A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. She is also at the head of 12 regional health and social training institutes.
Internationally, the CRF operates in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster Risk Management.
In the same way as in the professions that it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action plan. This results in an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at maximum efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their complete autonomy.

Country context
Chad, a landlocked country twice the size of France, shares its borders with Libya, Sudan, the Central African Republic, Cameroon, Niger and Nigeria. The country has approximately 16.3 million inhabitants (HNO 2020 estimate) and ranks among the poorest countries in the world (inequality-adjusted HDI of 0.401; 187th out of 189 countries, UNDP, 2018). Its economy is still suffering the consequences of the sudden drop in oil prices in 2014, and with the loss of the State’s investment capacity, its health and human indicators remain very low.
FIU strategy in Chad:
The French Red Cross (CRF) has carried out actions in Chad since the 1970s, and has had a permanent delegation there since 1998. From 2001 to 2009, the first programs carried out by the CRF focused on access to water and sanitation in the city of N’Djamena, then this program extended from 2004 to the Logone Occidental region. In 2010, the CRF mounted an intervention to combat malnutrition in the Batha region. From 2012, it refocused its approach by integrating elements for improving food security and maternal and child health.
Today, the CRF is present in the provinces of Batha, Hadjer Lamis, Mayo Kebbi Est, Tandjilé, Sila and in N’Djamena in close collaboration with the Chad Red Cross (CRT) and the decentralized state services.

General mission of the DMI:
Placed under the hierarchical supervision of the Head of sub-delegation or the Project Manager, the SMPS delegate will be responsible for the optimal and quality implementation of project activities. mental health and psychosocial support for the various targeted beneficiaries (focus on refugee populations/returnees from Sudan) while helping to promote this component in a transversal manner among the different health activities and at the national level. He/she is in functional contact with the SMPS technical referent at the FIU headquarters in Paris.

- Mission 1:Â Guarantee support for the implementation of mental health/psychosocial activities in close collaboration with project managers including the psychosocial dimension
- Mission 2:Â Technically ensure the monitoring and evaluation of mental health and psychosocial activities
- Mission 3:Â Guarantee support for the management of human resources linked to psychosocial activities
- Mission 4:Â Ensure the capitalization of activities and psychosocial data
- Mission 5:Â Participate in maintaining external relations with stakeholders involved in the mental health/psychosocial field in Chad
- Mission 6:Â Ensure monitoring, evaluation, accountability and learning
- Mission 7:Â Participate in Community Engagement and Accountability to Beneficiaries
- Mission 8:Â Participate in good partnership relations and the development of National Societies
- Mission 9:Â Ensure effective and dynamic leadership and animation of your team

Terms of employment
Type of status: expatriate
Type of contract: Fixed-term contract under French law/precariousness bonus paid at the end of the contract
End of year bonus: equivalent to a 13th month pro-rata to the time of presence
Per diem: daily per diem which varies depending on of the country
Leave: 5 weeks of paid leave/year and 21 days of recuperation – Plane ticket 100% covered by the CRf for travel home/mission for leave of 6 months Health coverage: CFE + Mutuelle MSH (

Qualifications and experiences
Psychologist with clinical and professional experience in the field of international solidarity and team management.
Training: Bac + 5 in clinical psychology required and training in project management appreciated
Mandatory job requirements
- Experience in humanitarian or solidarity organizations
- Experience in coordinating mental health/psychosocial projects
- Experience desired in at least one of the themes concerned by SMPS projects (early childhood and maternal and child health, migration, consequences of crises and conflicts, sexual and gender-based violence)
- Experience in report writing and project writing
- Experiences in stress management and team support
- Good experience in community-based health
- Experience/training in animation techniques and management of individual and group activities
- Good autonomy and ability to work under pressure.
Valued skills
- Collaboration with NGO or IO appreciated
- Experience/training in stress management desired
- Knowledge of issues related to refugees/displaced/returnees
- Mastery of the Office pack (Word, Excel, Powerpoint), network work (G-Suite/Google Workspace)
Skills linked to the specific environment of the mission:
- Knowledge of the Red Cross and Red Crescent Movement;
- Knowledge of the Sahelian context, knowledge of the Sudanese context is a plus
- Multi-partner coordination experience
