ALIMA in CAR

ALIMA has been present in CAR since 2013. Its main activities are focused on screening and medical-nutritional care of children, reproductive health, primary and secondary health care and response to epidemics. Five projects are currently being implemented, including 4 early recovery projects for the health system in the health districts of Bimbo, Boda and Haut-Mbomou in Zémio and Obo financed by the Bêkou Fund, an RRM project mainly in the prefecture of Nana-Gribizi financed by ECHO since April 2018 including a component of operationalization of the Mbrès health area.

In December 2013, ALIMA provided medical support to 3 displaced people sites on the outskirts of Bangui and then set up a free primary health care package in 5 CDS of the DS of Bimbo and Bangui. The healthcare offering was expanded to 13 CDS in Bimbo in 2018. The project aims to strengthen the capacities of the Health District with a view to complete autonomy.

ALIMA’s second intervention began in the DS of Boda in June 2014, a town which was facing violent community clashes. ALIMA enabled the reopening of the Boda hospital and the Boboua CDS (Mbaïki DS). Today, the project covers the hospital and 9 health facilities to ensure the empowerment and resilience of the local health system and the community.

Since April 2018, ALIMA has been operating in the DS of Kémo and Nana-Gribizi as part of the RRM. The project includes humanitarian monitoring and analysis of needs after a shock and made it possible to carry out 8 missions to assess the needs of displaced populations in order to meet their needs. In addition, ALIMA began to support the Mbrès hospital, notably the Maternity and Pediatric services, the stabilization of trauma cases and other emergencies. Since April 2019, the action at the Nana-Gribizi level has had two components: an RRM response strategy to humanitarian shock and in the event of an epidemic and a second component in support of the AS de Mbrès FOSA.

ZEMIO PROJECT CONTEXT

Finally, since August 2019, ALIMA has started its intervention in Haut Mbomou in the two secondary hospitals in Obo and Zémio, financed by the Bêkou and ECHO funds on the one hand and on the other hand on the axes of the Kpabou FOSA , Mboki, Maboussou and Tabane thanks to the CHF fund.

Starting in August 2022, ALIMA has acquired funding from USAID’s Office for Humanitarian Assistance (BHA) to ensure access to health care for displaced and host populations affected by the crisis in the prefecture. of Haut-Mbomou and will cover health facilities and sites for displaced people on the axes inclusively in the following 5 sub-prefectures:

  • Zemio: PS Maboussou, PS Banangui, PS Ngouyo, PS Gambatouré, and PS Tabane
  • Mboki: PS Kpabou, CDS Mboki and 1 Mobile Clinic (Espoir and Mboki4 sites)
  • Djemah: CDS Djemah and 1 Mobile Clinic (site A1 and Site A2)
  • Bambouti: CDS Bambouti
  • Obo: PS Kadjema and 1 Mobile Clinic

The intervention responds to a desire to ensure the functioning of and access to quality health services with the aim of strengthening the national health system and local health stakeholders.

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3: As part of their duties, the position holder will be required to visit programs and be in contact with children and/or vulnerable adults. Therefore, a criminal record check or presentation of a certificate of good conduct will be necessary. In situations where it is impossible to provide a criminal record or a certificate of good conduct, a sworn declaration will be requested.

MAIN MISSION

Under the supervision of the Head of Mission, you are responsible for the implementation of the country operational strategy in your area of ​​intervention, in line with the three-year strategic plan and ALIMA’s mandate.

More specifically, you are responsible for the implementation of the project and contributing to the results set for the project according to the evolution of the humanitarian situation and needs in the area of ​​intervention and on the basis of the medical-operational objectives prefixed in collaboration with the coordination, in compliance with humanitarian principles and ALIMA’s mandate.

EXPERIENCE AND SKILLS

Experiences

  • You have successful experience within a medical INGO in project management and supervision of a multicultural team. You demonstrate strong negotiation skills and are capable of developing and maintaining an effective network. You know how to operate in degraded security and/or emergency contexts (epidemic management).
  • In-depth knowledge of humanitarian donors is an asset. You are comfortable with IT tools (word, excel and internet). You encourage teamwork, are problem-solving oriented and communicate easily.

LANGUAGES

  • Good command of French (read, written, spoken)
  • Fluency in a local language is an asset

TERMS

Duration and type of contract: 6-month renewable fixed-term contract under French law.

Starting position: December 2023

Salary: According to ALIMA salary scale + valuation of experience + Per diem

ALIMA supports:

  • Travel costs between the expatriate’s country of origin and the place of mission
  • Accommodation costs
  • Medical coverage from the first day of contract to one month after the date of departure from the country of mission for the employee and his dependents
  • Evacuation for the employee and his dependents
