Background
The German NGO Johanniter-Unfall-Hilfe e.V. (JUH) is a non-governmental, non-profit organisation founded in 1952. The organisation is headquartered in Berlin, Germany, and is active in the field of health and social services. In Germany, the JUH has 29,000 employees, 46,000 volunteers and around 1.2 million sponsoring members.
At the international level, JUH (International Assistance) carries out humanitarian aid and development cooperation projects in 20 countries in Africa, Asia and Latin America/Caribbean. Funding comes mainly from the European Union, the German Government and private donations.
Currently, the Bogotá Office of the JUH is implementing, in close collaboration with its partner Fundación Unimédicos (FU), a humanitarian aid project “Well-being without borders: SSR and protection for migrants and host communities” in six cities in Colombia in order to provide access to sexual and reproductive health care, as well as protection (GBV – gender-based violence, SEA – sexual exploitation and abuse). The project activities are implemented in the following cities: Bogotá DC, Medellín, Cúcuta, Barranquilla, Cali and Bucaramanga.
Unimédicos Foundation began its work in Medellín in 2000. The foundation’s mission is “To promote learning and understanding of sexual and reproductive rights, creating an environment of respect and knowledge for all. We strive to make this information accessible to the entire community, guaranteeing equal access to information, education and services necessary to make informed decisions about their sexual and reproductive health. We are committed to creating a safe, respectful and supportive environment for all.” The Colombian NGO offers comprehensive health and protection services through its multidisciplinary team in several municipalities of the country and through Telemedicine.
Professional Services Approach
For the above reasons, we are seeking a Consultant (f,m,d) with extensive knowledge and professional experience in Safeguarding and PSEAH in relation to development cooperation and humanitarian aid projects. The purpose of the Consultancy is to strengthen the capacities and skills of the partner organization FU and its network of grassroots organizations to provide a comprehensive response in SSR and protection to migrants and vulnerable people in host communities.
- Review of policies, guidelines and tools of the Code of Conduct, Safeguarding and PSEAH of the partner organization Fundación Unimédicos and the grassroots organizations in order to identify: (a) potential risks during the execution of the project, (b) knowledge and/or capacities of the collaborators of the implementing partners and, (c) feasibility of existing preventive actions and reactive measures. The analysis will be carried out in close collaboration with the collaborators of the NGO Unimédicos and the grassroots organizations, as well as the target group, taking into account the structures of the allied organizations, the local context, the current conditions and needs of the target group.
- Updating and/or developing Code of Conduct, Safeguarding and PSEAH policies, guidelines and tools for the FU and its network of grassroots organizations, consisting of concrete actions that contribute to reducing the identified risks.
- Design and implementation of a training plan (including schedule) for FU staff and its network of grassroots organizations based on identified needs. At least 3 virtual training sessions must be implemented per intervention area (18 workshops of 2 hours).
- Development of information, education and communication (IEC) materials to educate and raise awareness about PSEAH risks, preventive and reactive measures, as well as care pathways for current and future interventions.
- Design and implementation of a PQRS (requests, complaints, acknowledgements and suggestions) system adapted to the local context and conditions of migrants and the host community. This system should also include a mechanism for receiving, addressing and managing sensitive complaints (also in cooperation with other institutions).
- Conducting monthly monitoring and feedback sessions between FU, its network of grassroots organizations and JUH COL.
REQUIRED QUALIFICATIONS AND EXPERIENCE
- A professional with specialization in social sciences, health, protection, human rights or related careers.
- Professional experience of at least 3 years in development cooperation and humanitarian aid projects in the Latin American region and particularly in Colombia.
- In-depth knowledge of international/national policies, strategies and practices in the field of Safeguarding and PSEAH.
- Proven professional experience in developing institutional tools and capacities with a focus on Safeguarding and PSEAH, especially for grassroots organizations.
- Solid knowledge of the current Colombian migration context and the institutional structures for protection and/or support of the public and private sectors.
- Availability for temporary travel to the intervention area (Bogotá DC, Medellín, Cúcuta, Barranquilla, Cali and Bucaramanga).
