PCPM – Polish Centre for International Aid is seeking a team of at least two
researchers to evaluate the implementation and outcomes of the digitalisation of health
clinics and telemedicine services. The evaluation study will cover stationary and mobile
healthcare clinics operated by the Palestinian Medical Relief Society (PMRS) in the West
Bank (multiple locations).
Research summary and goals
The research will evaluate the implementation of the new digital patient record system
in both permanent and mobile clinics and assess the quality and usability of
telemedicine services. It will examine the accessibility and equity of medical services,
with particular attention to gender differences and the needs of vulnerable groups such
as children, seniors, and persons with disabilities. Researchers will examine software
functionality, human and infrastructural capacities, and logistical challenges, including
the adequacy of medical personnel and equipment. Based on field data and user
experiences, the research will generate actionable recommendations. The further
implementation of the project entails the practical application of the evaluators’
recommendations to improve the quality of services provided.
Methodology
– Focus Group Discussions (FGDs) with medical personnel and patients
– Key Informant Interviews (KIIs) with medical personnel and support staff
– Survey data-collection using KOBO Toolbox
– Review of relevant documentation
– PCPM and PMRS will support the recruitment of participants and provide access to
documentation for analysis
Expected Outputs
– Participation in feedback meetings and presentation of the study progress
– Notes (with translation of key parts and quotes) from FGDs and KIIs
– Cleaned and anonymised survey data in English
– Final evaluation report in English, including data analysis, key findings, and actionable
recommendations
Timeline
All stages of the assignment – data collection, analysis, and final recommendations
report – should be completed within 17 weeks, from the beginning of August to
November 30th.
KEY SELECTION CRITERIA
The research team should demonstrate
– Documented experience in research or evaluation conducted in Palestine
– Deep understanding of the Palestinian social, cultural and geographical contexts
– Experience in FGD methodology, KIIs, and KOBO Toolbox
– Experience in health system evaluation and knowledge of the Palestinian medical
context is an asset
– Local MEAL professionals and social scientists are strongly encouraged to apply
Language skills
– Fluency in English and Arabic; excellent oral and written skills required.
– Excellent communication skills
