JOB DESCRIPTION

OBJECTIVES OF THE PROGRAMME

Support the country in strengthening skills to improve analysis and provision of evidence to facilitate public health policy advice and decision-making through the deployment of innovations and new initiatives and their implementation implementation, in liaison with the country office, IST, regional office and Headquarters; Facilitate the development of Care, Prevention, Surveillance and Monitoring/Evaluation policies in Equatorial Guinea in collaboration with the Ministry of Health and development partners to inform the development and implementation of policies in the African region.

DESCRIPTION OF DUTIES

• Work in coordination with all technical focal points at regional level and headquarters, under the leadership of the head of the WHO country office. • Provide advice to national public health authorities and manage country office epidemiological work that underpins policy formulation. Support relevant teams in strengthening core capabilities for surveillance, early detection, verification and rapid response to outbreaks and other public health events of international concern, as required by the International Health Regulations (IHR) 2005. • Ensure that the WHO country office has access to all relevant and country-specific health data. These include national and subnational datasets, such as demographics of populations affected by specific diseases (age, gender, etc.) and temporal trends. Analyze these datasets to provide additional information on the health context and epidemiological situation of the country. • Serve as the point of contact for all internal and external requests relating to country-specific data. Where applicable, ensure government agreement for the use and dissemination of this data. • Support government and relevant institutions to strengthen national capacities for forecasting and detection of disease outbreaks and trends, including epidemiology and laboratory surveillance for monitoring and evaluation of basic surveillance and real-time analysis of information data on epidemics.- Coordinate the development of training courses for public health professionals on epidemiological surveillance, investigation of epidemics and/or improvement of related data management. • Manage the support provided by the WHO Office to the government in conducting field investigations into public health events, when the specific country or health situation requires it. • Collaborate with health emergency teams to promote the WHO position and successfully influence national health authorities to develop infection prevention and control programs in health care settings, including including (if necessary) focusing on preparedness and response to epidemics and pandemics. • Participate, where appropriate, in the risk assessment in the event of unusual health events. • Collaborate with relevant authorities to develop and update a national system for comprehensive data collection and analysis of trends in public health events. • Manage the analysis,interpretation and knowledge development of surveillance data (including virological data) through WHO, peer-reviewed publications and media. • Encourage collaboration and develop awareness initiatives and project proposals for joint action and resource mobilization to strengthen national and operational responses to public health events. • Provide the primary liaison between government and WHO (at all levels) with regard to the collection and dissemination of country-specific data, as well as the analysis of data produced by WHO.

REQUIRED QUALIFICATIONS

EDUCATION

Essential : 1- University degree in epidemiology, public health, medicine or other studies in a field directly related to the position.
Desirable : 2- Postgraduate training in epidemiology (EPIET) or similar program

EXPERIENCE

Essential : A minimum of five (5) years of professional experience relevant to the position (in epidemiology, including the development and/or implementation of programs, policies and guidelines, as well as monitoring and the assessment of diseases and public health issues), part of which in an international context.
Desirable : Experience in the field of public health in emergencies. Experience in WHO or within the United Nations system with an understanding of its mandate, objectives and procedures

• Demonstrated professional knowledge and skills in the development and implementation of public health surveillance systems. • Proven expertise in the collection, analysis and interpretation of epidemiological and event surveillance data. • Strong ability to process, analyze and interpret epidemiological and event surveillance data. • Expertise in providing technical support or guidance for rapid response to public health events. • Experience in analysis and interpretation of data relating to epidemics/pandemics. • Knowledge of the country’s communicable and non-communicable disease profile. • Proven skills in training (development and conduct of training). • Ability to lead and coordinate multidisciplinary teams, projects and programs. • Proven ability to develop public health guidelines

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2773 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
