Background
The socio-cultural context of Mali is built on patriarchal bases and strongly marked by deep inequalities between women/girls and men/boys supported by certain misinterpretations. Women are often reduced to their reproductive role as mothers and limited to assume the’swife identity built on traditional and cultural norms. Communities adopt certain unequal norms that’elles justify as being intrinsic to the Malian culture . Generally, they perceive inequalities between men and women as a normality and not as a construction. This perception sometimes leads to discrimination, inequality and violence against the’ of women and girls. Indeed, according to the’Demographic and Social Survey carried out in 2018 (EDSM VI),at least 45% of women aged 15 to 49 have experienced physical or sexual violence in Mali; 49% of women of the same age group, in union or in breakdown of union, have suffered emotional, psychological, physical and / or sexual violence. Violence against women and girls is rooted in socio-cultural and traditional norms in many communities in Mali. As culture and tradition are generally regulated by men, it becomes more than vital that they are an integral part of the design and implementation of all strategies, policies and programs aimed at changing social norms and eliminating violence against women and girls.
It is in this perspective that UN Women Mali, as part of its mandate for the promotion of gender equality in Mali, in accordance with its 2024 annual work plan, wishes to establish a partnership with local and community radios. to facilitate community awareness and advocacy sessions.
These terms of reference have been developed to describe the practical and technical modalities for implementing this activity.
Duties and Responsibilities
Primary objective :
Promote the abandonment of gender-based violence, reproductive health and positive masculinity through the implementation of mass awareness activities.
Specific objectives :
- Design Ninety (90) culturally appropriate messages on GBV, Reproductive Health and Positive Masculinity; and;
- Facilitate the broadcast of ninety (90) radio messages in Bamako, Kayes, Sikasso, Mopti, Koulikoro, Segou, Gao;
- Organize 90 radio shows/debates with experts on the themes of GBV, the gender concept, positive masculinity and reproductive health in Bamako, Kayes, Sikasso, Mopti, Koulikoro, Segou, Gao;
- Provide a framework for listeners to speak out on the themes of GBV, reproductive health, positive masculinity.
Expected results
The expected results are:
- Ninety (90) culturally adapted messages on GBV, reproductive health and masculinity are designed;
- Ninety (90) radio messages are broadcast in Bamako and the regions;
- Ninety (90) radio debates on the themes of GBV, gender, positive masculinity and reproductive health are organized;
- A framework for discussion is offered to listeners to allow them to express their views on the themes of GBV, reproductive health and positive masculinity.
? Methodology
The PNVBG, in close collaboration with UNWomen, will organize a scoping meeting with the partner to ensure a good understanding of the ToR.
Clear guidelines will be provided to enable it to develop a clear methodology, capable of promoting the achievement of the expected results with a timely for implementing the tasks.
All messages developed as well as all recorded radio debates must be validated by the PNVBG before broadcast.
The selected partner must place particular emphasis on partnership with other structures in order to facilitate the wide dissemination of messages in the territory.
The partner will work in close collaboration with the national program to combat gender-based violence (PNVBG), which will have the mandate to ensure monitoring and coordination of actions.

Deliverables
- An inception report including a work plan and describing the approach, methodology and analytical framework that will be used to carry out this mission. This report must also include a timely for carrying out the mission. This work must be done in consultation with the National Program to Combat Gender-Based Violence and Harmful Practices, UN Women and must take into account the current context of the country.
- Broadcasts produced on removable media.
- A final analysis report (with an executive summary and annexes).
- A final report of the mission.

Required Skills and Experience
Experiences
- At least 03 years of professional experience in organizing similar tasks;
- Have good experience of collaboration with civil society organizations, particularly grassroots communities, traditional and religious leaders;
- Have in-depth knowledge of CEDAW, gender equality, human rights, the concept of positive masculinity, reproductive health;
- Have demonstrated expertise in GBV and mastery of gender collection and analysis tools;
- Have a good knowledge of structuring and collaboration with government structures.
Computer science
- Good knowledge of IT tools ( Word, Excel, PowerPoint, Email in Microsoft environment ).
- Have YouTube, Facebook / Tweeter / What apps / Instagram pages
Language
- Excellent oral and written knowledge of French,’anglais is an asset ;
- Knowledge of local languages spoken in the country is an asset.
