • You have successful experience within a medical INGO in project management and supervision of a multicultural team. You demonstrate strong negotiation skills and are capable of developing and maintaining an effective network. You know how to operate in degraded security and/or emergency contexts (epidemic management).
  • In-depth knowledge of humanitarian donors is an asset. You are comfortable with IT tools (word, excel and internet). You encourage teamwork, are problem-solving oriented and communicate easily.

LANGUAGES

  • Good command of French (read, written, spoken) essential
  • Fluency in a local language is an asset

CONDITIONS

Duration and type of contract: 6-month renewable fixed-term contract under French law.

Taking position: ASAP

Salary: According to ALIMA salary scale + valuation of experience + Per diem
